1. Call to Order and Roll Call for Attendance


Chair Avalos-Nunez called the meeting to order at 5:20pm. Commissioners present: Avalos-Nunez, Wu, Marshall-Fricker, Kong, He, Calderon, David, Soto, Bernick, Mao, Pating, Plunkett

Commissioners absent: Juarez, Li, Mansori, Matz, Galeano,

Commissioners Galeano, Juarez, and Mansori requested approval of their absence. Commissioner David, seconded by Commissioner Bernick, moved to approve their absence. There was no public comment. The motion was approved by acclamation.

There was quorum.

Ordinance amending the Police Code to make technical amendments to the
Paid Parental Leave Ordinance consistent with its original intent.

Chair Avalos Nunez calls item 5C out of order. Youth Commission Staff relays that this is a cleanup amendment with just a few technical changes that have been made and nothing that would change the original position of the Youth Commission. .

Commissioner Marshall-Fricker, seconded by Commissioner David, motioned to support this legislation again. Motion passes by acclamation. There was no public comment.

Item 6A is called out of order. Staff shares that the Annual Report is a review of everything all Commissioners have worked on in the past year. It summarizes the work, legislation referred, presentations, etc. It’s important to have youth feedback on this report.

Commissioners briefly read a few pages.

B. BOS File No. 160581 – [Charter Amendment - Homeless Housing and Services Fund;
Transportation Improvement Fund - Budget Set-Asides]
Charter Amendment (First Draft) to amend the Charter of the City and County of San Francisco to: create a Homeless Housing and Services Fund and appropriate $11,500,000 to the Fund in FY2016-2017 and $47,750,000 annually to the Fund, adjusted for changes in discretionary City revenues, for the next 24 years, and create a Transportation Improvement Fund and appropriate $23,000,000 to the Fund in FY2016-2017 and $95,500,000 annually to the Fund, adjusted for changes in discretionary City revenues, for the next 24 years, at an election to be held of November 8, 2016.

The upcoming ballot is potentially offering two different sales tax proposals (1/2 cent and/or ¾ cent tax). This charter amendment would say that the sales tax would go towards homelessness and transportation so it would specifically outline where the tax money would be spent on. Transportation: equity/affordability, street repaving, transit optimization, muni fleet and infrastructure, regional transit, safer streets. Homelessness: exits, outreach and mental health. These funds require the two measures to pass together. If the regular measure passes the money would just go into general fund. If the charter amendment passes that money would be geared towards transportation and homelessness issues.

Two political issues: Avalos does not want to provide new funding for homeless services if it will be used to crack down on homeless encampments and has taken name off ¾ cent sales tax. Will support ½ cent if the measure that cracks down on homeless is taken off the ballot.

Commissioner Galeano arrived at 5:48pm.

There are 3 ballot measures. This charter amendment (3/4 tax) will be heard on Thursday on the 7th in Rules Committee plus in another meeting the following week. Budget and Finance meeting will hear the two other measures. Expect all measures to be on BOS agenda for July 19th.

YC Discussion: Commissioner Soto explains there have been a lot of changes of the street being set up and MFTA didn’t alert the community and the neighborhood is upset. On Mission Street they’ve taken one lane and made it so only buses and taxes can be used. No one seemed to know that they were going to do make these changes. Pollock says part of these funds would be used to do outreach to inform neighborhoods of what’s happening.

This amendment is just about the funds and the creation of the funds. There is no set language of how the funds would be used explicitly around the issues. Commissioners don’t want to see this money being funneled into disbanding homeless encampments. Want to know exactly how this money will be broken out and the specifics on the usage of funds.

Commissioner Bernick, seconded by Commissioner Plunkett, motions to be bring all 3 below comments to their referral response. 1) funds from homeless portion not go towards removing homeless encampments 2) that they prioritize community engagement regarding transportation issues and street rejuvenation and reconfiguration and doing outreach to inform the community and 3) include/highlight free muni for youth outreach.

Chair Avalos-Nunez asks for a roll call vote on Commissioner Bernick’s motion with 13 ayes. Motion passes by acclamation.

Commissioner Marshall-Fricker motions to support this amendment. There was no second.

Commissioner David, seconded by Commissioner Bernick, motions to take no position with 12 ayes and one nay. Nay-Marshall-Fricker. The YC votes to take no position on this amendment but refers their comments to BOS.


A. BOS File No. 160587 – [Charter Amendment - Non-Citizen Voting in School Board
Elections]
Charter Amendment (First Draft) to amend the Charter of the City and County of San Francisco to authorize San Francisco residents who are not United States citizens but who are the parents, legal guardians, or caregivers of a child residing in San Francisco to vote in elections for the Board of Education, at an election to be held on November 8, 2016.

Supervisor Mar thanks the Youth Commission for all their hard work on Vote16 and getting that passed at the BOS level.

This amendment would allow immigrant parents (legal and undocumented) to vote in school board elections (public, private, and parochial). They are doing everything they can to protect the privacy of individuals so immigration can’t go after undocumented folks. Vote 16 efforts have empowered youth and now is the time to empower immigrant parents to have a say in improving the school system. So far there is a majority of support from the school board and are hoping for unanimous support. It would be put on the ballot and needs a 50 + 1 vote to get this passed for school boards. Wouldn’t impact 2016 school board elections. This would have an impact in Nov 2018 school board elections. This would allow a parent of anyone under 19 in an SF school to vote if their child goes to school in SF District. Anticipate that thousands of parents would then be allowed to vote if immigrants were given right to vote. This amendment would not include those who have a felony conviction, but Mar’s office understands that this is unfinished business and that is the next group of folks to include.

City Attorney has backed their argument to allow and expand on current voting rights. This is a measure that would improve the schools, school system, and democracy. Parents will have a say in the educational system. Will keep fighting for immigrant parents and youth who are denied voting rights. Want to incrementally expand the rights of those (like those who have felonies). Mar thanks YC for their valuable input.

The Rules Cmte will hear it possibly next Thursday. Angelina, aide to Supervisor Mar, will communicate with YC staff when it comes up.

YC Comments: SF is a sanctuary city we should be supporting people in it and allow them to vote for their children’s education. This hits close to home. Lots of xenophobia happening. Step in the right direction. Individuals have always been afraid to see immigrants vote. Great opportunity.

Commissioner Wu, seconded by Commissioner Mao, motions to support this amendment with 12 ayes and one nay. Nay-Comissioner Marshall-Fricker

Commissioner Avalos Nunez, seconded by Commissioner Plunkett, motions to attach the comment that outreach should specifically happen to the communities with the top 5 spoken languages in the city. Ayes have it. Passes by acclamation.

Commissioner Galeano, seconded by Commissioner He, motions to recommend that the privacy of the individuals be protected as much as possible and to be clear that they are not voting in city elections. Ayes have it. Motion passes by acclamation.

B. Annual Report Review

Commission returns to item 6B. Staff needs your fun facts. Stephanie Li is Vice Chair of Ec Justice and Immigration. July 13th is next due date for drafts so we can get another adoption before final YC meeting. Add in Executive Committee membership. Leah will come up with multiple versions. Other interns we need to add in? John La? Let staff know. Staff put in pictures of themselves. Staff do fun facts.

Committee Reports: develop one page summary of presentations they’ve had, given, work in their committee, leg they have supported. Put in thanks and kudos to supervisors and aides in their committee reports.

7. Committee Reports (Discussion Only)

A. Executive Committee

No meeting due to no quorum. Commissioners Avalos-Nunez and Calderon met with staff. Planned a really fun last meeting with food. Once business is done it’s a celebration. EC is still doing one on one check ins.

B. Housing, Environment, and City Services Committee

Last meeting was short. Discussed annual report and to work on it. Furthering BPPs and what that would like as well as 12 N.

C. Economic Justice and Immigration Committee

Informal meetings due to quorum issues. Commissioners Avalos-Nunez and Juarez are meeting with staff at 4pm on Mondays.

D. Youth Justice Committee

Discussed BPP and meetings to attend and reviewed SFPD position. Hard to get things done due to how many people they are meeting with outside of meetings. Doing their best to fulfill their roles.

E. Civic Engagement Committee

Cmte has been disbanded. Have been able to continue their work in their free time. Vote 16 USA retreat happened where they met up with other youth who are working on the same issue in different parts of the U.S. Went to Berkeley City Council and it was passed to get on the ballot. Attended workshops and did a tour guide of Chinatown with former youth commissioner, Rosa Chen.

8. Staff Report (Discussion Only)


• Sunday Streets in the Tenderloin. 9am-3pm on Sunday in Tenderloin. Who is interested in taking shifts: Mao, Bernick. If it doesn’t work out we’ll try for next months Sunday Streets.
• Last full YC meeting is July 18th. Mark your calendars. Celebration after, possibly dinner possibly ice cream. Finish out the year strong with full attendance.
• Two more committee meetings so attend those as well.
• Friday, July 15th from 3-5:30 SOMA Community Action Network and are expecting a YC presentation. He, Plunkett, Wu, Avalos-Nunez, Maybe: Galeano, Mao, Bernick
• Bay Area Youth Commission discussion, 9am on July 14th, location TBD, Interested: Avalos-Nunez, Bernick, He, Galeano, Kong, Mao.
• Upcoming hearings: be on the lookout for these dates in your weekly internals.
• 20th Anniversary ideas are still being discussed. Outreach team meeting is this Friday at 11:30am in YC office.

9. Announcements (This Includes Community Events)


• Commissioner Pating-on 23rd and 24th of July. Of the Buddhist Church of San Francisco having community cultural event and based on Japanese Community around Japantown area of Pine and Bush. From about noon on. Send staff a flyer to put in weekly internal
• Commissioner Plunkett-gun violence issue. Twice a month meetings. Ms Maddy Scott. Urges individuals to get involved to decrease gun violence.
