1. Call to Order and Roll Call


Chair Chen called the meeting to order at 5:03 pm. Commissioners present: Rosa Chen, Noah David, Anna Bernick, Lily Marshall-Fricker. Absent: Precious Listana, E’mani Davis. Staff present: Monica Guzman. There was quorum.

2. Approval of Agenda (Action Item)


Commissioner Bernick, seconded by Commissioner David, moved to approve the agenda. There was no public comment. The motion was approved by acclamation.

3. Approval of Minutes (Action Item)

Commissioner David, seconded by Commissioner Bernick, moved to approve the minutes from the last meeting. There was no public comment. The motion was approved by acclamation.

 

4. Public Comment on Items not on Agenda (Discussion Only)


Corey James Ruiz, a journalism student at San Francisco State University, thanked the committee for the work that they do and for letting him attend the meeting.

There was none.

6. Presentations (All Items to Follow Discussion and Possible Action)


A. City Equity Analysis Discussion for Parks and Open Space
Presenter: Jeremy Pollock, Legislative Aide for Supervisor Avalos

Presenter Jeremy Pollock was unable to attend the meeting. There was no public comment.

7. Business (All Items to Follow Discussion and Possible Action)


A. YPAR Training Debrief and Next Steps

Commissioner Bernick shared that the YPAR training was beneficial and that she learned new ways of doing participatory research such as art walls, sticky dot polling, video booth and focus groups. Commissioner David also shared that he learned about various research methods that were new to him. Chair Chen echoed the other commissioner’s statements and stated that she enjoyed meeting youth from Project Avery. During the meeting, the committee brainstormed research methods for receiving more community feedback regarding the Year of Recognizing Homeless Youth. Commissioner Bernick suggested putting a comment wall in areas where homeless youth might congregate so that the youth could share their ideas anonymously. Commissioner Marshall-Fricker suggested connecting with the Mayor’s Office of Housing, Opportunity, Partnerships and Engagement.

The committee also brainstormed ways of utilizing these research methods for gaining feedback on their Parks and Open Space resolution. The committee suggested utilizing art walls at various parks that are heavily populated by youth, holding a community forum at popular recreation centers and having focus groups regarding programming at parks.

Commissioner Marshall-Fricker motioned to introduce the resolution on Park and Open Space at the next Full Youth Commission meeting on April 6th, 2015. Commissioner Bernick seconded this motion.

B. Year of Homeless Youth Updates

Commissioner David presented the updated Year of Recognizing Homeless Youth resolution. The committee read aloud the resolution then discussed edits. Chair Chen suggested that the resolved clauses should be consolidated so that there are less of them highlighting the remaining clauses. Commissioner Marshall-Fricker agreed with this suggestion. Chair Chen also suggested that the resolved clause stating creation of an additional 400 units by 2020, be removed until an updated assessment is done during the summer. The committee agreed with the suggestion.

Member of the public, Corey James Ruiz, agreed that there should just be a few focused resolved clauses and that the first resolved clause suggesting the Year of Recognizing Homeless Youth and the resolved clause suggesting the creation of a board of homeless and formerly homeless youth should be prioritized. He also suggested incorporating the words “houseless” or “unsheltered” instead of homeless.

9. Staff Report


Staff mentioned that the Larkin Street YAB would like to invite the committee to their next meeting on Wednesday March 25, 2015. Staff will follow up with committee members before then. Staff also updated the committee on a USC visit the Youth Commission had and on a radio show interview the Youth Commission did, both on Wednesday March 18, 2015.
