Pursuant to Administrative Code Section 2B.6

1.   Roll Call.

2.   Selection of a Chairperson for the Joint Meeting.

3.   Public Comment (for items on the agenda as well as items not on the agenda but under the jurisdiction of the Boards).

4.   Presentation by the Assessor’s office regarding proposed procedural changes within the Assessor’s office that may improve efficiencies regarding Assessment Appeal hearings.

  • 441(d) letters to commercial applicants, requesting property information prior to the AAB scheduling a hearing, and possible Board action(s) for applicants’ non-compliance.

  • Prehearing Conferences regarding 441(d) requests for information.
  • Consideration of Assessor’s proposed scheduling system for commercial property appeals.

5.   Training / presentation by the City Attorney’s office on the Sunshine Ordinance and conflict of interest.

6.   Update on legal issues that may affect the Assessment Appeals Board.

  • Status on courts cases involving the San Francisco AAB.
    • One Market Plaza
    • Thomas Ballard / 1369 Hyde Street
    • Mission Housing, et al
    • Geneva Towers
  • Orange County Superior Court decision regarding Proposition 13 and the ability to go back to the base year and factor forward the 2% to establish current "full cash" value of property. (Similar bill introduced in the state assembly, known as AB 1315.)
  • Grandparent / Grandchild Exclusions
  • Domestic Partners Exclusions

7.   Discussion on scheduling appeal applications for hearing before the Board – What works and what doesn’t.

  • Assigned hearing days for Board 1 and Board 2.
  • Hearing Officer program for 2003/2004.

8.   Discussion regarding Rules of Order and Board decorum during Assessment Appeals hearings.

9.   Administrative Reports and updates.

  • Presentation and discussion regarding the proposed 2003/2004 fiscal year budget.
  • 2002/3003 fiscal year-end activity report.
  • Backlog of pending assessment appeals.
  • Appeals facing deadlines in September 2004.
  • Pending appeals exceeding $100 million in assessed value.
  • Percentage of appeals heard by the Board compared to the overall number of appeals scheduled.
  • Summary of the July 10, 2003 Budget Committee hearing regarding the Assessment Appeals Board and the Assessor’s office.

10.  Open discussion regarding local procedural rules for the Assessment Appeals Board.

11.  Public Comment (for items on the agenda as well as items not on the agenda but under the jurisdiction of the Boards).
