VOTING SYSTEMS TASK FORCE
MINUTES

1. CALL TO ORDER AND ROLL CALL 
The meeting was called to order by Task Force Chair Jody Sanford at 5:30 p.m.

2. APPROVAL OF THE MINUTES 
By motion of Mr. Miller, seconded by Mr. Yee, the minutes of the October 20, 2010 meeting
were approved as written.

3. PUBLIC COMMENT
Two members of the public were in attendance; Eva Waskell and David Cary.

4. DISCUSSION OF VSTF NEXT STEPS, TIMELINE, AND PUBLIC COMMENT PROCESS
This item was moved up on the agenda.

 
After discussion, members agreed to seek a six-month extension of the “sunset” date of the
VSTF from the Board of Supervisors to June 2011. The additional time would be used to
support a robust comment period on the draft document, and to complete and refine research and
recommendations based on that comment. During the remaining two months of 2010, members
would continue to work on the document and to invite comment from the public via the regular
VSTF meetings and email. Chair Jody Sanford agreed to contact Sheila Chung-Hagan in
Supervisor Campos’ office to initiate the extension request.

The suggested timeline moving forward would be as follows:
November 18: Extension request is heard before Rules Committee.

December: Board of Supervisors makes a decision on extension. If they choose to extend, the
VSTF timeline would proceed as described below.

December 31, 2010: VSTF submits its report in draft form to the Board of Supervisors.
January 2011: VSTF holds a public meeting and begins a 30-day public comment period.
February/March 2011: VSTF devotes up to two public meetings to review and discuss public comment.
April 2011: Revised draft is released for 15-day public comment period.
May 2011: Final revisions.
June 2011: The document would be submitted in its final form to the Board of Supervisors.

5. DISCUSSION OF DRAFT VSTF REPORT DRAFT 7.0
Members discussed two sections: Balloting Systems and Services and Election Records and
Audit Procedures. Member of the public David Cary offered extensive comments on Ranked
Choice Voting auditing considerations, and agreed to summarize his comments in written form
to (voting.systems.task.force@sfgov.org) for the benefit of VSTF members. Eva Waskell
offered comments on expatriate voters and UOCAVA and also agreed to submit her comments in
writing to the VSTF email address.

6. NEW BUSINESS
There was no new business.

7. ITEMS FOR NEXT AGENDA
The meeting will focus on discussion on the draft recommendations and any comment received
via email.

8. ADJOURNMENT
The meeting was adjourned at 8:15 p.m.
