San Francisco Ordinance No. 300-10 requires that the San Francisco Department of Public Health (SFDPH) and the San Francisco Planning Department collaborate to create the Health Care Services Master Plan and update it every three years. The first Health Care Services Master Plan ("2013 HCSMP") was adopted and came into effect on December 26, 2013.

To inform the development of the 2013 HCSMP, the San Francisco Department of Public Health) convened a 41-member HCSMP Task Force whose membership reflected a broad range of community stakeholders. The Task Force held 10 public meetings from 2011-2012, focused on reviewing data and research on health needs, soliciting community feedback, and developing the HCSMP Recommendations and Guidelines used as part of the Consistency Determination process.

For more details on the development of the Plan, copies of community meeting materials and minutes, and other background documents please visit DPH's Health Care Services Master Plan's Task Force website.
