President Ordeñana called the meeting to order at 2:03 p.m.

President Ordeñana announced that the following commissioners had been reappointed: Askew, Shiota, and Schnair.

  2. Approval of Minutes
    Commissioner Shiota, seconded by Commissioner Stryker moved to approve the February 1, 2021 minutes.

  3. General Public Comment

  4. Director’s Report
    President Ordeñana announced Commissioner Keehn’s transition to step down from the Arts Commission after 11 years of service. He said that he is grateful for her commitment to public art. He congratulated her for upholding best practices in public art, her creativity, and her many accomplishments in the Bay Area. He noted that she served on many public art review panels and also is a founding Board Member of ArtCare. He shared that San Francisco has benefited over these years from her dedication, passion and her keen curatorial eye.

    Commissioner Keehn thanked President Ordenana for his words. She said that she notified the Mayor’s Office that she was not seeking reappointment. She said that the last decade of service was rewarding but she decided to give others an opportunity to lead. She said she is proud of the work the Commission has done and she is grateful to the staff who brought incredible new work and innovative art. She shared her experiences working with the Civic Design Review Committee and the Visual Arts Committee. She said that she was grateful to expand opportunities for women and people of color to express themselves. She said that change is never smooth and she hopes the commission will continue to push boundaries and continue their efforts to create affordable housing for artists.

    Commissioner Beltran joined the meeting at 2:29 p.m.

    Commissioners expressed their gratitude and thanks to Commissioner Keehn for her work on the Commission. They noted that she was a champion for women and a strong example of what women can do. They said that they appreciated her commitment and service to San Francisco and recognized her extensive knowledge of the public art field, her drive, leadership and vision.

    President Ordeñana asked Commissioner Schnair to speak about her reappointment. Commissioner Schnair said the Mayor’s Office asked her to reconsider and she was happy for the opportunity. She said she was excited to help the agency’s work move forward and for Director Remington’s leadership.

    Director Remington said he is looking forward to working with Commissioner Keehn in a different capacity.  He thanked her for her contribution to the Commission, to the City and for laying the groundwork for future agency work.  

    Director Remington announced the following updates: the Form 700 deadline is set for April 1, 2021, Jock McDonald’s We the People will finally be projected on the façade of City Hall, Vallie Brown has been hired as the Director of Grants for the Arts, the Monuments and Memorials Advisory Committee application deadline was extended to March 17, he met with ArtCare who asked staff to provide a wish list of agency priorities and reported that grant panel season had begun.

    He also reported the Mayor announced reinvesting funds from the City’s law enforcement budgets into the African American community. He highlighted The Dream Keeper Initiative. He said that the agency is honored to be entrusted with stewarding $2.1M in funds to Black artists and organizations through the Community Investments program. He went on to describe the many city partners helping to deploy these funds.

    He also shared the recent news that Mayor London Breed proposed to give one-time support of $16.3 million to the arts that would back fill the shortfall in the hotel tax revenue. Commissioner Walker was featured in the article and he thanked her for advocating for support of the arts community.

    Director Remington also congratulated Sanaz Mazinani for her tile mosaic mural at the new Golden Gate Park Tennis Center and thanked Aleta Lee for managing the project.

    He said that the next agenda item is an update from Deputy Director Lee on recovery and response efforts.

    Public comment:
    Jill Manton thanked Commissioner Keehn for the working relationship they shared for the last 15 years. She said the success of the public art program is attributed to Commissioner Keehn’s success. She said she values Commissioner Keehn’s commitment and considers her a role model. She thanked her for her service.

    Susan Pontious thanked Commissioner Keehn on behalf of public art staff for her leadership and support. She said that her boldness has allowed for the staff to take on more types of projects and to take risks. She noted many of Commissioner Keehn’s accomplishments in the last decade.
     
  5. COVID Response Update
    Deputy Director Joanne Lee presented a summary of recovery and response efforts that have supported the arts though the past year. She explained that the Arts and Artists Relief Fund distributed $2.75 million of emergency grants and that we distributed $4.6 million of the Cultural Equity Grants to organizations and individuals. She recognized the cultural centers for pivoting their programing to respond to community needs. She highlighted a response from the SFAC Galleries which was a poster series titled Heroes, San Francisco Thanks Frontline Healthcare Workers. She said the agency participated in the Mayor’s Economic Recovery Taskforce and described the recommendations from the four working groups. She also highlighted other city agency initiatives including San Francisco Creative Corps pilot program, commissioned public health themed murals, arts education at the Community Learning Hubs. She added that the COVID Command Center supported an Artists in Residence Program and a new mural commissioned by Elizabeth Blancas in Clarion Alley,

    She described the Arts Impact Endowment grants. She also gave a summary of possible upcoming opportunities for artists to participate in future economic recovery efforts. 

    Commissioner Ordeñana thanked Deputy Director Lee for her presentation. He acknowledged the incredible work and partnerships over the last year. He also thanked staff for their work on the initiatives.

    Commissioners discussed the response and recovery efforts. They agreed that it is clear that staff and leadership pivoted to help guide the emergency funds and to help arts organizations and artists recover. They appreciated work that the staff were able to accomplish and noted that there was still a lot of work to be done.

    President Ordeñana left the meeting at 3:17 p.m.

  6. Committee Reports and Committee Matters
    1. Civic Design Review Committee

      Commissioner Stryker reported that the committee met in February to review the following projects including Muni Metro East Expansion Project, Bay corridor transmission and Distribution Project and Herz Playground Recreation Center Project, and the Southeast Treatment Plant Bio solids Digester Facilities Project.

      There was no public comment.
       
    2. Visual Arts Committee

      Commissioner Ferras reported on the 2021 Art on Market Street Poster Series and shared images of Katie Dorame’s We are, We were, We will Be series. She also shared images of the proposed mural by Owen Smith at the Rossi Pool Recreation Center.

    3. Executive Committee Report

      Vice President Shiota reported that Director Remington discussed budget updates at the last meeting. She noted that there were two items on the consent calendar: special project grants and grant review panelists for 2021-2023. She also announced there was a racial equity update from Senior Racial Equity & Policy Analyst Sandra Panopio, who will update the full Commission quarterly.

Civic Design Review Committee Recommendations (February 8, 2021)

  1. RESOLUTION NO. 0301-21-041: Motion to approve Phase 1 of the Muni Metro East Expansion Project with a comment to study the geometry of the angle of the awning and that the commissioners agreed with adding more color to the site.
  2. RESOLUTION NO. 0301-21-042: Motion to approve Phase 3 of the Bay Corridor Transmission and Distribution Project as presented.
  3. RESOLUTION NO. 0301-21-043: Motion to approve Phase 1 of the Herz Playground Recreation Center Project with the following contingencies: to study the possibility of simplifying the materials that transition between the building and structure relationships, to look at increasing transparency at the entry at Hahn St, to look at the scale of tile, and to redo the tree spacing patterns.

Visual Arts Committee Recommendations (February 17, 2021)

  1. RESOLUTION NO. 0301-21-048: Motion to to approve The Black Panther, a mural design by artist Illuminaries Group (Tim Hon). The mural will be installed on the building at 4346 Third St. The painted mural will measure approximately 40 ft. by 12 ft. The project is funded by the Mayor’s Office of Housing and Community Development. The painted mural will not become part of the Civic Art Collection. 
  2. RESOLUTION NO. 0301-21-049: Motion to approve the mural designs by Vanessa Lim, Seibot, Crystal Vielula, and Elizabeth McConaughy-Oliver. These murals will be temporarily installed on K-Rails located on multiple blocks in the Tenderloin. The project is partially funded by the Joint Information Center at San Francisco's COVID Command Center and produced by the Tenderloin Community Benefit District.
  3. RESOLUTION NO. 0301-21-050: Motion to authorize the Director of Cultural Affairs to increase Carlson Arts LLC’s contract from $499,342.43 to an amount not to exceed $504,517.43 (an increase of $5,175.00) for the Central Subway Yerba Buena Moscone Station Public Art Project. The increase will cover fabrication of a metal strip that will protect the exposed glass edge from potential damage.
  4. RESOLUTION NO. 0301-21-051: Motion to approve the temporary installation proposals by Mabel Jimenez and Paola De La sponsored by Calle 24, a community benefit organization. The artworks will be installed in the Mission District within the Latino Cultural Corridor for a duration of approximately two months commencing March 1, 2021 through May 2021. The exhibition may be extended at the discretion of the project sponsor and private property owner.
     
  5. RESOLUTION NO. 0301-21-052: Motion to authorize the Director of Cultural Affairs to increase the contract with artist Michael Bartalos, for design, fabrication, and consultation during installation of an artist designed fence and gate panels for the Ambulance Deployment Facility from $327,500 to an amount not to exceed $368,009 (an increase of $40,509) for additional artwork engineering, design and increased costs of steel. Contract originally authorized under Resolution No. 0806-18-253 and modified under Resolution No. 0706-20-083.
  6. RESOLUTION NO. 0301-21-053: Motion to approve as installed and accept into the Civic art Collection the sculpture La Rose des Vents, 2015, by Jean-Michel Othoniel. The sculpture is formed of two parts, a quatrefoil shaped base of painted steel, and a wind activated kinetic structure on the top formed of 24-karat gold gilded aluminum beads and plates with a steel armature. The work is supported with a painted steel footing and the complete artwork measures 131-7/8 by 96-1/2 by 78-3/4 inches and weighs 1323lbs. The artwork is a gift to the City form Julie Lepinard and JSLH Foundation; located in front lawn of the Conservatory at Golden Gate Park.
  7. RESOLUTION NO. 0301-21-054: Motion to approve Earl Gage, Jr., a mural design by artist Rigel “CRAYONE” Juratovac. The mural will be installed on the building on the corner of 1233 Laguna St. and Earl Gage Jr. St. The painted mural will measure approximately 37 ft. by 15 ft. The project is funded by a special grant from District 5. The painted mural will not become part of the Civic Art Collection.
  8. RESOLUTION NO. 0301-21-055: Motion to approve the Design Development Phase deliverable (final design) by Owen Smith for the Rossi Pool public art project.
  9. RESOLUTION NO. 0301-21-056: Motion to approve artist Katie Dorame’s six final designs for the 2021 Art on Market Street Kiosk Poster Series.
  10. RESOLUTION NO. 0301-21-057: Motion to approve the project outline and theme for the 2022 Art on Market Street Kiosk Poster Series. 
  11. RESOLUTION NO. 0301-21-058: Motion to approve the selected artist, William Rhodes, for the Southeast Health Center Expansion Project—Community History Wall.
  12. RESOLUTION NO. 0301-21-059: Motion to authorize the Director of Cultural Affairs to enter into contract with the selected artist, William Rhodes, for an amount not to exceed $47,000 for the design, fabrication, transportation and installation of an artwork for the Southeast Health Center Expansion Project.
  13. RESOLUTION NO. 0301-21-060: Motion to approve the list of artworks for purchase and display at San Francisco International Airport’s Kadish Gallery, as recommended by the artist review panel.
