I. MINUTES

II.  REPORTS      
A.     Human Services Agency  
Committee Member Cindy Ward provided a copy of the single adult shelter vacancy rates and the turn-away counts for families seeking emergency shelter at Hamilton Family Emergency shelter.

B.     Standard of Care (SOC)  
Committee staff reviewed the Standard of Care complaints, but did not provide a completed complaint log. 

C.  Department of Public Health  
Committee Member David Nakanishi provided an update on the Health Worker IV staff for the Shelter Monitoring Committee and stated that an Americorp intern would be starting December.  Committee Member Nakanishi stated that the Oshun Drop In Center for women had temporarily relocated to the old Buster's Place location at 13th Street & Mission.

D.   Tenderloin Services  
Representatives from Glide Walk In Center, Central City Hospitality House's Self Help Center provided an update on the impact of services in the Tenderloin, with the reduction of hours for Tenderloin Health

III.  PUBLIC COMMENT     
Jill Jarvie announced the health training on November 21, 2008 for shelter providers.

Ali Schalgeter said that there were upcoming budget cuts to DPH and HSA.  She stated that there were no budget cuts to emergency shelter services.

Jackie Jenks invited everyone to the open house at the 6th Street Drop In Center on November 1, 2008.

Charles Pitts stated that he had heard complaints of mold on bread; requested that a manual be created for shelter kitchens; and stated that vegetables in the kitchens were going bad.  He stated that there were problems with the draft by laws.

IV.  OLD BUSINESS     
A.  Access Overview     
This Committee reviewed the Access memos.

V.  NEW BUSINESS     
A.  Shelter Nutrition Health    
Ms. da Silvia reviewed the work she has done, as a pilot project, in four shelters to aid shelters in complying with the Standards of Care nutrition requirements.

B.  2009 Meeting Calendar    
This item was continued.

C.  By Laws      
The Committee was provided a copy of draft changes to the Committee's by laws and take action on the changes at its December 10, 2008 meeting.

D.  Quarterly Report     
 Action: Approve Amended Quarterly Report

VI. INFORMATION REQUESTS     
A. Staff Report      
Bernice Casey provided a written, monthly staff report to the Committee, which includes information on the reappointment process.
B.         Information Requests    
Committee Member Leonard requested information on how many tokens had been distributed to sites, including the number of tokens requested.

C. Announcements     
 Committee Members used this time to make announcements.

The nearest BART station is Civic Center Plaza at the intersection of Market, Grove, and Hyde Streets.  The MUNI Metro lines are the F, J, K, L, M, and N (Civic Center Station or Van Ness Avenue Station).  MUNI bus lines serving the area are the 47 Van Ness, 9 San Bruno, and the 6, 7, 71 Haight/Noreiga.  Accessible curbside parking is available on Oak and Hickory Streets.

The ringing of and use of cell phones, pagers, and similar sound producing electronic devices are prohibited at this meeting.  Please be advised that the Chair may order the removal from the meeting room of any person(s) responsible for the ringing or use of a cell phone, pager or other similar sound-producing electronic devices.
In order to assist the City's efforts to accommodate persons with severe allergies, environmental illness, multiple chemical sensitivity or related disabilities, attendees at public meetings are reminded that other attendees maybe sensitive to various chemical based scented projects.  Please help the City to accommodate these individuals.
