  Committee Chair Quintin Mecke called the meeting to the order at 10:01 AM.    
I. MINUTES      
 The Committee reviewed the January 7, 2009 Minutes

 Public Comment
Charles Pitts stated that since there is no Secretary to approve the minutes the Committee is currently in violation of the ordinance, and asked about the delay in holding elections.

II.  REPORTS      
A.     Human Services Agency (HSA)  
Committee Member Cindy Ward reviewed the Vacancy Report. Committee Ward reported that there were 168 families on the Connecting Point waiting list for shelter.

Ms. Briana Moore, Single Adult Shelters Program Director, announced that beginning February 1, 2009 case management beds [at certain shelters] would start to convert to resource center accessible beds once their current clients' terms ended.  Ms. Ward stated that investigations of MSC South, Next Door, and Sanctuary led to a review of the biometric check-in procedures and more trainings are being held. Ms. Ward said that there will likely be reductions in 24-hour access to beds and in late passes given out to clients.

Committee Member Ward provided the Committee and the public with the information from HSA budget meetings and stated that the Commission is accepting counter-proposals.

B.  Family Shelters-Point in Time
Committee Member Aram Hauslaib reviewed Connecting Point's December 30, 2008 Point in Time analysis of families on the waiting list for shelter.

C.  Department of Public Health (DPH)
Committee Member David Nakanishi stated that there have been 5 investigations forwarded to DPH that represent 42 complaints, that the staff position has not been cut, and that the DPH budget information is posted on the Health Commission website, but that no cuts have been made to shelters.

B.     Standard of Care (SOC)  
Committee staff Bernice Casey reviewed the SOC complaints to date and stated that there are two pending SMC investigations.

III. PUBLIC COMMENT     
Kim Clark had questions for Committee Member Hauslaib about the point in time study, about where people were coming from, who is considered head of household, and educational backgrounds.

Tomas Picarello welcomed the new Committee Members, and charged them to advocate as the sole voice of the homeless. Mr. Picarello also stated that the City cannot afford to shelter non-San Francisco residents, especially when the wait for family shelters is so long.

Marlon Mendieta stated that prioritized services based on clients' places of origin was a slippery slope that inevitably leads to discriminatory practices.

Ms. Moore welcomed the new Committee Members, especially the people of color, and urged them to advocate for their community.

IV. INFORMATION REQUESTS     
A. Staff Report      
Ms. Casey reviewed the written staff report.

 

B.   Information Requests    
Ms. Casey reviewed the responses to previous information requests from SFMTA and HAS concerning Muni tokens, and from SF311 about the types of phone calls received.
  
C. Announcements     
Chair Mecke welcomed the new Members to the Committee, and reminded all Committee Members not to speak on behalf of the Committee at public meetings.

Committee Members Hernandez, Lark, Moore, Teon-Nichols and Thompson introduced themselves with a brief background bio.

Committee Member Paulsen announced Project Homeless Connect on February 11, 2009 at Bill Graham Auditorium.

The nearest BART station is Civic Center Plaza at the intersection of Market, Grove, and Hyde Streets.  The MUNI Metro lines are the F, J, K, L, M, and N (Civic Center Station or Van Ness Avenue Station).  MUNI bus lines serving the area are the 47 Van Ness, 9 San Bruno, and the 6, 7, 71 Haight/Noreiga.  Accessible curbside parking is available on Oak and Hickory Streets.

The ringing of and use of cell phones, pagers, and similar sound producing electronic devices are prohibited at this meeting.  Please be advised that the Chair may order the removal from the meeting room of any person(s) responsible for the ringing or use of a cell phone, pager or other similar sound-producing electronic devices.
In order to assist the City's efforts to accommodate persons with severe allergies, environmental illness, multiple chemical sensitivity or related disabilities, attendees at public meetings are reminded that other attendees maybe sensitive to various chemical based scented projects.  Please help the City to accommodate these individuals.
