February 23, 2004-Joint Board Meeting

SPECIAL JOINT MEETING OF

ASSESSMENT APPEALS BOARDS NO. 1 and 2

Pursuant to Administrative Code Section 2B.6

MONDAY, FEBRUARY 23, 2004

9:30 A.M.

CITY HALL, ROOM 406

The Assessment Appeals Board Agenda packet and documents are available for review in Room 405 at City Hall. Each item on the Agenda may include one of the following documents: (1) An Application for Changed Assessment (2) Comparable Sale Information (3) Department or Agency Correspondence (4) Public Correspondence.

Public comment will be taken for items on the agenda, as well as items not on the agenda but under the jurisdiction of the Board. Each person of the public wishing to speak on an item before the Board shall be permitted to be heard once for up to three minutes.


1.   Roll Call.

2.   Selection of a Chairperson for the Joint Meeting.

3.   Public Comment (for items on the agenda as well as items not on the agenda but under the jurisdiction of the Boards).

4.   Hearing, discussion and possible action regarding the Assessor’s proposed amendment to the SF Administrative Code by adding section 2B.21 pertaining to AAB procedures relating to the production and/or inspection of documents, books and records, or the physical inspection of a subject property, pursuant to Revenue and Taxation Code sections 441 and 408, and including, upon the assessor’s written request, information regarding the basis or bases which form or support the applicant’s opinion of value as set forth on the Application for Changed Assessment filed with the Assessments Appeals Board clerk.

5.   Hearing, discussion and possible action regarding the Assessor’s proposed amendment to the SF Administrative code by adding section 2B.22 pertaining to AAB procedures to establish pre-hearing conferences and to propose rules of procedure for said conferences pursuant to Property Tax Rule 305.2.

6.   Administrative Reports on the following:

  • AAB activity reports for period ending January 31, 2004.
  • Current caseload and number of appeals facing deadlines in September 2004.
  • Proposed schedule for hearings between March and September 2004.
  • Reduction to value of properties over $10 million made during the current 2003/2004 fiscal year.

7.   Public Comment (for items on the agenda as well as items not on the agenda but under the jurisdiction of the Boards).

8.   Adjournment.
