1. Call to Order and Roll Call

The meeting was called to order at 5:15 p.m. Commissioners present: Nicholas Persky, Paul Monge-Rodriguez, and Mia Shackelford. Staff present: Phimy Truong. There was quorum.

2. Approval of Agenda (Action Item)

Commissioner Shackelford, seconded by Commissioner Monge-Rodriguez, moved to approve the agenda. This motion was approved unanimously by acclamation.

3. Approval of Minutes (Action Item)

Commissioner Shackelford, seconded by Commissioner Monge-Rodriguez, moved to approve the minutes to November 28, 2012 and October 31, 2012. This motion was approved unanimously by acclamation.

4. Public Comment on Items not on Agenda (Discussion Only)

There were none.

5. Business (All Items to Follow Discussion and Possible Action)

A. Check in

Commissioners checked in by describing their name with an adjective. Commissioners then asked staff for a quick check in regarding Youth Commission office updates. Ms. Truong, Coordinator of Youth Development and Administration, gave an update on the status and timeline of hiring a third staff for the office. Ms. Truong also shared that the office would be closed from December 24th, 2012 through January 1, 2013. She also shared that the Mayor’s Office of Civic Innovation was interested in having some commissioners speak about their role in city government at an upcoming meeting on December 20, 2012 at 5:30 p.m. Commissioners Shackelford, Persky, and Monge-Rodriguez agreed to attend. Commissioner Monge-Rodriguez suggested inviting Commissioner Carrion to the meeting, and agreed to follow up with him.

B. Consideration of authorization of the following absences:

* Commissioner Angel Carrion’s absence from full meeting of 11/5/12
* Commissioner Rachel Brodwin’s absence from full meeting of 12/3/12

Commissioners discussed the process of authorizing commissioner absences and agreed to follow up with commissioners who have repeatedly missed meetings. As of now, the absences requested for authorizations are first time requests, so there was no need to follow up individually.

Commissioner Persky also shared that Commissioner Kyron Covington had emailed the committee to request to have his absence authorized at the upcoming full commission meeting. Commissioner Monge-Rodriguez, seconded by Commissioner Shackelford, made a motion to vote to authorize all three absences to go on the full commission meeting agenda, all at once. This motion was approved unanimously by acclamation.

Commissioner Monge-Rodriguez, seconded by Commissioner Persky, moved to recommend to the full Youth Commission that the absences of Commissioner Carrion from the full meeting of 11/5/12, Commissioner Brodwin from the full meeting of 12/3/12, and Commissioner Covington from the full meeting of 12/3/12 be authorized. This motion was approved unanimously by acclamation.

C. Request to co-sponsor the Center for Young Women’s Development’s (CYWD) 5th Annual Know Justice Conference to be held on Wednesday, February 20, 2013

Commissioners discussed inviting the Center for Young Women’s Development (CWYD) to present and make a request to co sponsor their event at the full Youth Commission on December 17th. Commissioner Shackelford, seconded by Commissioner Monge-Rodriguez, moved to add this item to the full Youth Commission meeting of December 17, 2012. This motion was approved unanimously by acclamation.

D. Set the agenda for the full Youth Commission meeting of December 17, 2012

Committee members agreed to an agenda that would include a presentation and request for co-sponsorship of the Know Justice Conference by the Center for Young Women’s Development; a first reading of a resolution to continue Summer Jobs+; a first reading of a resolution to evaluate credit recovery programs at the school district; a first reading of a resolution to prioritize funding from the Housing Trust Fund for transitional aged youth; a first reading of a resolution to recognize International day to end violence against sex workers; and an item to elect a new Communication and Outreach officer.

Commissioner Shackelford, seconded by Commissioner Persky, moved to approve this agenda. This motion was approved unanimously by acclamation.

E. Legislative Affairs update

Commissioner Monge-Rodriguez updated his colleagues on two items of Youth Commission business. First, he announced that free MUNI for youth is now a reality with the historic vote to approve the pilot program taking place on December 4, 2012. There will be a coalition meeting to discuss next steps on Thursday, December 13 in Supervisor Campos’s office. Secondly, Commissioner Monge-Rodriguez gave an updated on the proposed budget supplemental for credit recovery courses in the San Francisco Unified School District. Commissioner Monge-Rodriguez also shared that he had been regularly following legislation introduced and has not yet seen anything youth related.

F. Bay area-wide YC summit

Commissioners discussed the planning meeting between San Francisco and Oakland Youth Commissions to plan a Bay Area-wide action summit that will bring together youth commissions from across the region. Commissioners agreed that the meeting was a productive and positive step towards planning the summit. Commissioner Monge-Rodriguez reminded his colleagues that the next planning meeting was set for Friday, January 18, 2013. Commissioners reviewed and offered edits to a survey questionnaire produced by the Oakland Youth Commission. There was no action taken on this item.

6. Issue-Based Committee Reports (Discussion Only)

Commissioners Persky and Shackelford gave an update on the work of the Youth Employment Committee, which will have a first reading of their resolution to continue Summer Jobs+ at the next full commission meeting.

Commissioner Monge-Rodriguez gave an update on the work of the Youth Justice committee which included reviewing the draft Memorandum of Understanding (MOU) between the San Francisco Unified School District (SFUSD) and the San Francisco Police Department (SFPD).

Staff Truong gave an update on the Education committee and the Housing, Lesbian, Gay, bisexual, Transgender, Queer, and Questioning (LGBTQQ) and Transitional Age Youth (TAY) issues committee. Both committees have resolutions prepared for a first reading at the next full commission meeting.

7. Executive Committee Report (Discussion Only)

Commissioner Persky shared that he would update their colleagues on the results of the Bay Area-wide action summit planning meeting with the Oakland Youth Commission and invite them to join the next planning meeting. He was also going to invite his peers to join him at the meeting with the Mayor’s Office of Civic Innovation and the Bayview Hunters Point YMCA.
