2. Approval of Minutes
   There was no public comment, and the minutes were unanimously approved as follows.
    
   RESOLUTION NO. 0107-19-001: Motion to approve December 3, 2018 Minutes.
    
3. General Public Comment
   Jungle Smith apologized for his tone at the last Arts Commission meeting he attended and promised to be more civil, but stood by his remarks. He said that he lives near the Castro station and he spoke against the proposed plan for Harvey Milk Plaza and referred to an online petition to “Save the Grove and Garden.” He said that the station does need some refreshing, and would like to see a green canopy and a clear elevator.
    
   There was no further public comment.
    
4. Director’s Report
   Mr. DeCaigny announced several upcoming activities of the agency, including the Arts Education Resource Fair on January 30, the new Galleries shows Part and Parcel, and Fiber Structure, with an opening reception on January 25, the extension of the call for artists to create a sculpture honoring Dr. Maya Angelou, the call for the prequalified pool of artists for new Public Art projects and the debut and reinstallation of artworks for the rededicated Moscone Center.
    
   Mr. DeCaigny announced the extensive community engagement process which will influence how the funds allocated by Proposition E will be spent. He explained that there are several open houses in many locations, mapping activities, an online survey, and a town hall meeting on February 6, with flyers available on the Arts Commission’s website. He added that outreach is being conducted in Cantonese, Mandarin, Spanish and Tagalog as well as English. He added that the final plan will be presented to the Executive Committee in February and to the full Commission for its approval in March.
    
   The Commission clarified the fact that the Angelou sculpture was not required to be a bronze figurative bust, and that an artist could choose another way to speak to who she was and to her legacy.

5. Amendment of Bylaws
   Mr. DeCaigny reviewed the amended bylaws, noting the changes from the earlier bylaws, and noted that the Executive Committee had reviewed them in detail. He thanked Commissioner Frankel for his advice, as well as Deputy City Attorney Lauren Curry, who was present to address any questions.
    
   Mr. DeCaigny pointed out the name change of the Community Arts, Education and Grants Committee to the Community Investments Committee; its members will henceforth serve as the Street Artists Committee for disciplinary actions as required under the Police Code. Commissioner Collins noted that this step will help to improve the Street Artists program, and Mr. DeCaigny added that staff is working to improve customer service to the artists, and help artists advance their work. President Ordeñana added that the Executive Committee had provided extensive review and feedback on the bylaws.
    
   There was no public comment, and the motion was unanimously approved as follows.
    
   RESOLUTION NO. 0107-19-002: Motion to adopt amended Arts Commission bylaws.
    
6. Racial Equity Statement and Plan
   Mr. DeCaigny invited Senior Racial Equity and Policy Analyst Anh Thang Dao-Shah to discuss the plan. She presented the background, discussing the definition of racial equity and the need to "lead with race," and gave the context of how this work is going on in the public sector, in national arts organizations, and in other departments in the City and County of San Francisco. She described the Arts Commission's work with the Government Alliance on Race and Equity ("GARE") and the Center for Social Inclusion, and described the process of developing the statement and plan within the staff monthly working group, with input from the full staff.
    
   Mr. DeCaigny explained that the two-year plan would allow for coordination with the City's two-year budget process.
    
   The Commission discussed the plan, praising the efforts that had gone into it. They asked for clarification of the role and responsibilities of each Committee in implementing it.
    
   Public Comment:
    
   Javier Padilla congratulated the team that had assembled the plan, and encouraged its adoption by the Commission.
    
   Ariana Flores of the Human Rights Commission spoke in support of the plan, and discussed her commission’s work with various City departments. She praised the Arts Commission as a leader, and is excited to work with the Arts Commission.
    
   Commissioner Melania asked about the choice of the word “success.” Staff explained that the language had been carefully chosen and discussed, and that success did not refer only to professional or financial success, but was self-determined by the individual.
    
    
   Soko Made of the Department of the Environment encouraged the Commission to support the plan, and explained that she had been working closely with Dr. Dao-Shah.

   RESOLUTION NO. 0107-19-003: Motion for the San Francisco Arts Commission to adopt a racial equity statement and two-year plan.

7. Committee Reports and Committee Matters
   1. Executive Committee—Roberto Ordeñana, Chair
      1. President Ordeñana reported that the Committee reviewed the bylaws and the Racial Equity Plan, as well as approving a grant for Galería de la Raza.
          
         There was no public comment.
          
   2. Civic Design Review Committee—Kimberlee Stryker, Chair
      1. Commissioner Stryker reported that the Committee reviewed the Eagle Plaza and the Harvey Milk Plaza, which sparked a great deal of lively public comment.
          
         Public Comment:
          
         Howard Grant, the architect who designed the Castro station and the plaza, spoke in favor of improving the plaza rather than demolishing and replacing it, saying that this was the opinion of a sizable portion of the Castro community. He presented slides in support of his position, and noted several objections to replacing the plaza.
          
         There was no further public comment.
          
   3. Community Arts, Education and Grants Committee—Charles Collins, Chair
      1. Commissioner Collins reported that the Committee had not met, and presented the following motion for panelists.

      1. Commissioner Keehn reported that the Committee reviewed several projects, noting that many of them were done by local artists of color.

8. Consent Calendar
   President Ordeñana explained that he would recuse himself from consideration of item 10 of the Consent Calendar, regarding Special Projects Grants, because one of the grantees, QCC, rents space from his employer, the Lesbian Gay Bisexual Transgender Center. He called for a vote on the Consent Calendar with the exception of item 10. There was no public comment, and the remainder of the Consent Calendar was approved unanimously as follows.

      District 5—African American Art and Culture Complex, $180,000 to support administrative operations and infrastructure

   12. RESOLUTION NO. 0107-19-018: Motion to approve Phase 1 of the New Harvey Milk Plaza Project contingent upon 1) a further articulated ground plane, 2) developing a clear design for the canopy in collaboration with their engineer, 3) developing a holistic design that combines ground plane, canopy and Muni entry into a single concept with all elements working together, and 4) continuing to take the design lead in the project while clarifying a role the team wishes an artist to play in the design of the canopy or artistic lighting.
        
   13. RESOLUTION NO. 0107-19-019: Motion to approve Phase 3 of the Eagle Plaza Project.

   14. RESOLUTION NO. 0107-19-020: Motion to approve a recommendation to award Galería Studio 24 a Special Projects Grant (“SPX”) and to authorize the Director of Cultural Affairs to enter into a grant agreement for an amount not to exceed $30,000 at this time. This grant will support organizational and programmatic needs for Galería de la Raza. Additional funding for this project may be considered and the grant term may be extended upon approval by the Arts Commission.

   16. RESOLUTION NO. 0107-19-022: Motion for the Director of Cultural Affairs to approve an artist’s honorarium in the amount of $600 to Golbanou Moghaddas for the research and development of an exhibition in the Veterans Building café, January 25–March 30, 2019.
        
   17. RESOLUTION NO. 0107-19-023: Motion to approve the Greenway Sculpture Garden which will include four temporary sculptures installations to be funded privately with a grant from Southern Exposure, featuring the work of Randy Colosky, Joe Ferrisco, Brian Perrin, and Sofie Ramos from April 2019 to June 2019 at the Visitacion Valley Greenway Herb Garden, pending site permission from the Recreation and Park Commission and the Public Utilities Commission and contingent upon approval by the Mayor’s Office of Disability.
        
   18. RESOLUTION NO. 0107-19-024: Motion to approve a temporary exhibition entitled Lest We Forget by artist Luigi Toscano in Civic Center Plaza that honors survivors of the Holocaust to take place April-May 2019 which is fully sponsored by the German Consulate and the Goethe Institute.
        
   19. RESOLUTION NO. 0107-19-025: Motion to authorize the Director of Cultural Affairs to enter into contract with Moon Shadow Glass (DBA Moon Shadow Etchers Inc.) for an amount not to exceed $148,000 for final development of artwork design specification, fabrication, transportation and installation consultation of an artwork by Tomie Arai for the exterior and platform level of Central Subway Chinatown station.
        
   20. RESOLUTION NO. 0107-19-026: Motion to approve artist Jason Jägel’s Design Development Phase material sample for the San Francisco International Airport: Terminal 1 Boarding Area B, Holdroom 10 Project.
        
        
       President Ordeñana stepped out of the meeting at 3:12 p.m. and Vice President Stryker called for discussion and a vote on the item below. There was no public comment, and the item was unanimously approved as follows, with the recusal of President Ordeñana.
        
        
   21. RESOLUTION NO. 0107-19-015: Motion to approve recommendations to award six Special Projects Grants to the following organizations, to support their citywide work as arts service organizations and to authorize the Director of Cultural Affairs to enter into grant agreements with each organization for amounts not to exceed the following:
       Artspan $20,000
       California Lawyers for the Arts $20,000
       Dancers Group $20,000
       Intersection for the Arts $20,000
       Theatre Bay Area $20,000
       QCC—The Center for Lesbian Gay Bisexual Transgender Art & Culture $40,000
        
        
       President Ordeñana returned to the room at 3:13 p.m.
        
        
9. New Business and Announcements
   Commissioner Silverman announced the upcoming Fog Art Fair, and Mr. DeCaigny announced the upcoming Untitled Art Fair.
    
   President Ordeñana said that he would announce new Committee assignments for 2019 at the next meeting.
    
   Commissioner Woolford added that Commissioner Silverman ably represented San Francisco at Art Basel Miami with an exhibit of thoughtful and beautiful artwork.
    
   There was no further news or announcements, and there was no public comment.
