Public Housing Issues

1. Plan for Jan 17th SFHA Community Training Day

·1 Invitations for Jan 17th sent 1/2/07

·2 Food order will be made by Jan 11th

·3 Need low literacy flyer with pictures relevant to people in public housing and containing education RE: mold and moisture control (i.e. use squeegee, spread curtain and open windows). Translate English, Spanish and Chinese 

2. Updates

A. MOU between DBI and SF Housing Authority concerning code enforcement activities in Housing Authority Projects. Reviewed minutes from November 6, 2006 meeting.

B. DBI Training (Forensic Analytical Training?)

· Amy Schmidt – New Trainer

· Need - Code inspectors and consultants to have similar language

C. Housing Inspections

· $18,000 to inspect > 50 homes

· Approx $400/house

· F/u During Rainy Season

Private Housing Issues

3. ATF Housing Policy Proposals draft

a. ATF White Paper –Need to Prioritize and narrow ideas for Sunset. Overall, draft has too much emphasis on one dept. Need overlap with DPI. Focus on low-income owners and/or centers? One legacy? Healthy Housing for low-income people. Who are we trying to influence? (50,000 private property owners). Debate: Use Incentives, Hammers or take a middle ground?

·1 R1 – multi-family. R3 1-2 units

·2 Change Asthma Disability to Respiratory Disability.

o Hope 6 helps rid apartments of carpets

·3 Quality Assurance Standards

o $2000/building for thermographic inspection

§ Small percentage of overall building costs

§ Prevents future lawsuits

§ Case Study with Joe Cassidy

·4 IIA. Loan programs.

§ 80% of money unaccounted for. If money is available, link to incentive programs (i.e. window replacement. Note: Debate RE: Double-pane windows. Misinformation in community)

o Surf loan limited by $7500

§ RECO inspection when building is sold

§ Use money for waterproofing and caulking

·5 IIB, 3. Take out phrase "as intended"

·6 IIIC. Broaden HIS ratings. Can HIS be linked to DPH?

o His Rating min. every 5 years

§ Rating 1 = Poor and receives inspection after 1 yr

§ Rating 2-3 = Fair and receives inspection after 2-3 yrs

§ Rating 4 = Good and receives inspection after 4 yrs

§ Rating 1 inspections are not occurring frequently enough

b. Asthma-safe Healthy Housing Guidelines

·1 Need F/U from Louise

·2 Ok to base document on Boston’s work

4. SFE/EJ strategic plan goals that overlap with ATF Environmental Committee

Read Strategic Plan Housing Section Draft

·1 Density issues are compromising health by building new developments near freeways.

·2 Side Bar A can be used in SF policy

Overall, ATF Environmental Committee approves of Strategic Plan.

5. Announcements and Review meeting outcomes

·1 Grant Application – Environmental Justice Feb 15th deadline. Money for more cameras and or more camera trainings?

·2 City is making permeable landscaping a priority. This along with improved street plumbing is helping to solve flooding issues in the Mission.

·3 District 5 people needed to f/u on Article 11. Need more public pressure for legislation
