Director of Cultural Affairs Report

Director of Cultural Affairs, Tom DeCaigny asked Director of Community Investments, Barbara Mumby to discuss updates about current grant making cycle. Barbara Mumby reported that the Community Investments team is fully staffed, with Program Associates Candace Diaz, Lorena Moreno, and Kyle Chu making great additions to the team. Ms. Mumby then called on Senior Program Officer Jaren Bonillo to report on incoming grant applications and trends.  Ms. Bonillo reported that it has been a successful intake of grant applications, with 312 applicants requesting a total of $7.9 million cumulatively. There has also been an increase in Individual Artist Commission (IAC) submissions, with 143 total applicants, which is 178% more than last year, and 80% more than year prior. This will result in an increase in panel dates, as approximately 75 panelists will meet to adjudicate grants from February to March 2019. Ms. Bonillo also mentioned that Community Investments is looking for a wide mix of panelists to review the Visual Arts applications.

Participatory Budget Grants                                                                                                                                           

Action: Discussion and possible motion to approve recommendations to award three Special Projects Grants funded by District 10 Participatory Budget process to the following organizations and to authorize the Director of Cultural Affairs to enter into grant agreements with each organization for amounts not to exceed the following:

 

1. Bayview Local Makers Fair (Fiscal Sponsor: Economic Development on Third) $25,000.

2. Mural Restoration Project (Fiscal Sponsor: Economic Development on Third) $32,000.

3. Youth Explosion Event (Fiscal Sponsor: Shekinah Christian Fellowship of San Francisco) $25,000.

Special Projects Grants

Action: Discussion and possible motion to rescind and reissue the Special Projects Grant to Javier

Stell-Fresquez (authorized by Resolution No. 1001-18-302) and to authorize the Director of

Cultural Affairs to approve the addition of a fiscal sponsor, Counterpulse, and to enter into a grant

agreement for amount not to exceed $10,000.

Action: Discussion and possible motion to approve recommendations to award six Special

Projects Grants, funded by District Supervisor Add-Backs to the following organizations and to authorize the Director of Cultural Affairs to enter into grant agreements with each organization for amounts not to exceed the following:

 

1. District 5 - African American Art and Culture Complex, $180,000 to support administrative operations and infrastructure.

2. District 5 - San Francisco Juneteenth Festival (Fiscal Sponsor: African American Arts and Culture Complex) $50,000 to support an annual festival and organizational infrastructure.

3. District 6 - Gay, Lesbian, Bisexual, Transgender Historical Society, $200,000 to support strategic planning and implementation for an archival institution.

4. District 8 - New Conservatory Theatre Center, $50,000 to support theater programming for youth.

5. District 10 - Bay View Opera House, $100,000 to support capital improvements.

6. District 10 - 1 Brush Initiative (Fiscal Sponsor: San Francisco Beautiful) $20,000 to support the creation of a Blanken Avenue Mural.

Action: Discussion and possible Motion to approve recommendations to award six Special Projects Grants to the following organizations, to support their citywide work as arts service organizations and to authorize the Director of Cultural Affairs to enter into grant agreements with each organization for amounts not to exceed the following:

1.       Artspan $20,000.

2.       California Lawyers for the Arts $20,000.

3.       Dancers Group $20,000.

4.       Intersection for the Arts $20,000.

5.       Theatre Bay Area $20,000.

6.       QCC-The Center for Lesbian Gay Bisexual Transgender Art & Culture $40,000.

 

Commissioner Ordeñana recused himself due to a financial conflict of interest with QCC- The Center for Lesbian Gay Bisexual Transgender Art & Culture.

Action: Discussion and possible motion to approve recommendations to award three Special Projects Grants to the following organizations and to authorize the Director of Cultural Affairs to enter into grant agreements with each organization for amounts not to exceed the following:

 

1. Arts Education Alliance of the Bay Area (Fiscal Sponsor: Intersection for the Arts) $20,000 to support an arts education pilot program.

2. Arts Education Alliance of the Bay Area (Fiscal Sponsor: Intersection for the Arts) $30,000 for citywide support to arts education providers.

3. Uphill Arts (Fiscal Sponsor: Intersection for the Arts) $56,000 for a citywide Anti-Tagging Program for Youth $56,000.

New Business and Announcements

 

Mr. DeCaigny said in December the Executive Committee will have to update their bylaws. He also explained that the Community Arts, Education and Grants Committee will change its name to the Community Investments committee to better align their work with the official strategic plan. Mr. DeCaigny added that the committee has been working with the city attorney to create verbiage for this change, and that the name change has been overdue. He concluded that the legal language will go before the Executive Committee on December 17th, and will seek full approval on January 7th. Ms. Mumby said she is working on a calendar of committee’s meetings, and is wondering if there were something specific the Commission would like to see reported. Chair Collins suggested, and Commissioner Shiota seconded that they would like to see more of the outcomes of grantee work; to see the results of the Commission’s decisions. Commissioner Shiota added that would bring a level of appreciation, and allow artists to discuss their work. Commissioner Ordeñana added that this process would also allow Commissioners to be stronger ambassadors. Commissioner Shelby asked about the status of the Early Days statue Removal lawsuit. Mr. DeCaigny said he is not at liberty to discuss that because it is active litigation, but that the City Attorney is available for questions.
