I. CALL TO ORDER/ROLL CALL/AGENDA ADJUSTMENTS   
 Committee Chair Diana Valentine called the meeting to order at 11:05 AM.
 No public comment.

II. APPROVAL OF THE MINUTES    
Committee Member Joyce Crum asked that the Minutes be changed to reflect the correct spelling of MSC South.
 Action: Approve amended May 3, 2006 Committee Meeting Minutes

III. COMMITTEE REPORTS    
Committee Member Bianca Henry asked that a discussion of the Committee's Deputy City Attorney be placed on next month's agenda.

Committee Member Crum asked why the Mayor's Office of Community Development (MOCD) was being included in the Quarterly Report.

Staff person Bernice Casey stated that MOCD was one of the City agencies which funded shelters.

Committee Member Crum asked Ms. Casey to provide her with a list of the agencies MOCD funded.

No public comment.

 

IV. NEW BUSINESS     
A. Hamilton Family Shelter    
This item was heard out of order before quorum.

B.         Communication Protocols      
Ms. Casey reviewed the draft Bylaws and Polices and Procedures.  After reviewing the documents, the Committee asked for edits and changes in both documents.
  Action: Approved amended Committee Bylaws and Polices and Procedures

C.  Quarterly Report     
The Committee commented on the numerous typos in the Quarterly Report and asked Ms. Casey to carefully review the report and the attached site inspection reports.  Committee Chair Valentine asked that Episcopal Sanctuary staff names be corrected within the report.

The Committee discussed including a recommendation asking that a DPH and HSA staff person to spend the night in a shelter.

Committee Member Crum and Committee Member David Nakanishi disagreed with the recommendation.

Committee Chair Valentine recommended adding additional recommendations on how City agencies respond to and investigate shelter complaints.

D.  Nomination of Officers    
  This item was postponed to the July 5, 2006 Committee meeting.

E.   Revision of the Legislation    
Ms. Casey reviewed the letter to the Rules Committee requesting stipends for Committee members and a request to strengthen the legislation by requiring agencies [that run shelters and resource and drop-in centers] to respond to the recommendations and requests for information in [Shelter Monitoring Committee] reports.

Action: Approved request for changes to the legislation

F.  Web Site

G.  Retreat & Training Schedule   
This item was postponed to the July 5, 2006 Committee meeting.

V.  OLD BUSINESS     
 A.  Next Door      
Committee Chair Valentine, Committee Member Crum, Committee Member Judi Iranyi, and Ms. Casey are scheduled to meet with Episcopal Sanctuary administrators on June 13, 2006 and will report back to the full Committee on July 5, 2006.

B.  Multi-Service Center South   
This item was heard out of order and before quorum.

VI.  REPORTS      
  This item was postponed until the July 5, 2006 meeting.

VII. PUBLIC COMMENT  
 Ali Schlageter from the Local Homeless Coordinating Board announced that the
Board would be reviewing applications for three seats on the Committee at its July 10th meeting.  Ms. Schlageter asked that the Committee and members of the public refer interested parties to her. 

Mr. Larry Craig provided the Committee with a letter addressed to Episcopal Community Services.  Mr. Craig wrote that his property was not returned to him when he left Sanctuary and is requesting reimbursement for the item.

 The meeting was adjourned at 12:58 PM.

The nearest BART station is Civic Center Plaza at the intersection of Market, Grove, and Hyde Streets.  The MUNI Metro lines are the F, J, K, L, M, and N (Civic Center Station or Van Ness Avenue Station).  MUNI bus lines serving the area are the 47 Van Ness, 9 San Bruno, and the 6, 7, 71 Haight/Noreiga.  Accessible curbside parking is available on Oak and Hickory Streets.

The ringing of and use of cell phones, pagers, and similar sound producing electronic devices are prohibited at this meeting.  Please be advised that the Chair may order the removal from the meeting room of any person(s) responsible for the ringing or use of a cell phone, pager or other similar sound-producing electronic devices.

In order to assist the City's efforts to accommodate persons with severe allergies, environmental illness, multiple chemical sensitivity or related disabilities, attendees at public meetings are reminded that other attendees maybe sensitive to various chemical based scented projects.  Please help the City to accommodate these individuals.
