1. Call to Order and Roll Call


Commissioner Wu called the meeting to order at 5:03 p.m. Commissioners present: Marshall-Fricker, Taumoepeau, Wu; Commissioners Absent: Tu-Mutch, Guzman-Ramos; Staff Present: Adele Carpenter

2. Approval of Agenda (Action Item)


Commissioner Taumoepeau, seconded by Commissioner Marshall-Fricker, moved to approve the agenda. This motion was approved by acclamation.

3. Approval of Minutes


A. March 25, 2013

Commissioner Marshall-Fricker, seconded by Commissioner Taumoepeau, moved to approve the minutes from March 25, 2013. This motion was approved by acclamation.

Staff member, Adele Carpenter, reminded the committee of the upcoming off-site full commission meeting on May 6, 2013.

Angel Toshiko VanStark introduced himself and asked clarifying questions about the agenda.

A. Updates and Next Steps on TAY Housing Evaluation

Commissioner Wu reminded his colleagues that the second part of the February TAY housing resolution included an evaluation of various models of transitional age youth housing. He explained he is interested in doing two evaluations. One would be focused on TAY housing programs, the second, an “awareness” study focused on the effects of housing shortages on area youth in general. The second evaluation could support a future goal of offering the city a report of how young people are faring in this housing market. Commissioner Wu proposed two sets of evaluation questions that the committee could use in conducting these evaluations.

Staff member Adele Carpenter suggested that the committee define their goals with each evaluation/study and lead their research designs using their goals, and that the committee consider reaching out to partner agencies to help with research design or co-sponsoring a report. Ms. Carpenter also suggested that the committee hold an initial focus group on the topics represented in Commissioner Wu’s draft eval questions, in order to hear emergent themes and inform future research needs.

Angel Toshiko VanStark shared that focusing on transitions to independence and support for those transitions would be a powerful focus for the TAY housing eval.

The committee discussed reaching out to Larkin, the LGBT Center, School Counselors, City College, ILSP, and other organizations for the TAY housing evaluation. Adele Carpenter offered staff support in reaching out to professors, graduate students, or those conducting popular research who might be interested in helping. Commissioner Wu directed staff to help research co-sponsors and organizations that could help with research design, as well as to reach out to TAY-SF and DCYF to see what type of research they have done regarding the TAY housing plan recommendations. The committee discussed focused on stories and themes, rather than statistics, based on their capacity to develop a sample size.

Having decided to conduct an initial TAY housing focus group, the committee brainstormed questions in the categories of housing model, personal background, support services, satisfaction, and outcomes/future plans.

B. Next Steps for 12N

Committee members agreed to review the draft hearing outcomes and develop talking points for the hearing after an upcoming meeting with Supervisor Avalos and when Commissioner Tu Mutch is present at a future meeting.

C. Work on other committee priorities

Commissioners provided feedback on the draft budget and policy priorities for 12N and the TAY housing evaluation and directed staff to make edits.
