- San Francisco International Airport (“SFO”) Firehouse #3: Phase 1

Assistant Deputy Chief Dale Carnes began by describing the Airport’s Fire Department, a small department within the larger San Francisco Fire Department, with three stations responding to “all risks.”
The design team presented the project, including the landscape design, and adressed comments from their informal review. They discussed the site, the project goals and special requirements, including security.
The Committee praised the project overall, and discussed some changes to the façade. In response to a question about landscaping, the team noted that bird habitat was not desirable here because of the danger of bird collisions with aircraft. Ms. Manton added that she had spoken with Commissioner Stryker, absent due to illness, and she thought the landscape was generally well-designed.
There was no public comment, and the motion was unanimously approved as follows.
Motion to approve Phase 1 of the San Francisco International Airport (“SFO”) Firehouse #3, contingent upon (1) using the design in the upper right of the design progression page presented at this meeting, with further refinement of the windows and panel size and proportion; (2) making the storefront proportional to the overall structure; (3) adding plantings to the concrete barriers; and (4) studying alternative signage.
- San Francisco Municipal Transportation Agency (“SFMTA”) Operators Facilities—Parkridge Drive and Burnett Avenue: Phases 2 and 3

The design team presented the project, explaining that in 2012, this Committee had approved the general design for these prefabricated restrooms, and that the team was retuning for approval of a site-specific plan for each one as it was installed. The team reviewed the site plan.
The Committee discussed the project, including surrounding landscape and lighting. They asked Transport Workers Local 258 representative Ron Mitchell for comments; he said that drivers were very concerned about safety and the possiblity of someone hiding in the dark area behind the structure. At the same time, they did not want to antagonize neighbors with bright lights shining into their homes. The Committee discussed possible lighting solutions, and requested that the team revise the lighting plan.
There was no public comment, and the motion was approved as follows.
Motion to approve Phases 2 and 3 of the San Francisco Municipal Transportation Agency Operators Facilities—Parkridge Drive and Burnett Avenue Project, contingent upon adequately lighting the dark side of the structure.
- Presentation of Projects Reviewed Administratively
Ms. Manton explained that certain kinds of small projects were reviewed administratively by staff, often in consultation with Committee Chair Cass Calder Smith. She gave a summary report on several projects that had been reviewed administratively over the past year or so, including plaques, bicycle racks, some limited signage and relocated cell towers.
The Committee discussed the projects, and asked for clarification on which projects were eligible for staff review.

- Presentation of Post-Phase 3 Changes to Project Designs
Ms. Manton reported on some projects that had changes after their Phase 3 review by this Committee.

- Staff Report
Ms. Manton reported that there were already eight projects for the September agenda, and that both architects, Commissioners Smith and Woolford, were unavailable on that date; she asked whether Commissioners were available to reschedule the meeting for another date. The Committee proposed Monday, September 28, assuming that staff could confirm an available meeting room.
There was no public comment.
- New Business and Announcements
The Committee suggested that some projects be presented to the full Commission for its information. There was no further new business or announcements, and no public comment.
