Commission President JD Beltran called the meeting to order at 2:09 p.m.

  2. Approval of Minutes
    There was no public comment, and the minutes were unanimously approved as follows.
     
    RESOLUTION NO. 0201-16-023: Motion to approve January 4, 2016 Minutes.
     
  3. General Public Comment
    Several members of the public spoke requesting support for the Filipino Cultural Heritage District: Vinay Patel of the Asian Pacific Islander Cultural Center, Alleluia Panis of Kularts, Tony Robles of the Manilatown Heritage Foundation, Oliver Saria of Bindlestiff, Ada Chan of SOMA Pilipinas.
     
    Mehram Sheikholeslami requested the use of a billboard at 18th Avenue and Geary Street to display his artwork.
     
    There was no further public comment.
     
     
    Mr. DeCaigny thanked the speakers. He pointed out that the Arts Commission does not have authority over artworks on private land, and he mentioned staff resources available to the public.
     
    Noting his support of the evolution of a Filipino Cultural Heritage District, he added that there was state legislation regarding the designation of cultural districts, and he and staff were working to understand how that legislation is implemented at the municipal level.
     
    There was no further public comment.
     
  4. Director’s Report
    Mr. DeCaigny reported on the celebration marking the opening of the new main Galleries exhibition, with well over a thousand people in attendance.
     
    He reported on other activities of the agency, including the relocation of the sculpture of Saint Francis from Candlestick. The 800,000-pound sculpture will ultimately be reinstalled within the completed Candlestick Point development.

  5. Committee Reports and Committee Matters
    1. Civic Design Review Committee—Cass Calder Smith, Chair
      1. In the absence of Commissioner Smith, Commissioner Stryker reported that the Committee had not met, but they had requested for the full Commission a presentation by the design team of an exemplary project, the Alameda Creek Interpretive Center.
         
        Representatives of the Public Works Bureau of Architecture design team and the client agency, the Public Utilities Commission, presented the project in detail, and discussed the public art at the site.
         
        The Commission thanked them for the presentation, and praised the design of the project and the team’s enthusiasm and outstanding work.
         
        Mr. DeCaigny added that the Arts Commission’s Civic Design Review process champions design as the third leg of successful public construction, bringing projects in on time and on budget.

    2. Executive Committee—JD Beltran, Chair
      1. President Beltran reported that the Committee met on January 25 and approved a temporary display of Intrude at the Civic Center, and approved the motion to align of WritersCorps with the Arts Commission’s strategic plan. They also reviewed and approved a draft budget for FY 2016-2017 and 2017-2018.
         
        There was no public comment.
         
    3. Street Artists Committee—Barbara Sklar, Chair
      1. Commissioner Sklar reported that the Committee discussed the successful Winter Walk event. They also heard the concerns of many street artists about the impact of Super Bowl City and its three-week closure of Justin Herman Plaza. The Committee discussed the additional spaces made available, and noted that since not all of the regularly allocated spaces are used, and that February is normally a slow month, there should be enough spaces for all of the artists. She added that the Plaza is under the jurisdiction of the Recreation and Park Department, and the Commission discussed the arts investment for the whole city that will come from the event.
         
        There was no public comment.
         
    4. Community Arts, Education and Grants Committee—Sherene Melania, Chair
      1. Commissioner Melania reported that the Committee discussed the WritersCorps alignment, praising the history and the achievements of the program.
         
        She reported that the Committee also rescheduled its February meeting to February 24, when it will consider all of the grant recommendations for the year. 
         
        There was no public comment.
         
    5. Visual Arts Committee—Dorka Keehn, Chair
      1. Commissioner Keehn congratulated Galleries Director Meg Shiffler on an enormously successful opening. She reporte that the Committee had approved the reallocation of some art enrichment funds generated by construction at San Francisco Airport from sites not accessible to the public to commissions in boarding areas where more of the public will be able to experience the artwork.
         
        She noted that she would have to recuse herself from one of the items on the Consent Calendar, regarding a mural by Barry McGee, because she is a co-founder of Sites Unseen. She noted that the Arts Commission is not commissioning or funding the work, but that the sponsoring department, the San Francisco Municipal Transportation Agency, requires the Arts Commission’s general approval of murals.
         
        There was no public comment.
         
  6. Consent Calendar
    Vice President Ordeñana recused himself from consideration of item 5 on the agenda, regarding the Queer Cultural Center, because they rent space from his employer, the Lesbian Gay Bisexual Transgender Center. Commissioner Keehn recused herself from consideration of item 10, regarding Sites Unseen’s proposal of a mural by Barry McGee because she serves on the organization’s board of directors. They left the room at 3:26 p.m.
     
    President Beltran called for a vote on the following items. There was no public comment, and they were approved unanimously as follows, with the recusal of Vice President Ordeñana and Commissioner Keehn.
     
    RESOLUTION NO. 0201-16-029: Motion to provide cost of living adjustment (“COLA”) increases to the FY2015-2016 Cultural Centers grant agreements in amounts not to exceed the following:
    African American Art and Culture Complex (“AAACC”), by $15,583 for a total grant of $638,880: $534,628 to AAACC and $104,252 to sub-grantee Queer Cultural Center
    Bayview Opera House by $8,198 for a total grant of $336,103
    Mission Cultural Center for Latino Arts by $13,755 for a total grant of $563,939
    SOMArts Cultural Center by $17,913 for a total grant of $734,444: $630,191 to SOMArts and $104,252 to sub-grantee Asian Pacific Islander Cultural Center.
     
    RESOLUTION NO. 0201-16-034: Motion to approve Sites Unseen, Inc.’s proposed site for a mural by Barry McGee on the west end of the Moscone Parking Garage. Sponsors will return for final approval with artist’s completed design and application materials as per the Arts Commission’s mural approval guidelines.
     
    Vice President Ordeñana and Commissioner Keehn returned to the room at 3:27 p.m.
     
    President Beltran called for a vote on the remainder of the Consent Calendar. There was no public comment, and the Consent Calendar was approved unanimously as follows.

    5. RESOLUTION NO. 0201-16-030: Motion to pay Ian Huebert a licensing fee of $3,000 to reproduce his artworks Fog and To Market on aluminum panels for installation at General Hospital Acute Care Unit.
       
    6. RESOLUTION NO. 0201-16-031: Motion to approve Waterfall, a mosaic mural, by artist Kim Jenson that will be installed on the 47-step stairway in Kenny Alley located between 4941 and 4945 Mission Street. The project is sponsored by the San Francisco Parks Alliance and funded with a Community Challenge Grant.
       
    7. RESOLUTION NO. 0201-16-032: Motion to rescind Resolution Number 1102-15-314, which authorized the Director of Cultural Affairs to approve the selected fabricator, Magnolia Editions, for artist Clare Rojas’s Central Subway: Chinatown Station public art project, as recommended by the Central Subway: Chinatown Station Rojas Artwork Fabricator Selection Panel, and to approve Magnolia Editions’ subcontract of $139,560 to be assigned to Clare Rojas’s contract with the City for this artwork commission.
       
    8. RESOLUTION NO. 0201-16-033: Motion to approve Magnolia Editions as the selected fabricator for artist Clare Rojas’s Central Subway Chinatown Station public art project, as recommended by the Rojas Artwork Fabricator Selection Panel, and to authorize the Director of Cultural Affairs to modify Clare Rojas’s contract to increase the amount from $94,750 to $330,135 (an increase of $235,385) for the artwork design, fabrication, transportation and consultation during installation.
       
    9. RESOLUTION NO. 0201-16-035: Motion to approve artist honoraria in the amount of $2,000 for each of the following artists: Carrie Hott, Ma Li and Josh Faught. The honoraria are for artist research and development of new installations for the SFAC Grove Street Window Installation Site at 155 Grove Street.
       
    10. RESOLUTION NO. 0201-16-036: Motion to approve the glass fabrication samples by Leslie Shows for the artwork, Face C/Z, for Central Subway: Yerba Buena/Moscone Station Ticketing Hall Wall.
       
    11. RESOLUTION NO. 0201-16-037: Motion to approve as installed the completed multi-part artwork entitled Mother with Children with Hearts (2015), by Tom Otterness for General Hospital Acute Care Building. The artwork is installed along the pedestrian entry on Potrero Avenue between 22nd and 23rd streets and consists of eight bronze sculptures.
       
    12. RESOLUTION NO. 0201-16-038: Motion to approve as installed the completed multi-part artwork entitled Ethereal Bodies (2015), by Cliff Garten for General Hospital Acute Care Building. The artwork is located in the entry median and consists of eight vertically aligned steel formed sculptures with sequenced LED lighting and the surrounding planted earthwork.
       
    13. RESOLUTION NO. 0201-16-039: Motion to approve re-allocation of Art Enrichment funds generated by Fire Station #3 ($204,800); the Ground Transportation Unit relocation ($168,845), and Building 624 ($115,000) for use elsewhere on the San Francisco International Airport campus, due to lack of public access to the aforementioned projects. Alternate use of these funds will be for new commissions for hold room walls in Boarding Areas A6 and G92, G95 and G96.
       
    14. RESOLUTION NO. 0201-16-040: Motion to approve as installed Ocean Voices II (2013), a cedar sculpture by Ursula von Rydingsvard at San Francisco International Airport, Terminal 3, close to the entrance to Boarding Area E.
       
    15. RESOLUTION NO. 0201-16-041: Motion to approve as installed Forever in the Sky (2013), a series of six photographic montages by Sanaz Mazinani at San Francisco International Airport, Terminal 3, Gate 71A.
       
    16. RESOLUTION NO. 0201-16-042: Motion to authorize the Director of Cultural Affairs to enter into contract with artist Jeffery Canham for an amount not to exceed $9,900 for the graphic design to support the peephole cinema at San Francisco International Airport: Terminal 1 Temporary Boarding Area B.
       
    17. RESOLUTION NO. 0201-16-043: Motion to approve the artist Jason Jägel and proposal for the Balboa Pool Improvement Project as recommended by the Artist Selection Panel.
       
    18. RESOLUTION NO. 0201-16-044: Motion to authorize the Director of Cultural Affairs to enter into contract with artist Jason Jägel for an amount not to exceed $58,200 for design, fabrication, transportation and installation of an artwork for the Balboa Pool Improvement Project.
       
    19. RESOLUTION NO. 0201-16-045: Motion to approve three preliminary designs by Jenifer K. Wofford as part of her series of six murals for the Public Utilities Commission Storm Drain Mural Project. The other three designs were approved as part of the artist selection process.
       
      Executive Committee Recommendations (January 25, 2016)
    20. RESOLUTION NO. 0201-16-046: Motion to approve the temporary installation of the five sculptures that comprise the Intrude project by Amanda Parer for the tentative dates from April 1, 2016 through April 21, 2016, to be determined, pending site approval from the Recreation and Park Department, and to authorize the Director of Cultural Affairs to enter into a loan agreement of up to $50,000 for the project.
       
    21. RESOLUTION NO. 0201-16-047: Motion to approve the transition of the WritersCorps direct service program to align with the goals of the 2014-2019 San Francisco Arts Commission Strategic Plan and become the WritersCorps teaching artist residency grant program. Honoring the core values of WritersCorps and Community Investment grant strategies, the grant must include support for livable wages for teaching artists, cohort learning, long-term in-depth teaching and a community-centered approach to learning for in-school and afterschool sites and libraries in San Francisco.
       
  7. Arts Commission FY 2016-2017 and 2017-2018 Draft Budget
    Mr. DeCaigny and Deputy Director and Chief Financial Officer Rebekah Krell reviewed the agency’s draft budget for FY 2016-2017 and 2017-2018. They explained the process and schedule for the budget review, submission by the Mayor to the Board of Supervisors for their adoption and ultimate signature by the Mayor in August.
     
    The Commission discussed the budget proposal in great detail.
     
    There was no public comment, and the motion was unanimously approved as follows.
     
    RESOLUTION NO. 0201-16-048: Motion to approve proposed Fiscal Year 2016-2017 and 2017-2018 Arts Commission budget.
     
  8. New Business and Announcements
    Commissioner Chew noted that he had been fortunate to be involved with the Oscar-nominated film Last Day of Freedom, with a very diverse group including two lesbian producers and Asian-American actors.
     
    Commissioner Keehn announced that the Bay Lights are back on as a permanent installation, and reported that Commissioner Silverman had curated an amazing show of Leo Villareal’s artwork.
     
    President Beltran announced a solo exhibition of her work on March 3.
     
    Commissioner Collins reported that he had attended the opening of the new Berkeley Art Museum and Pacific Film Archive (directed by former San Francisco Arts Commissioner Larry Rinder), as had other Commissioners over the weeekend, and had also attended an event at the San Francisco Museum of Modern Art. With so much going on, he felt a renewed conviction of the importance of the Arts Commission’s role, watering the roots of the arts in the area.
     
    There was no public comment.
     
  9. Adjournment
    Mr. DeCaigny reported that three friends of the arts had passed on recently: poet Francisco X. Alarcon, who wrote in English, Spanish and Aztec, and was part of the first gay Chicano poets collective; poet Justin Chin, an important figure in the queer Asian-American arts community and a WritersCorps alumnus; and visual artist Stu Jackson, who frequented Caffe Trieste and North Beach.
     
    There being no further business, the meeting was adjourned at 4:02 p.m.
