I.        MINUTES                                                                         
A.       December 2013 Minutes                                  
          The Committee reviewed the draft December 18, 2013 Minutes and made edits.

II.                REPORTS                                                      
A.                Mayor’s HOPE Office                             
Bevan Dufty, Director of HOPE, Housing Opportunity, Partnerships and Engagement, was unable to make the meeting. The presentation was moved to the February 2014 meeting.

B.       Shelter Status Report                                      
          Human Service Agency (HSA) Report       
Committee Member Cindy Ward reviewed the vacancy reports and wait lists. Committee Member Ward also discussed the Single Adult Shelter system Request for Proposal (RFP) process.

C.       Standard of Care Report                                 
Committee staff reviewed the Standard of Care report for shelter complaints received and generated in December 2013.

Public Comment
Charles Pitts said that he appreciated the new format of the report. Mr. Pitts expressed his concern for the lack of access to shelter beds (reservations) for disabled clients. He said that it took his (disabled) friend two days to get a reservation.

III.      PUBLIC COMMENT                                          
Charles Pitts said that he was concerned about the library crackdown and thought the County should be advocating for shelter beds, housing and working with the Mental Health Association to do outreach.

IV.      NEW BUSINESS                                             
A.       Election of Officers                                         
Based on the number of Members out, Vice Chair Dennis move to continue the Election of Officers to February.

B.                          Staff Report                                                  
                             Committee staff reviewed the January 2014 staff report.

The nearest BART station is Civic Center Plaza at the intersection of Market, Grove, and Hyde Streets.  The MUNI Metro lines are the F, J, K, L, M, and N (Civic Center Station or Van Ness Avenue Station).  MUNI bus lines serving the area are the 47 Van Ness, 9 San Bruno, and the 6, 7, 71 Haight/Noreiga.  Accessible curbside parking is available on Oak and Hickory Streets.

The ringing of and use of cell phones, pagers, and similar sound producing electronic devices are prohibited at this meeting.  Please be advised that the Chair may order the removal from the meeting room of any person(s) responsible for the ringing or use of a cell phone, pager or other similar sound-producing electronic devices.
In order to assist the City’s efforts to accommodate persons with severe allergies, environmental illness, multiple chemical sensitivity or related disabilities, attendees at public meetings are reminded that other attendees maybe sensitive to various chemical based scented projects.  Please help the City to accommodate these individuals.
