The ringing and use of cell phones, pagers, and similar sound‐producing electronic devices are prohibited at this meeting. The Chair may order the removal from the meeting room of any person responsible for the ringing or use of a cell phone, pager, or other similar sound‐producing electronic device.

7. Call to Order and Roll Call
The meeting was called to order at 4:35pm. Commissioners present: Baer, Liang, Marshall-Fricker, Tu Mutch. Commissioners tardy: LaCroix. Staff present: Yedidia. There was quorum.
8. Approval of Agenda (Action Item)
Commissioner Tu Mutch, seconded by Commissioner Liang, moved to approve the agenda. This motion was approved unanimously by acclamation.
9. Approval of Minutes

Commissioner Liang, seconded by Commissioner Tu Mutch, moved to approve the minutes to the meeting of December 14, 2011. This motion was approved unanimously by acclamation.

11. Business (All Items to Follow Discussion and Possible Action)
A. Consideration of possible March 12 hearing on youth homeless, shelter and housing
Presenter: Commissioner Tu Mutch
Commissioners agreed that it was an excellent idea to have a hearing to keep the issue of youth homelessness, housing and shelter in the forefront of City policymakers—especially in the wake of the approvals of the TAY housing projects at the Booker T. Washington Community Service Center and the Edward II hotel, and the recent commitment by the City and the family of Marc and Lynne Benioff to use $3 million to move 200 homeless families off of the City’s waiting list for more permanent housing.
Commissioner LaCroix agreed to help develop specific questions for the three City departments that should be present for the hearing: the Mayor’s Office of Housing (MOH), the Human Services Agency (HSA), and the Department of Public Health (DPH). Commissioner Baer agreed to study MOH’s budget, and Commissioner Tu Mutch agreed to study those of HSA and DPH.
B. Update on Free MUNI for Youth campaign (funding, upcoming legislative hearings, website)
Presenter: Commissioner LaCroix
Commissioner LaCroix updated her colleagues: the Free MUNI for Youth Coalition (which was led by Supervisor Campos’ Office, People Organized to Win Employment Rights, and the Youth Commission) had identified $17 million in various funds to pay for a two-year pilot program. The key, now, was to assure that the various bodies with control over these funds—chief among them the Municipal Transportation Agency, but also the San Francisco County Transportation Authority and the regional Metropolitan Transportation Commission—voted to approve the use of these funds for free MUNI for youth.
In this effort, it would be critical to get Youth Commissioners to speak in public comment and lobby their elected and appointed officials before these votes. There was no official action taken.
C. Discussion of other committee policy areas, including Recreation and Parks and LGBTQQ sensitivity trainings
There had been no movement with respect to the working group headed by Health Department staff and Commissioner Tu Mutch that was tasked with implementing the 12N ordinance on LGBTQQ sensitivity trainings. Commissioners spoke of wanting to do research and outreach on this issue of the Recreation and Parks Department, in particular, how young people were using the parks and recreation centers in the wake of the department’s restructuring some two years ago, what the fee structure was like, and how much open gym time there is for young people. There was no official action taken.

The meeting was adjourned at 6:00pm.
