1. Call to Order and Roll Call


The meeting was called to order at 5:00 pm

Commissioners present: Carrion, Monge-Rodriguez, Gomez

There was quorum.

2. Approval of Agenda (Action Item)



Commissioner Monge-Rodriguez, seconded by Commissioner Gomez, moved to approve the agenda. This motion was approved by acclamation.

3. Approval of Minutes (Action Item)



A. January 3, 2013

Commissioner Monge-Rodriguez, seconded by Commissioner Gomez, moved to approve the minutes from January 3, 2013. This motion was approved by acclamation.

A. Check in

Commissioners shared updates from their week.

B. Community outreach and civic engagement presentation

Staff member, Adele Carpenter, gave an overview of the role of committees in the developing outreach and civic engagement plan. Commissioners discussed possible priorities for an off-site meeting in Spring 2013.

C. Work on committee priorities

Commissioner Carrion discussed updates on the JPD recreation yard.

Commissioners discussed securing a meeting with SFPD leadership regarding the follow up on three recommendations from 2012, following the motion presented to the Full commission at the February 4, 2013 meeting.

Commissioner Carrion discussed following up on the field safety protocols in the Juvenile Probation Department. Commissioners provided feedback on the draft presented at the February 4, 2013 full commission meeting for a first reading of a resolution against the arming of juvenile probation officers.

Commissioner Monge-Rodriguez discussed feedback for the second reading of the resolution urging against the issuance of tasers to SFPD officers, and updated his colleagues on recent research and findings on the effects of tasers.

6. Items to Report to Executive Committee (Action Item)



The committee confirmed their plans to submit the taser resolution and arming of JPD probation officers resolution for a second reading at the February 19, 2012 full Youth Commission meeting.
