PRIMARY MEETING FOCUS: Healthy Housing Policy Development with Supervisor Maxwell

1. Review what was requested of us by Supervisor

Connie from Sup. Maxwell’s office came to last meeting, Sup. Is ready to do healthy housing leg.
Karen and Anjali met with Sup. Maxwell to give update about SFATF and housing legislation- 15,000 new housing development slated for BV- Sup. Is worried they will be low quality- wants an assurance that new housing is “healthy housing”, keeping with city’s movement on healthy housing, green buildings.
A city atty. Has been assigned to work w/ ATF and Sup. Maxwell on creating legislation. Karen discussed with Rajiv, he is willing to help. Legislation will be counter to Louise’s healthy housing guidelines- ATF wants legislation for new and existing housing. May be broken into several pieces of leg.
Karen created healthy housing matrix to look at links between housing and health- includes ideas of ATF and Rajiv’s. Some projects already are in place or are in the pipeline.
Karen mentioned article in Chronicle- SF gets F grade for particulate matter- Health Commission will be discussing- mainly focuses on charcoal and wood smoke, not discussing diesel, traffic
Louise brought up the fact that Healthy Homes advocates aren’t necessarily supporting green building (Newsom’s office is saying that green building is guaranteed to be healthy) We need to focus on what has to happen to be healthy

· Matt has contacts from a conference he attended who can help with this legislation, including Dave Jacobs
· Committee gave OK to support all legislation related to healthy housing, including other issues (i.e. lead) outside of asthma

2. Review meeting with Supervisor and aide

Karen and Anjali met with Sup. Maxwell to give update about SFATF and housing legislation- 15,000 new housing development slated for BV- Sup. Is worried they will be low quality- wants an assurance that new housing is “healthy housing”, keeping with city’s movement on healthy housing, green buildings.
Timeframe is ASAP, but Sup. Maxwell wants to break legislation into packages that will be supported. Priority focus is on new building in BVHP

3. Anticipate meeting with City Atty very soon
-Discuss plan of action and next steps to prepare

What do we need in order to draft legislation- who should meet with atty?
Sean suggested bringing MOH to the table
Do we need public notice of meetings?
We will need to collaborate with other agencies

· Karen will contact MOH to get them involved
· One meeting a month should be held with Connie and city atty.
· First meeting should be publicly noticed- all invited
· Ideas for legislation need to be based upon incentives and mandates
· Karen will create new format with our proposals for both NEW and EXISTING construction to look at which agencies are responsible for which enforcement- will also create strategy column for worksheet
· National Center for Healthy Housing- Dave Jacobs- will be holding training (healthy housing practitioner course) in Alameda Co. May 25, 26th- they were very helpful in lead legislation. Karen’s staff may attend, Sean Pritchard may attend too to potentially develop similar course through SFAA
· Karen will check with CARB’s new regulation regarding formaldehyde to ensure we have addressed all building materials that include that.
· Karen will add IPM and pesticide info
· DPH is creating an interagency guideline about construction dust- Karen will check with Rajiv to see how this could be discussed in terms of indoor environments
· Committee members should think about enforcement strategies for Code Enforcement

Karen and Anjali let Sup. Maxwell know about the SFHA pilot project- We do not know if they have started/completed project
Neil gave update about 33 million housing supplemental sponsored by Sup. Daly. 5 million allotted for housing repairs. Unknown if Newsom will veto

· Karen will create spreadsheet for SFHA that gives addresses of sites to be checked as part of pilot project- we need to do evaluation with tenants
· Check in needed about housing $ next month
· SFHA will film their video vignette tomorrow, SFGH’s is done, on BC website, link on ATF website
