I. MINUTES      
 The Committee reviewed the December 10, 2008 Minutes

 Public Comment
Tomas Picarello stated that his comments captured in the Minutes were not reflective of his comments, specifically addressing his concerns regarding the Compass Family Shelter and a misquote of his statement regarding the lack of quarterly reports to the Committee's website since January of 2007.

Charles Pitts stated that the Minutes did not reflect his comments regarding the list of problems at sites.

II.  REPORTS      
A.     Human Services Agency (HSA)  
Committee Member Cindy Ward reviewed the Vacancy Report.  She stated that
HSA provided the Providence Foundation additional funding for meals at the winter family shelter, Bethel AME.  Committee Ward reported that there were 142 families on the Connecting Point waiting list for shelter.

Ms. Briana Moore, MSW, Single Adult Shelters Program Director reviewed the vacancy rate at Next Door.  The Committee requested a further analysis at the February 2009 Committee Meeting of the higher [than other large shelters] vacancy rate at that site.

Committee Member Ward provided the Committee and the public the dates of the upcoming Human Service Commission meetings were budget information will be provided and cuts will be discussed. 

This item was taken out of order.
C.  Department of Public Health (DPH)
Committee Member David Nakanishi stated that the Request for Proposal (RFP) process had been stopped until further notice.  He stated the Health Commission information could be accessed on-line and requested Committee staff send out links to the full Committee for both the Health and Human Services Commissions.

B.     Standard of Care (SOC)  
Committee staff Bernice Casey reviewed the SOC complaints to date and acknowledged the aid of Americorp staff Maren Shipe.

III. PUBLIC COMMENT     
Jackie Jenks extended her appreciated to DPH and HSA for their community involvement in the budget process and hoped there would be continued transparency in the process.

Ms. Moore provided an updated on the showers at Women's World and provided alternate locations for women to shower.  She asked to receive copied of all SOC complaints.

Ron Merritt stated that his bed [reservation] at Next Door had been dropped and that staff had not made accommodations for him based on the Americans with Disabilities Act.

A staff person from the Glide Walk In Center stated that she had complaints from other clients stated that their beds had been dropped at Next Door.

Charles Pitts stated that he had been told by a woman that her bed had been dropped at Next Door three times in two weeks.

Tomas Picarello said that until DPH issued sanctions [against shelters for SOC violations] the issues [complaints] would not be addressed.  He said that the agenda for the month was vanilla.

IV.  OLD BUSINESS     
A.  2009 Meeting Calendar    
The Committee will review the approved 2009 Meeting Calendar.  Chair Quintin Mecke requested that staff investigate new locations for the Committee to meet within City Hall.

B.  Site Visit Protocols     
Chair Mecke stated that when the new members joined the Committee he would provide an orientation stressing consistency in site visit criteria.  With a small membership pool at the moment, the Chair stated that the Committee's site visit efforts would focus on the three large shelters.

V. INFORMATION REQUESTS     
A. Staff Report      
Ms. Casey reviewed the written staff report.

B.   Information Requests    
Ms. Casey stated that she had not submitted the token request to HSA.  The Committee requested a follow up with SFMTA regarding token distribution and with SF311 regarding calls directed to the Committee and regarding homelessness in general.

The nearest BART station is Civic Center Plaza at the intersection of Market, Grove, and Hyde Streets.  The MUNI Metro lines are the F, J, K, L, M, and N (Civic Center Station or Van Ness Avenue Station).  MUNI bus lines serving the area are the 47 Van Ness, 9 San Bruno, and the 6, 7, 71 Haight/Noreiga.  Accessible curbside parking is available on Oak and Hickory Streets.

The ringing of and use of cell phones, pagers, and similar sound producing electronic devices are prohibited at this meeting.  Please be advised that the Chair may order the removal from the meeting room of any person(s) responsible for the ringing or use of a cell phone, pager or other similar sound-producing electronic devices.
In order to assist the City's efforts to accommodate persons with severe allergies, environmental illness, multiple chemical sensitivity or related disabilities, attendees at public meetings are reminded that other attendees maybe sensitive to various chemical based scented projects.  Please help the City to accommodate these individuals.
