ASSESSMENT APPEALS BOARD

In the special meeting of Assessment Appeals Board Number 1 of the City and County of San Francisco, Monday, February 11, 2002 at 1:30 p.m.

Present: Alec Lambie, Ronald Chun and Dusty Mahoney

Chairperson: Alec Lambie, Presiding

The following listed applicant(s) for change in the assessed valuation of property affecting the Assessment Roll for various years, appeared before the Board for a status conference to discuss and address the following issues:

  1. Exchange of information between the parties. It was determined at this meeting that neither party has invoked a formal exchange of information pursuant to R&T Code § 1606. The parties were instructed by the Board to provide each other with sufficient information within the next two weeks.
  2. Taxpayer’s response to the Assessor’s request for additional information and documents. The Assessor’s office received a summary appraisal last Friday, February 8, 2002, from the taxpayer for the years in question. It was determined at this meeting that the summary appraisals were not sufficient information for the assessor to evaluate the property. The Board gave the taxpayer two weeks to provide whatever documentation, including full appraisal reports, the assessor’s office needs to complete their evaluation of the property.
  3. The taxpayer is also to provide certification of the appraisal completed by Mr. William Brown’s firm, indicating who actually compiled the appraisal data and performed the analysis. The assessor’s office reserved their right to object to this appraisal and any testimony from Mr. Brown, due to the fact that Mr. Brown also performed a valuation for this same property for the same years in question while employed as an independent consultant for the assessor’s office. Both parties to research and provide the Board with potential legal issues regarding this matter.
  4. How much time each party will need to present their case. The parties indicated that two days should be sufficient time to present their case before the Board. Based on this information, the below applications have been scheduled for evidentiary hearing on Thursday, April 11, all day, and Friday, April 12, morning session only.
