President Beltran called the meeting to order at 2:06 p.m.

    President Beltran announced that she would take the closed session conference with the City Attorney's office out of order, as the first item.
     
  2. Closed Session—Conference with Legal Counsel Regarding Existing Litigation: As Defendant (Lauren Curry, Kristen Jensen, Andrea Ruiz-Esquide)
    There was no public comment, and the Commission voted to go into closed session at 2:10 p.m. for a conference with Deputy City Attorneys Lauren Curry, Kristen Jensen and Andrea Ruiz-Esquide regarding existing litigation, pursuant to California Government Code Section 54956.9(d)(1) and San Francisco Administrative Code Section 67.10(d)(1). The Commission returned to open session at 2:56 p.m., and voted not to disclose their discussions.
     
  3. Approval of Minutes
    There was no public comment, and the minutes were unanimously approved as follows.

  4. General Public Comment
    There was no public comment.
     
  5. Director’s Report
    Mr. DeCaigny introduced Lorena Moreno, the new Program Associate with the Community Investments Program. He reported on various activities of the agency, including the upcoming Art Market in the lobby of the War Memorial Veterans Building; a show of prints by the late street artist Linda Peterson, a joint project of Community Investments and Galleries staff; and an increase in the number of grant applications received. He discussed the passage, by more than 75% of the voters, of Proposition E, and how it will affect the Arts Commission, Grants for the Arts and the legislated Cultural Districts. He reported on the recent arts education conference, and on activities of the Galleries.
     
    Mr. DeCaigny offered remembrances of several artists and friends of the arts who passed away in recent months, including Ray Taliaferro, the first African American Arts Commissioner and former Commission President, Charley Brown, who painted the ceiling mural in the Main Library's Hormel Center, playwright and poet Ntozake Shange, photographer Henry Wessel, filmmaker Paul Clipson, and Filipina community activist and author Dawn Mabalon.

  6. Committee Reports and Committee Matters
    1. Civic Design Review Committee—Kimberlee Stryker, Chair
      1. Commissioner Stryker reported that the Committee reviewed two projects, and she thanked her colleagues for their hard work over the year.
         
        There was no public comment.
         
    2. Visual Arts Committee—Dorka Keehn, Chair
      1. In the absence of Commissioner Keehn, Commissioner Schnair reported that the Committee reviewed several projects, and accepted a number of artworks for Zuckerberg San Francisco General Hospital into the Civic Art Collection. She also thanked her colleagues on the Commission and staff for their work during the year.
         
        There was no public comment.
         
  7. Consent Calendar
    Commissioner So recused herself from consideration of item 3 of the Consent Calendar, regarding the JCDecaux Public Restrooms and Kiosks, because her husband works for a subcontractor working on the project. She stepped out of the meeting at 3:29 p.m. and President Beltran called for a vote on the item. There was no public comment, and the item was unanimously approved as follows, with the recusal of Commissioner So.
     
    RESOLUTION NO. 1203-18-369: Motion to approve Phase 3 of the JCDecaux Public Restrooms and Kiosks Project.
     
     
    Commissioner So returned to the room at 3:30 p.m.
     
    President Beltran called for a vote on the remainder of the Consent Calendar. There was no public comment, and the remainder of the Consent Calendar was approved unanimously as follows.
     
    RESOLUTION NO. 1203-18-366:
    Approval: RESOLVED, that this Commission does hereby adopt the following items on the Consent Calendar and their related Resolutions:

    3. RESOLUTION NO. 1203-18-370: Motion to approve Phase 3 of the Southeast Plant (“SEP”) New Headworks Facility Project.
       
      Visual Arts Committee Recommendations (November 28, 2018)
       
    4. RESOLUTION NO. 1203-18-371: Motion to approve and to accept into the Civic Art Collection the artwork entitled Auspicious Clouds | Heavy Fog, 2018, by Michael Arcega. The seven painted steel benches draw inspiration from cloud motifs found in traditional Chinese art and architecture. The artwork varies in height from 3 ft. to 4 ft., and in length from 5 ft. to 8-1/4 ft. The artwork was commissioned for the Department of Public Works Broadway Chinatown Streetscape Improvement Project, and is located along Broadway between the east end of the Robert C. Levy Tunnel and Columbus Avenue.
       
    5. RESOLUTION NO. 1203-18-372: Motion to approve and to accept into the Civic Art Collection the artwork entitled Points of Departure, 2018, by Scott Oliver. The three sculptural signposts feature a number of arrows pointing in all directions with place names and distances inscribed on them. Each place name is a response to a particular question associated with each post. The artwork consists of painted aluminum and steel, and measures approximately 13 ft. by 7 ft. The artwork was commissioned for the San Francisco Municipal Transportation Authority Masonic Avenue Streetscape Improvements Project, and is located at the corner of Geary Boulevard and Masonic Avenue.
       
    6. RESOLUTION NO. 1203-18-373: Motion to approve and to accept into the Civic Art Collection the following 65 artworks. Imagery for each original artwork was licensed and reproduced as a digital print on aluminum plate for Zuckerberg San Francisco General Hospital Acute Care Building, Two-Dimensional Artwork Program.

    8. RESOLUTION NO. 1203-18-375: Motion to (A) rescind the approval of the purchase of the following artwork for display at the San Francisco International Airport: Grand Hyatt Hotel as recommended by the artist selection panel:
      Ala Ebtekar, Zenith (IV), 2015, acrylic over cyanograph on canvas, 72 in. by 125 in., $50,000 (part of Arts Commission Resolution No. 0507-18-149)

      and (B) approve the purchase of the following artwork for display at the San Francisco International Airport: Grand Hyatt Hotel:
      Ala Ebtekar, Zenith (VII), 2016/17, acrylic over cyanotype exposed to sunlight on canvas, quadriptych, 72 in. x 145 in. (72 in. x 36-1/4 in. each panel), $50,000, as approved by the Airport Commission (Resolution No. 18-0236).
       
    9. RESOLUTION NO. 1203-18-376: Motion to approve Watch Our Garden Grow, a mural design by artist Elaine Chu. The painted mural will be installed at Paul Revere Elementary School at 555 Tompkins Avenue, along an exterior wall on Tompkins Avenue and Banks Street. The painted mural will measure approximately 4 ft. by 11 ft. by 27 in. The project is funded by the Community Challenge Grant, and is sponsored by the Paul Revere Elementary School Parent Teacher Association; the painted mural will not become part of the Civic Art Collection.
       
    10. RESOLUTION NO. 1203-18-377: Motion to approve A Garden of Our Own, a mural design by artist Elaine Chu. The painted mural will be installed at Paul Revere Elementary School at 555 Tompkins Avenue, along a community garden gate entrance on Tompkins Avenue and Banks Street. The painted mural will measure approximately 27 ft. by 5 ft. The project is funded by the Community Challenge Grant, and is sponsored by the Paul Revere Elementary School Parent Teacher Association; the painted mural will not become part of the Civic Art Collection.
       
    11. RESOLUTION NO. 1203-18-378: Motion to approve the Final Design Phase deliverables (construction documents and final design drawings) by Jim Campbell and Werner Klotz (DBA White Light Inc.) for an artwork at Central Subway: Union Square Market Street Station.
       
    12. RESOLUTION NO. 1203-18-379: Motion to authorize the Director of Cultural Affairs to enter into a memorandum of understanding with Cheryl Haines Gallery for an amount not to exceed $35,000 for the submission of preliminary designs by artist Andy Goldsworthy for a project at Yerba Buena Island for the Treasure Island Art Program.
       
    13. RESOLUTION NO. 1203-18-380: Motion to approve the slate of artists selected for the 2019 Muni Art Program sponsored by SF Beautiful including Nick Cook, Arthur Koch, Bhavna Misra, Crystal Vielula, and Christine Weibel, each of whom will have 20 Muni buses to use as a canvas for their artwork which was designed in response to poems by Francisco X. Alarcón, Brenda Hillman, C. Dale Young, Jane Hirshfield, and Cedar Sigo, from January 1 through April 30, 2019.
       
    14. RESOLUTION NO. 1203-18-381: Motion for the Director of Cultural Affairs to approve an honorarium in the amount of $7,000 to Mik Gaspay for the research and development of his installation in the SFAC Main Gallery, opening January 25, 2019.
       
    15. RESOLUTION NO. 1203-18-382: Motion to approve the Design Phase deliverables (updated design and material sample) by Tahiti Pehrson for a suspended artwork at the 4th floor lobby of the San Francisco International Airport: Grand Hyatt Hotel.
       
    16. RESOLUTION NO. 1203-18-383: Motion to approve the Design Development Phase deliverables (artwork renderings) by THEVERYMANY for the entry lobby of the San Francisco International Airport: Consolidated Administration Campus Building.
       
    17. RESOLUTION NO. 1203-18-384: Motion to approve artist Miguel Arzabe’s conceptual design proposal for San Francisco International Airport: Grand Hyatt Hotel, pending the artist getting approval for copyrighted material.
       
    18. RESOLUTION NO. 1203-18-385: Motion to authorize the Director of Cultural Affairs to enter into contract with Miguel Arzabe for an amount not to exceed $25,000 for design and fabrication of artworks for the San Francisco International Airport: Grand Hyatt Hotel, pending the artist getting approval for copyrighted material.
       
    19. RESOLUTION NO. 1203-18-386: Motion to approve the selected artist, Favianna Rodriguez, and her Design Development Phase proposal for Garfield Pool.
       
    20. RESOLUTION NO. 1203-18-387: Motion to approve the selected artist, Ramekon O’Arwisters, and proposal for the Southeast Health Center, Entry Lobby Wall, as recommended by the Southeast Health Center Artist Selection Panel.
       
    21. RESOLUTION NO. 1203-18-388: Motion to authorize the Director of Cultural Affairs to enter into a contract with the selected artist, Ramekon O’Arwisters, for an amount not to exceed $112,350 for design, engineering, fabrication, transportation and installation consultation of a wall-mounted artwork for the Southeast Health Center.
       
    22. RESOLUTION NO. 1203-18-389: Motion to approve the selected artist, Ronald M. Saunders, for the Southeast Health Center, 2nd Story Glass Door Partitions, as recommended by the Southeast Health Center Artist Selection Panel.
       
    23. RESOLUTION NO. 1203-18-390: Motion to authorize the Director of Cultural Affairs to enter into contract with the selected artist, Ronald M. Saunders, for an amount not to exceed $80,000 for design, engineering, fabrication, transportation and installation consultation of art glass for the Southeast Health Center.
       
    24. RESOLUTION NO. 1203-18-391: Motion to approve the Final Design Phase deliverables by Brendan Monroe for an outdoor mural for the Moscone Expansion Project, to be located on the south wall of the Paseo between 3rd Street and Yerba Buena Children’s Garden.
       
    25. RESOLUTION NO. 1203-18-392: Motion to approve the artist Phillip Hua and proposal for the 1550 Evans Southeast Community Center (“SECC”): Alex Pitcher Room, as recommended by the artist selection panel. Proposed design and budget are to be modified to reflect new placement in SECC: Main Lobby, as recommended by the artist selection panel.
       
    26. RESOLUTION NO. 1203-18-393: Motion to authorize the Director of Cultural Affairs to enter into contract with the selected artist Phillip Hua for an amount not to exceed $300,000 for design, engineering, fabrication, transportation and consultation during installation of an artwork for the 1550 Evans Southeast Community Center: Main Lobby.
       
    27. RESOLUTION NO. 1203-18-394: Motion to approve the artist Kenyatta A.C. Hinkle (KACH Studio) and proposal for the 1550 Evans Southeast Community Center (“SECC”): Main Lobby, as recommended by the artist selection panel. Proposed design and budget are to be modified to reflect new placement in the SECC: Alex Pitcher Room, as recommended by the artist selection panel.
       
    28. RESOLUTION NO. 1203-18-395: Motion to authorize the Director of Cultural Affairs to enter into contract with the selected artist Kenyatta A.C. Hinkle (KACH Studio) for an amount not to exceed $460,000 for design, engineering, fabrication, transportation and consultation during installation of an artwork for 1550 Evans Southeast Community Center: Alex Pitcher Room.
       
    29. RESOLUTION NO. 1203-18-396: Motion to approve, at the request of the Public Utilities Commission (“SFPUC”), the deaccession from the Civic Art Collection of Ned Kahn’s Rain Portal, 2012 (Accession #2014.4) due to unrepairable materials and systems failure. Rain Portal is currently installed in the entry of the Public Utilities Commission Headquarters at 525 Golden Gate Avenue.
       
    30. RESOLUTION NO. 1203-18-397: Motion to approve, at the request of the Public Utilities Commission (“SFPUC”), the disassembly and dispersal of materials making up Ned Kahn’s Rain Portal, 2012 following the expiration of a 90-day notice period in which the artist or a party authorized by the artist is given the opportunity to remove and relocate the artwork.
       
  8. New Business and Announcements
    Mr. DeCaigny presented a proclamation from the Mayor honoring outgoing President Beltran and declaring December 3, 2018 as JD Beltran Day in San Francisco. Commissioners expressed their admiration for President Beltran and her accomplishments, and the many achievements of the Commission under her leadership, as well as their gratitude for her mentorship. Mr. DeCaigny thanked her for her great partnership with him since the beginning of his tenure. President Beltran expressed her heartfelt gratitude for the opportunity given to her, declaring that aside from raising her son, this work with the Arts Commission was the most rewarding thing she does. She praised Mr. DeCaigny as an incredible partner, along with the wonderful people she gets to work with. She said that she was proud to have been able to serve in the position, and to see the Commission grow into a much stronger organization over the years.
     
    Finally, the Commission meeting schedule for 2019 was distributed. There was no further news or announcements, and there was no public comment.

    There being no further business, the meeting was adjourned at 3:40 p.m.
