The Board opened its meeting and heard public comment from Mark Ong of Independent Tax Representatives, LLC regarding a May 25, 2005 opinion letter that he received from the State Board of Equalization regarding lease signing dates, effective rent, and direct capitalization method of the income approach to value property.
