1. Call to Order and Roll Call

Acting Chair Marshall-Fricker called the meeting to order at 5:03 pm. Commissioners present: Chen, Marshall-Fricker, Listana. Commissioners absent: David, Bernick. Staff present: Leah Lacroix (intern) and Allen Lu.

2. Approval of Agenda (Action Item)

Commissioner Listana, seconded by Commissioner Chen, moved to approve the agenda. There was no public comment. The motion was approved by acclamation.

3. Approval of Minutes (Action Item)

Commissioner Listana, seconded by Commissioner Chen, moved to approve the June 23, 2014 minutes. There was no public comment. The motion was approved by acclamation.

5. Legislation Referred from the Board of Supervisors (All Items to Follow Discussion and Possible Action)

The committee read the resolution. Marshall-Fricker shared about how participants in her transition program advocated for this at the MTA Board. Listana inquired about the fares students 19-22 with disability are paying. Staff responded that they were paying the adult fare.

Commissioner Chen, seconded by Commissioner Listana, motioned to support the Operation Budget Amendment. There was no public comment. This was passed unanimously.

Commissioner Listana motioned to recommend that the MTA extend Free MUNI not only for 19-22 year old students with disability, but for all other 19-22 year olds enrolled in SFUSD. There was no public comment. This was seconded by Chen and was passed unanimously.

6. Business (All Items to Follow Discussion and Possible Action)

A. Review 13-14 priorities related to housing, environment, and city services.

The committee reviewed priorities from 2000’s until present. Events included lobbying state legislators to support affordable housing in SF, creating a Skateboard Task Force after holding a hearing, held a hearing in support of the city’s Wellness Centers, protecting recreation centers, expanding the city’s Healthy Kids insurance to include youth up to 24, advocated for $100,000 to be allocated from DCYF for youth night entertainment, and working with a broad coalition of youth to achieve the implementation of Free MUNI for Youth.

Adele Carpenter, staff of the previous year’s Housing, LGBT, TAY committee also came by to share what had happened the past two years. She shared the city’s goal of creating 400 TAY affordable units by 2015, advocating for an evaluation tool to measure how well various housing is meeting the needs of youth, holding a Youth Housing Town Hall to look at the full picture of housing impact on the city’s youth and families, connecting with TILT and the anti-eviction mapping project, and working with the TAY ED network to get bridge funding for TAY services.

B. Committee goals

The committee brainstormed the following interests to tackle for the year: meeting with Rec and Parks and seeing if they have a Youth Council, checking in with the PUC about water conservation and filters, Pedestrian Safety and Vision Zero (exploring various streetscape design solutions), supporting the 400 unit goal of TAY housing units by 2015, looking at the Department of Environment Programs, and seeing if language barriers can be broken by providing English proficiency classes.

There was no public comment.

B. Elect Committee Chair

Commissioner Marshall-Fricker, seconded by Listana, motioned to table this item until next meeting due to their desire for more commissioners to be at the table. There was no public comment; the motion was passed.

7. Staff Report

A. Review Meeting Schedule and YC Calendar

The committee looked over the calendar and explored the idea of moving the meeting earlier. This will be again come end of November.

B. Programmatic Updates

Staff shared the Civic Centers Playground Community Meeting happening October 2nd, the 2015 Angi Human Trafficking Teen Poster Contest, and a letter of support for the Larkin Street/ Diamond Youth Shelter. The commissioners asked staff to put the letter as an item on the next agenda. There was no public comment.
