Neil gave an update on his presentation organized

Getting info to those who parents look to for information

Got WAGES to come in to talk about the work they do in people’s homes; Karen presented

 

Richard Marquez , Housing Inspector, DBI – attended in place of Louise Kimbell and may attend future meetings.

 

Teresa Ojeda, SF Planning Department—Overview of housing element inventory—subsidized affordable housing outside of MOH’s funding streams -  postponed

 

Richard explained: Housing Element Plan- Blueprint Mandated by state law – breaks down inventory of affordable housing stock, populatioin and demographic needs; blueprint for affordable and market rate housing; how transportation affects housing

Mandated in SF for at least 50 years

Helps prioritization of housing policies; should help determine where at and where going; should be adopted every 10 years by Dept of City Planning

References to HUD and ABAG made

 

Private sector, inclusionary zone, impacts

May be stronger link between subsidized affordable housing and the Redeveopment Agency

Development and renovations lend to different targets

 

They are tardy in completing the latest revision of the Plan

DPH has substantial influence on this document; Rajiv looking at impacts on health of planning

Housing

 

ATF Should have had input earlier in their process and likely too late to have input.  Was a long arduous process.

 

Member asked: What is criteria for closing SFUSD schools? – looking at enrollment; not looking at environment.

 

CHAS – Comprehensive Housing Affordable Strategy – document that looks at strategic ways of increasing affordable housing stock

 

Dampness condition surveys of housing stock – dampness is a precursor to mold, lead, dust mites

Richard was in BVHP and observed many buildings and factors that foster dampness in buildings

 

Illegal garbage dumping article – BV hauled away 350 tons of garbage from BV; Correlation between garbage, lead, asthma (DBI, DPW, ATF); BV has been illegal dumping site since 40s.

Other coalitions are fighting illegal dumping

  • Review points from previous guest:  Cal Broomhead, SF Environment Department—Potential PG&E funding for weatherization projects, air balance testing, etc.—collaboration with MOH Lead Hazard Remediation program

 

Reviewed previous meeting minutes.

RECO – Residential Energy Conservation Ordinance – done for alterations and construction to meet minimum energy efficiency conservation codes.

Members thought was interesting to tie WHPT & MOH for renovations.

Richard will bring info brochures on RECO

  • Discuss with Myrna Iton, Mayor’s Office of Housing:  How to make ATF proposal to Matt Franklin more specific eg. ways to encourage weatherization/healthy housing aspects of all MOH-funded projects.

 

Neil said 6 SROs (Plaza Hotel at 6th and Howard) are committed to being “green” being built by affordable housing developers; replacing SROs and replacing with low-incomes

Care Not Cash for homeless.  40 families displaced.

 

Neil said indication that city is committed to affordable green housing.  Need more focus on 2-4 unit housing.

 

  • Main discussion:  Potential for collaboration with SFAA to create and distribute newsletter to all private property owners promoting healthy housing guidelines and resources; need to represent as part of ATF’s FY06-07 budget proposal (approx. 40K cost).  Last General ATF mtg. raised issues re. measures of effectiveness from mass mailing—urged us to narrow target audience to a specific group of property owners with specific group of at-risk tenants, and to create evaluation measures as part of mass mailing.

 

Discussion points noted:

 

SFAA has good list of multi-unit property owners and is willing to help us put together a mailing to their mailing list.

 

Housing Rights Committee could do a mailing to tenants

 

Priority areas for a newsletter blast:  Chinatown, Mission , Tenderloin, BVHP, Excelsior, St. Peters , Tenents Union, CCDC, CPA

Could do by zipcode

Translation issues

 

Measuring long-lasting impacts.

Alternate suggestion for reaching property owners:

 

Art groups, theater groups – penetrate the consciousness of people

Incentive needs to be monetary to get owners to read newsletter

 

100th Anniversary of SF Earthquake 1906.  Property owners tend to be more conscious.   Could play on this theme.  National Conferences, PBS specials, commemoration – lots happening between March and April.  DBI is having a brown bag luncheon; Mayor has a week of commemorative activities;

New Business

  • Letter from Dr. Katz, DPH went to State Commissioner re. tax credit points for housing developers that create some amount of smoking-free units or common spaces. (Based on request from ATF) -  unable to get update from Karen

 

Find out if SFAA is limited to mutli0unti housing

 

Ask about SFAA about how they can sort their database;  Demographics, can we sort by neighborhoods

 

Bring Rebecca from SF Tenant Rights Committee.

 

Clarify with Karen why she thinks worth doing

 

 

 

 

 

 

Need to decide what will be the most effective method to reach out to landowners.  Agreed that though not ideal, the newsletter is the most effective tools we can use.  Should consider creative options and tie into earthquake anniversary.

Get Clarification from Chair:

What does Karen have in mind in terms of needing to split the meetings?  Do we need to focus on private and/or public housing?
