Historic Preservation Commission President Andrew Wolfram called the meeting to order at 12:03 p.m.

  2. San Francisco Public Works and JCDecaux Replacement of Public Toilets and Kiosks
    SAN FRANCISCO PUBLIC WORKS AND JCDECAUX REPLACEMENT OF PUBLIC TOILETS AND KIOSKS—located at Coit Tower (City Landmark No. 165), Washington Square Park (City Landmark No. 226), Civic Center Landmark District, Jackson Square Landmark District, Kearny-Market-Mason-Sutter Conservation District, New Montgomery-Mission-Second Street Conservation District, Kearny-Belden Conservation District, and Pine-Sansome Conservation District. Review and Comment before the Arts Commission’s Civic Design Review Committee and Historic Preservation Commission on the proposed replacement of the existing non-historic public toilets and kiosks located in the public right-of-way or on lots owned and operated by the Recreation and Park Department. The project proposes to remove and replace a total of 25 public toilets and 114 kiosks spread throughout the City of San Francisco. Of the total, 6 public toilets and 34 kiosks are located within the boundaries of Article 10 and Article 11 landmarks, landmark districts, and conservation districts.
     
    Natalia Kwiatkowska, Senior Planner, Zoning and Compliance & Historic Preservation, Planning, introduced the project, and introduced the design team, including Tyler Krehlik and Bill Katz of Smithgroup JJR, and François Nion of JCDecaux. They discussed the scope of the project, which will replace a number of public toilets and kiosks throughout the City, which have been in place for some twenty-plus years. They discussed the reviews of the project by both Committees, and how they had addressed comments by the Committees.
     
    The team described the public process. They presented the proposed designs for the new kiosks and toilets, including the design thinking, engineering and maintenance concerns, touch-screen and LED capabilities.
     
    Public Comment:
    Stan Hayer said that this was a really important project, and the kiosks and restrooms will be in place for twenty years or more. He thought it was imporant that their design evoke the history of San Francisco and reinforce their unique location. He believed that the current design does not meet this standard, and urged the design team to “go back to the drawing board” and continue to refine the design. He added that he understood that the current structures are aging, and suggested that perhaps they could be refurbished rather than replaced.
     
    There was no further public comment.
     
     
    Commissioners discussed the designs, including many questions about maintenance, design, standards for Americans with Disabilities (“ADA”) access and public safety. Historic Preservation Commissioners reiterated that their brief was not to critique the aesthetics of the design, but to evaluate whether or not to grant a Certificate of Appropriateness for placing the structures in historic districts.
     
    Several Commissioners praised the designs, and endorsed the decision to take a modern approach, rejecting false historicism. They noted that the treatment of the roofs was important because they will be seen by people from upper stories in buildings nearby.
     
    Ms. Kwiatkowska reviewed the next steps, including a hearing on August 15 before the Historic Preservation Commission, and review by Civic Design Review on August 20, and by the full Arts Commission on October 1.
     
    She noted that the green roof had a mixed response from the bodies.
     
    Commissioners said they were pleased with the opportunity to meet together and hear each other’s comments and concerns, as well as allowing the designers to hear comments from both bodies at once.
