1. Call to Order and Roll Call


The meeting was called to order at 5:26 p.m. Commissioners present: Nicholas Persky, Rachel Brodwin, Christine Huynh, Paul Monge-Rodriguez, Mia Shackelford. There was quorum.

Staff present: Phimy Truong, Allen Lu

2. Approval of Agenda (Action Item)

There was no public comment. Commissioner Huynh, seconded by Commissioner Brodwin moved to approve the agenda. This motion was adopted unanimously by acclamation.


3. Approval of Minutes (Action Item)


A. April 10, 2013

The minutes were not adopted at this meeting due to improper noticing of the minutes in the agenda packet.

5. Business (All Items to Follow Discussion and Possible Action)


A. Staff report

Ms. Truong provided the following updates: staff would be preparing a thank you card to the Bayview Opera House for hosting the off-site meeting of April 16th, commissioners should check in with staff to sign the card; Alex Gudich from the Mayor’s Office of Civic Innovation invited the commissioners to submit questions to the Mayor’s online budget town hall on Thursday, May 2nd; TAY-SF has asked the commission’s youth justice committee to join them in co-convening a youth forum to get youth feedback on the Mayor’s office violence prevention initiative known as the Interrupt, Predict, and Organize (IPO) plan and the youth justice committee members will update everyone as the planning starts; and commissioners were also reminded to work on providing testimonials on the importance of youth voice in city government and the efficacy of youth advisory bodies to help a youth advocacy group in New York advocate for community advisory boards to allow 16 and 17 year olds to apply. Commissioners asked clarifying questions.

Commissioner Shackelford, seconded by Commissioner Huynh, moved to forward the March 18th absences of Commissioners Marshall-Fricker and Taumoepeau to the next full Youth Commission meeting for authorization. This motion was approved by acclamation.

Commissioner Huynh, seconded by Commissioner Shackelford, moved to forward the April 16th absences of Commissioners Tu Mutch and Covington to the next full Youth Commission meeting for authorization. This motion was approved by acclamation.

C. Approve the agenda for the May 6, 2013

Commissioners agreed to an agenda including the following items: basic standing agenda items, an introduction and overview of the Youth Commission by Chairwoman Mia Shackelford; an overview of the joint Youth Commission and Student Advisory Council’s Education committee by committee members; an overview of SFUSD’s credit recovery options and update on evaluation of credit recovery options for students in summer 2013 by Dr. Janet Schulze from SFUSD; a presentation from the school district’s Student Nutrition Services, a second reading of the Youth Commission’s policy and budget priorities for FY 13-14 and 14-15; a first reading of Commissioner Brodwin’s resolution on recommending the inclusion of California’s history of eugenics into high school curriculum; and attendance review.

Commissioner Brodwin, seconded by Commissioner Shackelford, moved to approve the set agenda for the upcoming May 6th full Youth Commission meeting. This motion was approved unanimously by acclamation.

D. Planning for 2013-2014 Youth Commission interview process

Commissioners received an update on the number of application received at the office, and agreed to extend the application deadline to one week.

E. Officer updates

Commissioners Monge-Rodriguez and Huynh provided a brief update on their respective work as legislative affairs officer and outreach officer.

F. Update on Youth of the year award

Commissioner Brodwin updated her colleagues that there were 20 applications for the YOYA award, and will continue to accept applications until the end of May.

6. Issue-Based Committee Reports (Discussion Only)


Commissioners provided brief updates of their respective committees.

7. Executive Committee Report (Discussion Only)


Commissioner Persky will be updating his peers on the status of Youth Commission application and the YOYA application.

8. Adjournment

The meeting was adjourned at 6:39 p.m.
