1. Call to Order and Roll Call

The meeting was called to order at 5:07 p.m. Commissioners present: Nicholas Persky, Christine Huynh, Mia Shackelford. Commissioners absent: Rachel Brodwin, Paul Monge-Rodriguez. There was quorum. Staff present: Phimy Truong.

2. Approval of Agenda (Action Item)

Commissioner Huynh, seconded by Commissioner Shackelford, moved to approve the agenda. This motion was approved unanimously by acclamation.

3. Approval of Minutes (Action Item)

A. February 13, 2013

Commissioner Shackelford, seconded by Commissioner Huynh, moved to approve the minutes to the meeting of February 13, 2013. This motion was approved unanimously by acclamation.

B. February 27, 2013

Commissioner Huynh, seconded by Commissioner Shackelford, moved to approve the minutes to the meeting of February 27, 2013. This motion was approved unanimously by acclamation.

4. Public Comment on Items not on Agenda (Discussion Only)

Andrew Decena expressed that he was observing the committee’s meeting.

Po Yi Yeung expressed that she was observing the meeting for a class assignment.

5. Business (All Items to Follow Discussion and Possible Action)

A. Request for Youth Commission certificate of honor for Center for Young Women Development’s Women on the Forefront training
Presenter: Robin Bonner, Young Mother’s United Youth Organizer, Center for Young Women’s Development

Ms. Bonner gave a brief overview of the Center for Young Women’s Development’s work and goals. The Women at the Forefront training provides resources, leadership development, and policy training to marginalized young women in San Francisco. Ms. Bonner made a request for commissioners to support the participants in the training by meeting with participants at future meetings, and by awarding them with certificates of honors recognized by the full Youth Commission.

Commissioner Persky asked staff to write a motion of support for the Women at the Forefront training for him to present to the commission at the upcoming meeting.

There was no public comment.

B. Staff report

Ms. Truong provided the committee with the following updates: the commission’s three staff members has been meeting with Supervisors to provide an update on staff transitions, the commission’s outreach plan, current committee work, and priorities, staff plans to meet with all of the Supervisors offices by the end of the month. Then Ms. Truong shared that the Youth Commission’s request for a hearing on 12N would be calendared on the Neighborhood Services and Public Safety committee sometime in late April or early May. Staff has followed through with commissioners’ request in scheduling a hearing at a time when young people can come out and participate. Ms. Truong also shared fliers to events the Youth Commission has been invited to: a March 19th Coleman Advocates Community convener meeting on youth employment and a March 25th Community Forum on Tasers.

Commissioner Persky clarified that the committee had already taken action to move forward the above absences to be authorized at their last committee meeting. The absences listed above will be on the full meeting agenda of March 18th.

There was no public comment or action.

D. Certifying Commissioner Vanessa Warri’s resignation

As per the committee’s request, staff prepared the certification of resignation process for Vanessa Warri to be voted on at the full meeting of Monday, March 18th, 2013. In total, Commissioner Warri has had six unexcused absences and according to the San Francisco Charter in SEC 4.123( c ) and Youth Commission bylaws, “any member whom the Commission certifies to have missed three regularly scheduled meetings of the Commission in any six month period without prior authorization of the Commission shall be deemed to have resigned from the Commission effective on the date of the written certification from the Commission.”

Youth Commission staff has continually attempted to contact Commission Warri over the last few months, and she was formally notified that the Commission was considering her resignation. Commission Warri has a full time job outside of the commission, and has had to prioritize her work. She sent her regrets to the executive committee.

Commissioner Shackelford, seconded by Commissioner Huynh, made a motion to move forward with certifying Commissioner Warri’s resignation to the full meeting of March 18th, 2013. The motion was approved unanimously by acclamation.

E. Baltimore Youth Commission resolution debrief
Presenter: Staff

Ms. Truong went over the guidelines of the friendly wager accepted by both the San Francisco and Baltimore Youth Commissions on the results of the Super Bowl game. As Baltimore’s football team, the Baltimore Ravens, recently won the Super Bowl, the San Francisco Youth Commission would have to fulfill their end of the friendly wager, which stated that the commission of the losing city would adopt a resolution praising the virtues of the victorious city, its youth services, youth commission, and football team. Commissioners Shackelford expressed her support of bringing the resolution back to the full meeting of March 18th, and stated that this wager was a lesson learned for committee members. Shackelford advised that in the future, the committee should be more thoughtful and considerate before accepting a friendly wager. Shackelford expressed that she supports the Baltimore Youth Commission, and stated that the San Francisco Youth Commission should be a leading role model of commissions.

Commissioners agreed to add the resolution congratulating the Baltimore Youth Commission to the full meeting agenda of March 18, 2013.

There was no official action. There was no public comment.

F. Approve the agenda for the March 18, 2013 full Youth Commission meeting.

Committee members agreed to an agenda including the following items: basic standing agenda items, a presentation on Frisco Day by Bryant Tan, Senior Planner and Policy Analyst at the Department of Children, Youth, and their Families (DCYF); a presentation from Transitional Age Youth SF initiative and request for feedback on an upcoming TAY Education Reengagement Forum, by Jose-Luis Mejia, the TAY Young Adult Advisor; first readings of resolutions urging the Board of Supervisors and the Mayor to support the Save City College of San Francisco coalition objectives, recommending the inclusion of California’s history of eugenics into the California high school curriculum; and celebrating the City of Baltimore’s Youth Commission; a motion to support the Mayor’s Office of Civic Innovation’s Improve SF project with the Bayview YMCA; a motion to support and honor the Center for Young Women’s Development Women at the Forefront training program participants; a motion to certify the resignation of Vanessa Warri; and a presentation from staff on the Youth Commission 2013-2014 application.

There was no public comment.

Commissioner Huynh, seconded by Commissioner Shackelford, moved to approve the agenda for the upcoming March 18, 2013 full Youth Commission meeting. This motion was approved unanimously by acclamation.

G. Officer updates

Commissioner Huynh provided her colleagues with an update on the commission’s outreach and civic engagement plan. Commissioner Huynh and Mr. Lu has been scheduling visits to multiple community based organizations and the school district’s Ethnic Studies classes.

There were no other updates.

H. Bay area-wide YC summit

Ms. Truong shared that the Bay area-wide YC summit has been postponed for now. SF YC and Oakland YC staff agreed to postpone the planning of the YC summit, and will work with commissioners to revisit the planning of the summit soon. As this would be the first ever bay area-wide YC summit, staff wanted to make sure to be able to fully support all bay area youth commissions interested in the planning process and to make sure that the first summit would be as robust, and engaging as possible for all commissions involved. Commissioners asked clarifying questions. There was no official action.

6. Issue-Based Committee Reports (Discussion Only)

Commissioner Huynh provided a brief update on the youth employment committee. Ms. Truong provided a brief update on the work of each of the commission’s issue based committees. There was no official action taken.

7. Executive Committee Report (Discussion Only)

Commissioner Persky agreed to provide an update on the postponement of the YC summit, and to be involved in the YC application process.

8. Adjournment

The meeting was adjourned at 6:32 p.m.
