1. Call to Order and Roll Call for Attendance

The joint meeting with the San Francisco Board of Supervisors was called to order at 5:08pm.

Board of Supervisors present: Supervisors Avalos, Breed, Campos, Cohen, Farrell, Mar, Peskin, Tang, Wiener, Yee

Commissioners present: Luis Avalos-Nunez, Jillian Wu, Lily Marshall-Fricker, Erica Kong, Stephanie Li, Cris Plunkett, Anna He, Jessica Calderon, Noah David, Giovanna Soto, William Juarez, Cecilia Nicole Galeano, Madeleine Matz, Anna Bernick, Jarrett Mao, Grace Pating, and Hatim Mansori.

On the call of the roll of the Board, Supervisor Kim was noted not present; there was a quorum of the Board of Supervisors. On the call of the roll of the Commission, all Commissioners were noted present; there was a quorum of the San Francisco Youth Commission.

Supervisor Avalos and Chair Avalos provided opening remarks.

Supervisor Kim was noted present at 5:10 p.m.

Jeff Adachi, Public Defender, expressed support of the proposed amendment.

Jillian Wu (Youth Commission) presented an overview of the proposed amendment.

Sandra Lee Fewer and Matt Haney (Board of Education), John Arntz, Director (Department of Elections), and Jon Givner (Office of the City Attorney) responded to questions raised throughout the discussion and further discussed the amendments.

President Breed inquired as to whether any member of the public wished to address the Committee of the Whole relating to the amendments. The Youth Commission took a symbolic vote to urge the Board of Supervisors to support. Commissioner David, seconded by Commissioner Bernick, moved to urge the Board of Supervisors to support the proposed Charter Amendment related to File No. 150267.

The motion carried by the following vote:
Ayes: 16 - Commissioners Avalos, Bernick, Calderon, David, Galeano, He, Juarez, Kong, Li, Mao, Mansori, Matz, Pating, Plunkett, Soto, Wu.
Noes: 1 - Commissioner Marshall-Fricker
