1.   Roll Call.

2.   Selection of a Chairperson for the Joint Meeting.

3.   Public Comment (for items on the agenda as well as items not on the agenda but under the jurisdiction of the Boards).

4.   Introduction and discussion on various Assessment Appeals Board reports for the period ending May 31, 2010.

A.   Month and Year-to-Date AAB Activity
B.   Pending Appeals for Board 1and Board 2
C.   Hearing Activity Report

5.   Discussion on the workload facing the Assessment Appeals Board resulting from the large volume of appeals filed this fiscal year. Share ideas and suggestions on how to improve scheduling and hearing efficiencies to ensure that all two-year deadlines are timely met.

6.   Introduction of pending legislation that changes the fee structure for Assessment Appeals Board Findings of Fact from a sliding scale of $50 to $1,000 to an hourly rate of $215. Discussion on how to best implement and track the time spent by Board Members, Legal Counsel and staff in preparing findings to ensure that appropriate billable fees are collected.

7.   Introduction and possible discussion on the Statement of Incompatible Activities (as required pursuant to Proposition E) that went into effect October 8, 2008 for the Assessment Appeals Board.

8.   Update by Marie Blits, Deputy City Attorney, and Dawn Duran, Administrator, on legal issues pertaining to or affecting the Assessment Appeals Board.

9.   Update on Assessment Appeals Board seats either currently vacant or that are due to expire in September this year.

10.   Open discussion regarding other local procedures, rules or matters effecting the Assessment Appeals Board.
