There was no public comment, and the Consent Calendar was approved unanimously as follows.
- Motion to approve Phases #2 and #3 of the SFO Boarding Area A Gate Enhancement Project--Gate A2 Bus Lobby.
Commissioner Paul Woolford arrived at 3:03pm.
- Golden Gate Park Tennis Center Project: Phase #3

The team presented the project background, aerial view, site plan, elevations, and renderings of various perspectives to the tennis center and clubhouse. They then showcased the art proposal by artist Sanaz Mazinani, which consisted of a photobased mural made of printed ceramic tiles of exceptional players in the history of tennis. Next, the team reviewed the Committee comments from the last review and what updates were made to the design. The team shared that they had revised the tree and seating locations as to not obstruct the art wall in the garden. The team then shared solar studies of the east façade and provided data supporting the depth size they chose for the overhang, as well as presenting a custom graduated frit pattern on the glass to minimize glare and internal manual shades for user comfort. Additonally, the overhang was modified with the removal of the gutters and making the aluminum fascia profile stepped to provide the thinnest profile possible per structural requirements. The fenestration openings on the west façade wall have been minimized for security purposes and concept of design. Lastly, the team updated the Committee on their use of supergraphics inside the tennis center which would be visible from the exterior, sharing that they would integrate the words “Love” and “All” as well as use a color palette complimentary to the exterior tile color at the lobby entrance and art wall.
The Committee thought the presented building design was successful but wanted a stronger rigor for their approach to the fenestration on the west façade. They felt like the there was no established rhythm or flow to the windows and that it did not fit with the overall composition of the building. They asked that the team return to for an informal to provide further development of ventilation and the fenestration design of the west façade. The Committee also asked for a report back of the confirmed fritting pattern that would be approved by the Planning Department. The motion was unanimously approved with the following contingency.
Public Comment:
Julie Exley, Director of the Tennis Coalition SF, shared that they are thrilled about the project and like the idea of the slot windows on the west façade as it provides a hint of something beyond the concrete walls. She stated that at first, the client did not even want any windows, but now understand the need for them and like what the team has designed.
Motion to approve Phase #3 of the Golden Gate Park Tennis Center Project contingent upon the project team’s return for an informal review of the development of the fenestration on the west façade for better integration with the building design.

- Staff Report
The Committee reported on their experience in the joint meeting with the Historical Preservation Committee that occurred July 18th to discuss the JCDecaux bathroom and kiosk project. For the next joint meeting, the Committee hoped to establish the purview of each Committee, as well as have a clear understanding of the relationship of processes that occur between Committees.
- New Business and Announcements
Commissioner Stryker stated that she would like to have another joint meeting with the Historical Preservation Committee to discuss the Civic Center Public Realm Plan. She asked that the Art Commission staff work with the project team to discuss how they would like to present their updated plan and how the Committee can be of help to them.
Jill Manton shared that she would be transitioning her role in Civic Design Review to Deputy Director Rebekah Krell. She shared that she would still be involved as a liaison for higher level subjects, but will put her attention to special initiatives for the Arts Commission.
The Committee discussed the rescheduling of the November Civic Design Review date. It was agreed to be postponed to Tuesday, Number 27th due to the Thanksgiving Holiday.
