- Treasure Island Ferry Terminal and Ferry Plaza: Conceptual Review

The team presented the project, and discussed the visual relationship of the overall design with Building 1 and Andrea Cochran’s landscape design for its forecourt. They discussed the design goals and inspirations for the ferry shelter and the plaza, noting that wind is the greatest consideration for the shelter. They discussed materials and finishes, and the landscape design.
The Committee discussed the project in detail, including its relationship with other elements near the site, and protection of the iconic view from the historic Building 1; they stressed the importance of the historic status of Building 1.
The Committee also asked about ticket kiosks and other requirements, about the design of the pier, and about the development timeline. The Committee asked the team to consider the role of the project as a point of arrival at the island. The Committee also requested a three-dimensional view of the project, along with the pier, in a future review.

- Treasure Island Streetscape Master Plan: Conceptual Review

The design team presented the streetscape master plan and discussed changes since their last presentation to the Committee. They reviewed the schedule and the proposed design phases and the more than twenty subphases typifying smaller geographic areas. In addressing the Committee’s prior comments, the design team discussed parking and car-sharing, lighting, street furniture, irrigation and stormwater management and public art. They also discussed landscaping and parks; the Committee said that the current review took in the streetscape and not the parks.
The Committee liked the overall strategy and typology, the street layouts and how the wind conditions were addressed. They suggested incorporating some undesigned spaces, and emphasized that public art should be well-integrated. The Committee also urged the team to be sure that the marina was well-integrated with the rest of the streetscape, and that public and private development relate well to each other. They requested an informational presentation on the private development on the island.
There was no public comment, and the motion was unanimously approved as follows.

- San Francisco Municipal Transportation Agency Operators Facilities at 19th and Buckingham: Phases 2 and 3

The design team presented the project, a restroom facility for Muni drivers near the Stonestown Mall. Because the City could not come to an agreement with the mall to give up a parking space within their lot (which they had done for a similar SamTrans facility), the design team proposed building a bulbout and placing the structure on the sidewalk. They explained that this was one of a series of restrooms to be placed throughout the city at various bus line terminals, and they stressed the urgent need for the facilities.
The Committee objected to the siting of the structure, prominently placed on the corner of 19th Avenue. The Committee also pointed out that, while they had previously approved the design of the structure, it was with the understanding that the structures would be nestled within more park-like green spaces, not standing alone in the middle of the sidewalk. The design team protested that they had no other choice and they reviewed the project’s many constraints, as well as the urgent need of the drivers.
The Committee requested that the team find a better solution, either a better location or a really site-specific structure. They also suggested that the Planning Commission should take this basic necessity into account as they consider the City’s streetscape plan.

Commissioner Stryker reported that work in Dolores Park is well underway, and the restroom approved by this Committee has been framed and stuccoed. She encouraged Commissioners to take a look at this fascinating major civic project.
