Commissioner Collins called the meeting to order at 1:00pm.

  1. General Public Comment
There was no public comment.
 
  1. Director of Cultural Affairs Report
Director of Cultural Affairs Tom DeCaigny announced that the Community Investments staff has an opening for an Arts Education Program Officer and the job application will be posted in the near future. Mr. DeCaigny also introduced a new staff member, Deputy Director of Programs Joanne Lee.   

Director of Community Investments Barbara Mumby Huerta shared updates regarding open applications for the current grant cycle and American Indian initiative events which launched Friday, October 4th with The Continuous Thread gallery opening. 
 
Chair Charles Collins asked Ms. Mumby Huerta to report on the fifth Annual Grants Convening in September. Highlights included the Ebony McKinney Arts Leadership Award being given to Juliana Delgado Lopera, and the Arts and Access Panel hosted by Senior Program Officer Jaren Bonillo. This year was the first time American Sign Language interpreters and live captioning were included. There was a short discussion on the videos shown at the convening produced by Program Officer Robynn Takayama.

  1. Cultural Center Program 
The Committee discussed the Cultural Center presentations from the last Committee meeting. Mr. DeCaigny shared that under Proposition E, more resources are flowing into the Cultural Equity Endowment that will support capital needs of the Cultural Centers. In this year’s budget, there is a $3,000,000 increase of general fund capital for the Cultural Center buildings. In total $4,800,000 is reserved for fiscal year 2020 for capital applications on the four Cultural Center City-owned buildings. This is the largest amount ever received by the agency for capital projects. There are also funds set aside for emergencies and strategic planning.
 
Commissioners were asked to help identify projects and goals for the Cultural Centers. Commissioners Musleh, Shiota and Shelby identified staff retention as a topic of focus due to the rising cost of living in the area. Mr. DeCaigny emphasized reviewing funding policies to increase sustainability for nonprofit tenants. The Committee agreed that more data is required to make recommendations.

  1. Racial Equity Initiative 
The Committee discussed the racial equity allocation of the Arts Impact Endowment. Staff requested that the Committee provide input on ideas for how to use the $225,000 allocation. Mr. DeCaigny mentioned that Proposition 209 prohibits the Community Investments team from making race/ethnicity a qualifier in funding decisions and for other areas of data collection. Staff recommended using a third party for facilitation in data collection/interpretation along with City agency partnerships with the Human Rights Commission and new Office of Racial Equity to define engagement and other parameters for this work.

  1. Ebony McKinney Arts Leadership Award 
Due to timing of grant guidelines and the adjudication of the panelists this request is being made after September’s Annual Community Investments Convening when the winner was announced publicly. The motion was unanimously approved as follows.
 
Motion to approve the Ebony McKinney Arts Leadership Award to Juliana Delgado Lopera and authorize the Director of Cultural Affairs to enter into a grant agreement for an amount not to exceed $5,000 at this time.

  1. New Business and Announcements
Commissioner So has resigned from the Arts Commission and has now been appointed to the Historical Preservation Commission. 

Pursuant to the recent change in the Commission’s bylaws, President Ordeñana has appointed Commissioners Shiota, Musleh and Shelby to serve on the Street Artists Committee, which will meet as needed for disciplinary matters. Commissioner Shiota will serve as the Chair. 

Chair Collins encouraged the public to view “In Pursuit of Venus” at the de Young Museum for its focus on the Polynesian perspective of colonization.
