President Ordeñana called the meeting to order at 2:10 p.m.

  2. Approval of Minutes
    There was no public comment, and the minutes were unanimously approved as follows.
     
    RESOLUTION NO. 0106-20-001: Motion to approve December 2, 2019 Minutes.
  3. General Public Comment
    There was no public comment.
  4. Director’s Report
    Mr. DeCaigny made the bittersweet announcement that this was his last meeting as Director of Cultural Affairs, after eight years, and that he loved getting to work with Commissioners as colleagues, mentors and friends.

    Mr. DeCaigny introduced Tal Quetone, the new Director of Communications, who had previously served as communications manager for City Administrator Naomi Kelly, and in the Mayor’s communications office.

    He also introduced Tara Peterson, the new Registrar in Collections. She came to the Arts Commission from the Walt Disney Family Museum, and is fluent in American Sign Language.

    Mr. DeCaigny rported on the success of the Continuous Thread, the American Indian Initiative exhibitions and events, including the recent City Hall fashion show. He thanked staff, including Galleries Director Meg Shiffler, Director of Public Art Trust and Special Projects Jill Manton, and Community Investments Program Director Barbara Mumby.

    He reported on recent Public Art projects, including a mural by Muzae Sesay at the Homelessness Services Center, and the Art on Market Street posters by Taraneh Hemami

    Mr. DeCaigny announced that this was also the last Commission meeting for Commission Secretary Sharon Page Ritchie, retiring after sixteen years in the post. He noted that she has also served as Wellness Champion for the department. Mr. DeCaigny and Commissioners thanked her for her service, and offered many kind words.

    Mr. DeCaigny reported that the announcement of his own departure had gone out in the newsletter, and a very nice article appeared in the San Francisco Chronicle on Friday, January 3.

    Mr. DeCaigny reviewed his tenure as Director of Cultural Affairs, beginning with his appointment by the Commission under Mayor Lee. He discussed some of the highlights, and said that he was very pleased to be leaving the Commission in such good shape, particularly with the passage of Proposition E in November 2018, which provides dedicated and secure funding for the arts. He felt very lucky to work with the Commissioners and with the wonderful staff. In his new position as Executive Director of the California Alliance for Arts Education, he will come full circle.

    Commissioners made many kind remarks, praising his leadership and expressing their gratitude at working with him.

    President Ordeñana explained that the Commission will work with a search firm to conduct a national search for a new director, and will incorporate a process to hear from staff, grantees and other stakeholders in making their decision.

  5. Public Employee Appointment/Hiring: Executive Secretary of the Commission
    President Ordeñana called for public comment on all matters pertaining to the closed session.
     
    There was no public comment, and the Commission voted to go into closed session, pursuant to Government Code Section 54957 and San Francisco Administrative Code Section 67.10(b), for the possible action to appoint an Executive Secretary.
     
    Closed Session
    The Commission met in closed session from 3:11 p.m. until 3:24 p.m. All Commissioners present at the opening roll call, along with Mr. DeCaigny, Deputy Director Rebekah Krell and Deputy City Attorney Lauren Curry, were present in the closed session.
     
    Open Session
    The Commission reconvened in open session at 3:24 p.m., with Commissioners Ordeñana, Stryker, Beltran, Ferras, Jung, Keehn, Musleh, Schnair, Shelby, Shiota and Woolford, along with Mr. DeCaigny, Ms. Krell and Ms. Curry in attendance.

    President Ordeñana announced that the Commission had voted unanimously to appoint Alyssa Ventre to the position of Executive Secretary to the Commission.

    Pursuant to San Francisco Administrative Code Section 67.12(a), the Committee voted not to report any of the discussions held in closed session.

      1. In the absence of Commissioner Collins, Commissioner Shiota reported that the Committee held a very brief meeting, and has approved several projects.

    4. Visual Arts Committee—Dorka Keehn, Chair
      1. Commissioner Keehn reported that the Committee held a very brief meeting, and has approved several projects.
         
        There was no public comment.
  7. Consent Calendar

    President Ordeñana announced that he would need to recuse himself from consideration of agenda item 9, regarding Special Projects Grants to Fresh Meat Productions and the Queer Cultural Center (“QCC”), because both organizations occasionally rent space from his employer, the San Francisco Lesbian Gay Bisexual Transgender Center. Commissioner Woolford announced that he would need to recuse himself from consideration of agenda items 14 and 15, regarding the San Francisco Police Department Traffic Company and Forensic Services Division (“TCFSD”) Facility and the San Francisco Airport Courtyard 3 Connector Project, because his employer is the architect on the projects, although he did not work on either of them. Commissioner Ferras announced that she would need to recuse herself from consideration of item 8, regarding Special Project Grants to the Richmond District Neighborhood Center and Artspan, because she has worked with both organizations.

    President Ordeñana called for a vote on the remainder of the Consent Calendar, excluding items 8, 9, 14 and 15. There was no public comment, and the Consent Calendar was approved unanimously as follows.
     
    RESOLUTION NO. 0106-20-002:
    Approval: RESOLVED, that this Commission does hereby adopt the following items on the Consent Calendar and their related Resolutions:
    1. RESOLUTION NO. 0106-20-003: Motion to approve the revised Street Artists Committee Meeting Minutes of November 4, 2019.
    2. RESOLUTION NO. 0106-20-004: Motion to approve the Community Investments Committee Meeting Minutes of December 10, 2019.

    6. RESOLUTION NO. 0106-20-008: Motion to rescind Resolution No. 1007-19-283, which approved the $5,000 Ebony McKinney Arts Leadership award to Juliana Delgado Lopera.
    7. RESOLUTION NO. 0106-20-009: Motion to amend and increase grant number 19IAC35 by $5,000 to Juliana Delgado Lopera (authorized by Resolution No. 0506-19-110) and to authorize the Director of Cultural Affairs to enter into a grant agreement for an amount not to exceed $20,000 at this time.
    8. RESOLUTION NO. 0106-20-012: Motion to approve recommendations to award two Special Projects Grants to the following organizations and to authorize the Director of Cultural Affairs to enter into grant agreements with each organization for amounts not to exceed the following:
      Arts Education Alliance of the Bay Area (Fiscal Sponsor: Intersection for the Arts), $30,000 for citywide support to arts education providers
      Uphill Arts (Fiscal Sponsor: Intersection for the Arts), $56,000 for a citywide Anti-Tagging Program for Youth

    10. RESOLUTION NO. 0106-20-014: Motion to approve the signage of La Cocina Municipal Marketplace on the Hyde Street façade of their building on 101 Hyde Street in San Francisco.
    11. RESOLUTION NO. 0106-20-015: Motion to approve post-Phase-3 renovations to incorporate a rooftop chiller and acoustic screen to provide air conditioning to the Castro Mission Health Center, located at 3850 17th Street in San Francisco.
    12. RESOLUTION NO. 0106-20-018: Motion to approve Phase 3 of the Southeast Community Center at 1550 Evans.
       
      Visual Arts Committee Recommendations (December 18, 2019)
    13. RESOLUTION NO. 0106-20-019: Motion to approve Sanctuary City Project—The Billboards by Sergio de la Torre. The artworks will be installed on three 14 ft. by 20 ft. billboards at the corners of Mission St. and 14th St., Valencia St. and 14th St., and South Van Ness and Howard St. from January 2020 to March 2020. Each billboard will be up for approximately one month. The project is funded by an Individual Artist Commission (IAC) grant from the San Francisco Arts Commission.
    14. RESOLUTION NO. 0106-20-020: Motion for the Director of Cultural Affairs to approve the artist honoraria for the following individuals: Harry Dodge, $5,000, and Alicia McCarthy, $5,000, for the development of works that will be included in the SFAC Main Gallery exhibition Conversation 8.
    15. RESOLUTION NO. 0106-20-021: Motion to authorize the Director of Cultural Affairs to enter into contract with Lite Brite Neon Studio LLC for an amount not to exceed $632,000 for fabrication and transportation of an artwork by Andrea Bowers (DBA Radical Patience Inc.) for the San Francisco International Airport: Terminal 1 Underpass Lighting Project.
    16. RESOLUTION NO. 0106-20-022: Motion to approve the artists’ proposals by Linda Geary and Ranu Mukherjee for the SFO: International Terminal, BAA and BAG Recompose Walls, as recommended by the artist review panel.
    17. RESOLUTION NO. 0106-20-023: Motion to authorize the Director of Cultural Affairs to enter into a contract with Linda Geary for an amount not to exceed $250,000 for design, engineering, fabrication, transportation and installation consultation of an artwork for SFO: International Terminal, BAA Recompose Wall.
    18. RESOLUTION NO. 0106-20-024: Motion to authorize the Director of Cultural Affairs to enter into a contract with Ranu Mukherjee for an amount not to exceed $250,000 for design, engineering, fabrication, transportation and installation consultation of an artwork for SFO: International Terminal, BAG Recompose Walls.
    19. RESOLUTION NO. 0106-20-025: Motion to approve final design of Ronald M. Saunders’s artwork for the Southeast Health Center Expansion Project.
    20. RESOLUTION NO. 0106-20-026: Motion to approve final design of Emory Douglas’s artwork for Margaret Hayward Playground.
       

President Ordeñana and Commissioners Ferras and Woolford left the room at 3:37 p.m. and Vice President Stryker called for a vote on the following motions.
