1. Call to Order and Roll Call


Chair Soto called the meeting to order at 5:21pm. Commissioners present: Giovanna Soto, Cris Plunkett, Jarrett Mao, Lily Marshall-Fricker. Commissioner absent: Erica Kong. Staff present: Leah LaCroix. There was quorum.

2. Approval of Agenda (Action Item)


Commissioner Mao, seconded by Commissioner Plunkett, moved to approve the agenda. There was no public comment. The motion was approved by acclamation.

A. Discussion and Research on committee policy priorities and resolutions

The committee discussed their work plan for developing the final draft of their budget and policy priorities. There was no public comment

B. Update on meeting with Larkin Street Youth Services Youth Advisory Board (YAB)

Commissioner Plunkett updated the committee on the meeting with the Larkin Street Youth Advisory Board (YAB). He shared that the group provided him with great insight on his resolution, and that they are excited to continue partnering with the commission on addressing the need of homeless youth and homeless Transitional Aged Youth (TAY). There was no public comment.

C. Review and update on current pertinent legislation

Staff reviewed with the committee the legislation introduced at Tuesday, April 19, 2016 Board of Supervisors meeting. Staff shared that the commission was referred File No. 160385—Ordinance amending the Transportation Code to consolidate and clarify existing fare evasion regulations, revise passenger conduct violations to make consistent with recent state law changes, and authorize the San Francisco Municipal Transportation Agency to establish separate fine amounts for fare evasion and passenger conduct violations committed by youth; and affirming the Planning Department’s determination under the California Environmental Quality Act.

Staff informed the item will be heard at their upcoming commission meeting, or at the commissions Housing, Environment, and City Services Committee. There was no public comment.

7. Executive Committee Report


Commissioner Plunkett informed the committee about the discussions at the April 13th Executive Committee meeting. There was no public comment.


8. Staff Report


Staff informed that the commission is confirmed to present their Budget and Policy priorities at the Board of Supervisors Rules Committee on May 25, 2016. Staff briefed the committee on Board rules, etiquette, and logistical information regarding the Special May 3, 2016 full commission meeting in the Board Chamber Lastly, staff informed that the commission will be holding an information session for those applicants to the 2016-17 Youth Commission, and invited commissioner to attend the information session. There was no public comment.
