 Committee Chair Quintin Mecke called the meeting to order at 10:02 AM.
 
I. MINUTES      
 Committee Member Cindy Ward noted a typo and requested a correction.

II.  REPORTS      
A. Human Services Agency
Committee Member Ward provided an overview of the shelter vacancy report, including turn aways (32 families) from the family shelter system.  She also reminded the Committee that Ella Hill Hutch (single adult) shelter closed on June 27, 2008 and the St. Joseph's Family Shelter moved to its new location on June 19, 2008.

Human Services Agency Representative Briana Moore, MSW stated that the maximum number of clients staying at Providence was 155, including women and families.

B.     Standard of Care (SOC)  
Committee Staff Bernice Casey reviewed the Standard of Care complaints noting that she was behind in sending out complaints to sites.  Ms. Casey restated client frustration with the Standard of Care process.    
C.  Department of Public Health  
Committee Member David Nakanishi reviewed the memo he provided the Committee regarding DPH's implementation of the Standards of Care.

Chair Mecke stated that the Committee, through DPH, received $200,000 in addback monies for the Standards of Care.

III. PUBLIC COMMENT     
Tomas Picarello said that he had concerns about the community outreach of Standard of Care based on the number of complaints.  Mr. Picarello also stated that he was concerned about the 22-inch mat distance (required by the SOC) at Providence shelter.  Mr. Picarello wanted to know why no (SOC) complaint had "floated up" to DPH.

Hank Wilson would like future reports to include if there were resolution on the complaints.

Joanna Fraguli, Mayor's Office on Disability (MOD), stated that MOD would be working in conjunction with HSA to start a pilot program on ADA training for clients in the shelter system.

Mr. Charles Pitts said that the mats at Multi Service Center South were too close to each other.  He said that he was also concerned about the MAP van and said that (drivers) were dumping clients.

Ali Schlageter from the Local Homeless Board said that the Board would be appointing two members to the Committee at its July 7 meeting.

Helen Llamar from Providence said that the organization was currently looking for a director of homeless services and would forward a job description to the Committee staff.

IV.  OLD BUSINESS     
  Shelter Enrichment Report Update  
Gregory Kats with the Human Services Agency provided an overview on the implementation of the Shelter Enrichment Report from the Mayor's Office and the Human Services Agency.  The Mayor's Office identified the following areas as follow up: mobile homeless connect, customer service training, senior & women's beds, and on-site staffing at shelters for benefits.

  Public Comment
Ms. Schlageter said that the LHCB would continue to do work [in partnership with the Committee] on access issues in response to the community process during Shelter Enrichment.

Mr. Picarello asked if the mobile connect would be run in lieu of case management.
Jackie Jenks from Hospitality House asked that the Committee report [monthly] on [the] Access [piece of the Shelter Enrichment report].

V. INFORMATION REQUESTS      
A. Staff Report      
Ms. Casey provided an overview of her monthly staff report to the Committee.  She stated that the Committee did receive funding for an additional staff person and would provide an update at the August meeting.

B.   Information Requests    
The Committee requested: HSA and DPH report back on how the sites have operationalized the SOC; the Mayor's Office report back on the how the access piece of the Shelter Enrichment is being addressed; and that HSA report on the status of the 24-hour drop in center.

 Public Comment
Viviana Martinez was introduced as the new director of shelters for Episcopal Community Services.

Jill Jarvie asked why smoking was still happening at Next Door shelter.

Mr. Picarello said that the Standards of Care prohibited smoking in any shelters.

The nearest BART station is Civic Center Plaza at the intersection of Market, Grove, and Hyde Streets.  The MUNI Metro lines are the F, J, K, L, M, and N (Civic Center Station or Van Ness Avenue Station).  MUNI bus lines serving the area are the 47 Van Ness, 9 San Bruno, and the 6, 7, 71 Haight/Noreiga.  Accessible curbside parking is available on Oak and Hickory Streets.

The ringing of and use of cell phones, pagers, and similar sound producing electronic devices are prohibited at this meeting.  Please be advised that the Chair may order the removal from the meeting room of any person(s) responsible for the ringing or use of a cell phone, pager or other similar sound-producing electronic devices.
In order to assist the City's efforts to accommodate persons with severe allergies, environmental illness, multiple chemical sensitivity or related disabilities, attendees at public meetings are reminded that other attendees maybe sensitive to various chemical based scented projects.  Please help the City to accommodate these individuals.
