1. Call to Order and Roll Call


The meeting was called to order at 5:07 p.m. Commissioners present: Christine Huynh, Kyron Covington, Nicholas Persky, Mia Shackelford. Staff present: Adele Carpenter, Phimy Truong. There was quorum.

2. Approval of Agenda (Action Item)



There was no public comment.

Commissioner Covington, seconded by Commissioner Persky, moved to approve the agenda. This motion was approved unanimously by acclamation.

3. Approval of Minutes (Action Item)


A. February 12, 2013

There was no public comment.

Commissioner Shackelford, seconded by Commissioner Persky, moved to approve the minutes to the meeting of February 12, 2013. This motion was approved unanimously by acclamation.

4. Public Comment on Items not on Agenda (Discussion Only)


There were none.

5. Business (All Items to Follow Discussion and Possible Action)


A. Staff report

Ms. Carpenter reviewed committee community engagement handouts with commissioners, and asked commissioners to start planning strategic questions for planning future off site events. Ms. Carpenter also shared that staff has reached out to Swords to Plowshares, Young Workers United, and Brightline Defense, to invite organizations to speak to the committee on projects related to youth employment. Ms. Carpenter also invited commissioners to attend the upcoming Mission Peace collaborative meeting on Thursday.

Commissioners asked clarifying questions around local hire and directed staff to compile a list of research documents for members to read.

B. Review and work on committee priorities

- Commissioner Shackelford will be following up with Coleman on youth convening meeting.
- Commissioner Armstrong is following up with Young Workers United.
- Commissioner Huynh is following up with coordinator of youth works by phone next week to discuss school credits for work experience;
- Commissioner Shackelford is interested in researching veteran employment but merging this work with the rest of the TAY work concerns including veteran provisions/inclusion in local hire and first source;
- Commissioner Persky says committee can expect update on undocumented youth issues at next meeting.

Commissioners then brainstormed questions around first source and local hiring:
Do Youth Works and MYEEP do any placements in non-public employment? Can they do tech jobs or build tech skills? What are post program supports for private sector hiring for MYEEP and YW participants? Do they collaborate with Tech SF?

The committee wants to research community input on local hire? How can we stand up for TAY issues in local hire? Commissioner Huynh agreed to look into hiring requirements of community benefits agreement in mid-market tax exclusion zone. Commissioners will research what organizations refer to first source. Commissioners directed staff to research First Source requirements, public service academies, grant for SFUSD tech training, and entry level local hire issues to update committee.

Ms. Truong then shared that Matt Poland, from United Way of the Bay Area, has shared that a full report on SF Summer Jobs+ 2012 will be released soon. Commissioners Persky and Shackelford asked staff to follow up and request a presentation of the full report at a full commission meeting.

There was no official action taken.

6. Items to Report to Executive Committee (Discussion Only)


Commissioner Covington then summarized the committee report, and asked Commissioner Huynh to share the report to the Executive Committee.

7. Executive Committee Report (Discussion Only)


Commissioner Persky shared a few updates regarding the Bay Area YC summit planning and the Youth of the Year award. There was no official action taken.

The meeting was adjourned at 7:01 p.m.
