1. Call to Order and Roll Call

The meeting was called to order at 5:12 pm. Commissioners present: Marshall-Fricker, Wu, Flores, Van Stark. Commissioners absent: Landrum. Staff present: Adele Carpenter.

There was quorum.

2. Approval of Agenda (Action Item)

Commissioner Marshall-Fricker, seconded by Commissioner Flores, moved to approve the agenda. There was no public comment. The motion was approved by acclamation.

3. Approval of Minutes (Action Item)

Commissioner Flores, seconded by Commissioner Marshall-Fricker, moved to approve the minutes from April 14th. There was no public comment. The motion was approved by acclamation.

A. Action-planning for Spring off-site housing town hall

The committee agreed to the following additional outreach goals:
• TAY SF (Eric Wu)
• YC Constant Contact (staff)
• Request DCYF to send to Youth Organizing grantees (Monica Flores, staff)
• Announcement at District 8 youth town hall (Monica Flores)
• Send invite to Youth Commission and BOS (Staff)

The committee developed the following agenda:

Housing issue-based Breakout Session:
Exact breakout sessions TBA, Tentatively: TAY housing and homelessness, Public housing and SRO’s, Evictions and displacement Youth co-facilitators 5:20-5:50 Develop breakout questions, ID and prep youth co-facilitators, prep directions for scribes

The committee agreed to emphasize baseline information and awareness in breakout groups: There are housing services for TAY. There are ways to prevent evictions. You have housing rights. We can change displacement issues. The YC is a resource.

The committee would like the breakout groups to be divided as follows:
• TAY Housing & Homelessness (Facilitated by Larkin YAB member and maybe CTAB member)
• SRO’s and Public Housing (Angel Van Stark and YC Staff)
• Evictions and Displacement (Eric Wu and possible community co-facilitator (Eric will follow up)
• Affordability (Other Youth Commissioners)
The committee developed and assigned the following list of to-do’s:
• Confirm eviction defense and housing resource lit (staff)
• Ask Commissioners Sicairos, Persky, and Kong to participate in breakouts (staff)
• Confirm other youth co-facilitators (Eric and staff)
• Get sign in materials and breakout group materials, use sign-in sheet that includes whether or not people want info shared (staff and interns)
• Confirm refreshments (staff)
• Confirm with city officials (staff)
• Confirm with advocates presenting (staff)
• Develop ask for op-ed team (Eric)
• Confirm with other youth breakout facilitators (Eric and staff)
• Develop talking points for closing using Children’s Fund townhall method (Eric)
• Develop facilitators agenda and breakout questions (on Weds)
• Write survey to get baseline of who is at event (Eric and staff)
• Confirm with youth speakers (Eric Wu)
• Confirm DeAsia Landrum to emcee and time to go through facilitators agenda (Eric and staff)
• Develop spectrogram questions (Monica Flores)

Commissioner Wu scheduled office time on Wednesday April 30th to work on breakout discussion questions and a facilitator’s agenda. Committee members agreed to meet at the space at 3:00 pm on the day of the event to prepare and review the agenda.

B. Update on Budget and Policy Priorities, and Annual Report
Presenter: Eric Wu and Staff

Commissioner Van Stark agreed to present the Homeless Bill of Rights at Monday’s meeting. Commissioner Wu agreed to present the TAY housing priority. Commissioner Flores agreed to present on City College. Commissioner Flores was also interested in reading the priorities at the May 28th BOS meeting. Staff agreed to share drafting documents with commissioners to draft, edit, and use to prepare presentations over the weekend.
