SPECIAL MEETING OF THE ASSESSMENT APPEALS BOARD

JOINT MEETING OF ASSESSMENT APPEALS BOARDS NO. 1 and 2

Pursuant to Administrative Code Section 2B.6

MONDAY, NOVEMBER 6, 2006

9:30 to 11:00 AM

1. Roll Call.

2. Selection of a Chairperson for the Joint Meeting

3. Public Comment (for items on the agenda as well as items not on the agenda but under the jurisdiction of the Boards).

4. Review, discussion and possible action on the below amendments to SF Administrative Code § 2B.13(b), Duties and Operations, as approved by the Joint Board at the August 4, 2006 Joint Board Meeting.

  1. Increased the jurisdiction of Board No. 2 to hear applications for secured and unsecured property assessed at $50,000,000 or less, rather than property assessed at less than $20,000,000.
  2. Changed the jurisdiction of Board No. 2 to also hear applications for all residential property consisting of 4 units or less, regardless of the property location.
  3. Added a new section that excludes Board No. 2 from hearing applications involving real property located all or in part within Assessor's Blocks 8700 through 8800, inclusive, more commonly known as the Mission Bay Development Project. This section would be effective as of July 2, 2007 and would remain in effect until July 1, 2012 (5 years), at which point the section would automatically be repealed unless legislation is enacted prior to July 1, 2012, which would delete or extend that date.

5. Review, discussion and possible action on amendments to SF Administrative Code §2B.6(d)(1), Board Composition and Board Quorum. As discussed at the August 4, 2006 Joint Board Meeting, this amendment is needed to incorporate the changes made to SF Administrative Code § 2B.13(b) above.

6. Review, discussion and possible action on amendments to Chapter 5, Section 21 of the AAB Local Procedural Rules, as discussed and approved at the August 4, 2006 Joint Board Meeting.

  • See Attachment "Item 5" – Proposed Changes to Local Procedural Rules, Chapter 5, Section 21.

7. Introduction, discussion and possible action on proposed changes to Chapter 3, Section 12 of the AAB Local Procedural Rules, to establish and implement an attendance/absence policy for the AAB, in response to, and as mandated by, SF Resolution 502-06.

  • See Attachment "Item 7" – Proposed Changes to Local Procedural Rules, Chapter 3, Section 12.

8. Open discussion regarding other local procedures, rules or matters effecting the Assessment Appeals Board.

9. Public Comment (for items not on the agenda, but under the jurisdiction of the Board).
