Commissioner Kimberlee Stryker called the meeting to order at 1:35 p.m.

  3. McLaren Park Group Picnic Area Restroom Project: Phase #2

    The team provided a brief overview of the project including a site map and images, locations of existing restrooms, previous proposed phase 1 design, and previously approved restroom prototypes by the Civic Design Review Committee. The project team went on to provide 3D studies and four proposed design options. The team preferred option 2 and provided renderings of this option with two different color schemes, pumpkin spice and biscuit color. Lastly, the team provided a site plan with landscaping details.  
     
    The Committee appreciated the team’s efforts and thought the new options for the restrooms were successful. They asked the team why option 2 was preferred and the team answered that the manufacturer mentioned it was the easiest to construct; however, they were able to afford all the options presented and were open to using any of the others. The Committee agreed that option 1 was the best choice as the design was most consistent with the already pre-approved restrooms. The Committee also preferred the pumpkin color tile given it complimented the tree palette and would be easier to spot for convenience. There was no public comment and the motion was unanimously approved as follows. 
     
    Motion to approve Phase #2 of the McLaren Park Picnic Area Restroom Project contingent upon 1) using option 1 for the restroom design and 2) using the square pumpkin color tile. 
     
  4. UCSF Research and Academic Building Project: Phase #1

    Before the project team presented, Commission Chair Kimberlee Stryker shared that the project was a joint City and County of San Francisco and UCSF project to house UCSF medical research work.  Being a State of California funded project on City property and per previously developed EIR guidelines, Civic Design Review would only review the height, bulk and massing elements of the facility.  Because of this limited scope within the Committee’s jurisdiction, they would hold a single review rather than the normal 3-phase review process.   
     
    The project team provided an overview of the project, including the project scope, project charter and development agreement, schedule and community engagement, campus map. The team provided an aerial view of the campus, circulation routes, and footprint of the new building. The building would take over the current surface parking lot and would be consistent to the surrounding historical buildings in respect to the design, façade, and horizontal orientation. The new building would have five levels at 85 feet and the façade would respect the horizontal banding of the neighboring buildings. The team proposed a brick material for the façade, as well as open screening to make the building more welcoming. The team ended the presentation with renderings of the proposed building design. 
     
    The Committee thought it was a handsome and reductive design, and appreciated the thoroughness of the presentation and provided overview background. They thought the new building design would enrich the neighborhood and be a nice addition to the campus. The Committee offered some suggestions such as simple moves of shifting to façade plane to give a more gestural feel, sculpting the building at the lantern base, and looking at the granularity of the façade and the vertical graduation of density from bottom to top of the building. There was no public comment and the motion was unanimously approved as follows.  
     
    Motion to approve the UCSF Research and Academic Building Project.
