President Ordeñana announced that Commissioner Jung resigned effective April 2, 2021.

Director’s Report

Director Remington reported on a number of activities. He noted that he participated as a moderator for a panel hosted by ACT. He provided some HR updates: Rally Catapang has been selected as the agency’s CFO and Director of Public Art Susan Pontious plans to retire in June. He gave a budget update and provided details around the Dream Keeper’s Initiative including project areas and timeline. He announced the 2020 Artistic Legacy Grant awardee as Joanna Haigood and provided information for this year’s application deadline. He also shared that the Monuments and Memorial Advisory Committee is seeking a consultant or consultant team and described their potential responsibilities. He also shared images of Favianna Rodriguez’s work at Garfield Pool. He provided an update on how the agency is supporting the arts sector in re-opening and shared information regarding the Guaranteed Income Pilot for Artists. He also acknowledged the SF Chronicle’s coverage of artist Katie Dorame’s and her 2021 Art on Market Street Poster Series.
President Ordeñana announced that any commissioners requests should go through Director Remington who will work with staff to determine how the requests can be met. He explained that this would create a stronger relationship between staff and the commission.
Commissioners asked for clarification regarding the budget numbers shared and the arts hub launch. They applauded efforts like Dream Keeper’s Initiative and the Guaranteed Income Pilot. They also encouraged all to support performing arts venues struggling in COVID. They asked about funding for African American Cultural District and clarification around the arts infrastructure for reopening.
Director Remington clarified the commissioner request process and suggested using the subcommittees to help facilitate this process.

Quarterly Racial Equity Update

Senior Racial Equity and Policy Analyst Sandra Panopio presented a quarterly racial equity update. She provided an overview regarding the agency’s 2021 racial equity priorities, a status update on first quarter items, and described upcoming commission action items.

Civic Design Review Committee

Commissioner Stryker shared a phase 3 project in Golden Gate Park: the Botanical Garden Nursery Greenhouse and Headhouse.
Commissioner Schnair added that it will be more interactive for the public visiting the grounds. She also urged Commissioners to see the new tennis facility in Golden Gate Park with Sanaz Mazinani’s artwork.

Deputy Director Lee presented sub item 1 noting the motion would enable two panelists to be paid through their DBAs or organizations.
The motion was moved by Commissioner Beltran and seconded by Commissioner Schnair.

Visual Arts Committee

President Ordenana appointed Commissioner Ferras as the new Visual Arts Committee Chair.
Commissioner Shiota reported on projects recently reviewed which included community mural projects, artworks for the SFO C3C Secure Connector Wall Art Project, additional of works to the Kadish Gallery and the SFCTA Westside Bridges Project.
Commissioner Parker Pennington said she visited the Innes Avenue murals.

Consent Calendar

Commissioner Shiota, seconded by Commissioner Beltran moved to approve the consent calendar items, as presented.

Commissioners discussed their excitement for the artwork acquired for the Kadish Gallery specifically photographs of Sauders King.
The motion carried unanimously by the following vote:

Visual Arts Committee Recommendations (March 17, 2021)

RESOLUTION NO. 0405-21-070: Motion to approve the design of Portola Petals Of Growth, a mosaic design by artist Dana Albany. The mosaic will be installed on two benches at the Felton St. Parking Lot, on 25 Felton St. at San Bruno. The work will measure approximately 48 in. x 128 in. (bench 1) and 48 in, x 228 in. (bench 2). The project is funded by the Portola Neighborhood Association (PNA) and Office of Economic and Workforce Development (OEWD). The mosaic work will not become part of the Civic Art Collection.

RESOLUTION NO. 0405-21-071: Motion to approve the design of Living Flowers of the Sea, a mural design by artists Mike Ritch. The mural will be installed at 2626 Ocean Ave., across from the Muni track crossing at Lagunitas Dr. The work will measure approximately 10 ft. x 70 ft. The project is funded by a Participatory Budgeting Funding grant. The mural will not become part of the Civic Art Collection.

RESOLUTION NO. 0405-21-072: Motion to approve the design of Music Improvisation, Afro Party in the Bayview, Untitled mural designs by artists Rhonel Roberts, Afatasi the Artist, and Claudio Talavera-Ballon, respectively. The murals will be installed on concrete barriers (K-rails) along Evans Ave., Hunters Point Blvd., and Innes Ave. All three works in total will measure approximately 3 ft. x 350 ft. The project is funded by the Shipyard Trust for the Arts. The murals will not become part of the Civic Art Collection.

RESOLUTION NO. 0405-21-073: Motion to approve the design of three mural designs by artists Ira Watkins, Malik Senefru, and Tanya Herrera. The murals will be installed on concrete barriers (K-rails) along Evans Ave., Hunters Point Blvd., and Innes Ave. The three artists’ murals will measure approximately 3 ft. x 100 ft. The repeating SFAAACD design will measure approximately 3 ft. x 1650 ft. The project is funded by the San Francisco. African Arts and Cultural District. The murals will not become part of the Civic Art Collection.

RESOLUTION NO. 0405-21-075: Motion to authorize the Director of Cultural Affairs to amend Suzanne Husky’s contract to decrease it from $135,000 to an amount not to exceed $115,000 (a decrease of $20,000) for an artwork at San Francisco International Airport Harvey Milk Terminal 1. The decrease reflects a change in scope whereby Artist will no longer manage installation of the artwork under her contract.

RESOLUTION NO. 0405-21-076: Motion to approve the Revised Design Development Phase deliverable (final design) and Construction Document Phase deliverables (materials sample) by Owen Smith for the Rossi Pool Public Art Project with the provision that the artist revise the edges of the piece to make it look more integrated. The new design will be reviewed internally with Arts Commission staff and Commissioner Beltran.
