President Ordeñana welcomed new Commissioner Ferras to the Commission. Commissioner Ferras introduced herself as a San Francisco native and gallery owner in the Richmond district.
President Ordeñana corrected the date for the record as May 6, 2019.
- Approval of Minutes
There was no public comment, and the minutes were unanimously approved as follows.

- General Public Comment
Richard Rothman commented on Director DeCaigny’s statement about George Washington High School mural. He said that although they are not in jurisdiction of the Arts Commission and they belong to SFUSD, he does not want to see them painted over or destroyed. He said he understands the First Nations’ concerns. He urged Commissioners to see the murals, and noted that people are working on alternatives, for example, to cover the mural with curtains. He said that the Arts Commission should not stand by and let public art be destroyed and painted over. He suggested that if Commissioners or staff have ideas for solutions, that the School District would love to hear them. He thanked the Commission for their time and for putting public comment on the agenda first.

- Director’s Report
Mr. DeCaigny reported on a number of activities of the agency, including the War Memorial Art Market on Friday, May 10, Tuesday, May 21 and Friday, June 14. He reported on the opening of With(out) With(in) the very moment, the latest exhibition in the Main Gallery, and he announced a number of public events in connection with the exhibition, which features work from the estate of Ed Aulerich-Sugai, as well as artists living with HIV. Mr. DeCaigny also announced free workshops in May, presented by Mission Economic Development Agency (“MEDA”), for artists and cultural workers interested in the City’s affordable housing pipeline. Finally, he announced artist calls for the 49 South Van Ness project and the 2020 Art on Market Street Poster Series for the 50th anniversary of Pride.

- Committee Reports and Committee Matters
- Civic Design Review Committee—Kimberlee Stryker, Chair
- Vice President Stryker reported that the Committee reviewed several projects, including the Castro Mission Health Center and the San Francisco Airport bus maintenance facility. She announced a joint meeting of the Historic Preservation Commission and the Civic Design Review Committee; both bodies have jurisdiction over certain projects, and the joint meeting should help clarify direction for the project designers. Commissioner Woolford praised Vice President Stryker for her hard work, and her success in building bridges with other City agencies.

- 2019-2020 Grants Cycle Presentation
Mr. DeCaigny explained that the Committee did not meet for lack of quorum, and therefore the entire list of grants was being presented to the full Commission for approval.
Barbara Mumby, Director of Community Investments, and Jaren Bonillo, Senior Program Officer, presented an overview of FY2019-2020 grants cycle recommendations and outcomes. Other Community Investments staff presented the following grant recommendations, discussed the panel process and demographics of the panelists, and explained the criteria for successful applications.
Commissioners discussed the grant recommendations. There was no public comment, and the motions were unanimously approved as follows.

In response to a question from Commissioner Parker Pennington, staff explained that an organization cannot receive a grant greater than half of its annual operating budget. There was no public comment, and the motion was unanimously approved as follows, with the recusal of President Ordeñana.
RESOLUTION NO. 0506-19-108: Motion to approve the Artists & Communities in Partnership-Youth (“ACIP-Youth”) panel recommendation to award a grant to Youth Art Exchange (Fiscal Sponsor Tides Center); and to authorize the Director of Cultural Affairs to enter into a contract not to exceed $20,000 at this time.

In response to a Commissioner’s query, staff explained that there was a somewhat separate process for the Native grantees, which had a lower award amount, and also that the maximum award could not be greater than the applicant’s requested amount. Mr. DeCaigny also explained that because of a 100% increase in applicants, and an addition to the budget of funds based on the passage of Proposition E, the pool of funds was significantly increased over previous years.

Mr. DeCaigny explained that when staff was aware of a previously noted conflict or potential conflict of interest by a Commissioner, they will present the motions separately to allow the Commission to consider each motion without having to recalculate the grant totals at the dais. He added that this should not prevent Commissioners from recusing themselves at the time of consideration of any item if appropriate.

In response to questions, staff explained the differing amounts of the grants available for planning and for Level 2 facility projects. Commissioners noted with appreciation the importance of these grants to allow artists to actually make their work.

- Artistic Legacy Grant
There was no public comment, and the motion was unanimously approved as follows.
RESOLUTION NO. 0506-19-118: Motion to approve the panel’s recommendation to approve an Artistic Legacy Grant (“ALG”) to Aunt Lute Foundation and to authorize the Director of Cultural Affairs to enter into a grant agreement for an amount not to exceed $40,000 at this time.
In response to questions, staff discussed the next steps in disbursing the grants, through drafting of contracts under the guidance of the City Attorney’s office and the Controller’s office, and the reporting requirements for grantees as to how the funds are used. Mr. DeCaigny encouraged Commissioners to see the work produced by grantees. It was pointed out that several Commissioners are past recipients of Arts Commission grants, and also that Commissioners are encouraged to serve on review panels, which gives a more in-depth view of the grantmaking process.
- Cultural Centers Proposition E Allocation
Mr. DeCaigny explained that each Cultural Center chose whether to use the additional funds authorized by the passage of Proposition E for the current fiscal year, or to use part of the funds for the current fiscal year and allocate the remainder for the new fiscal year beginning in July, 2019.
President Ordeñana recused himself from consideration of the following item, since sub-grantee QCC rents space from his employer, the San Francisco Lesbian Gay Bisexual Transgender Center. He left the room at approximately 3:35 p.m.
Public Comment:
Mission Cultural Center for Latino Arts (“MCCLA”) Executive Director Jennie Rodriguez said that the Cultural Center buildings had been built originally for a number of different purposes, and that since the City purchased them, it has been difficult to retrofit them for the purposes they now serve as community arts centers. She said that it has been a long process to bring them up to code, to install the appropriate equipment, and to meet security and safety standards. She was excited about the prospect in the next couple of years of air conditioning for the MCCLA gallery. She appreciated the leadership and support of the Commission, and the passage of Proposition E.

- RESOLUTION NO. 0506-19-119: Motion to increase the grant amount of $690,084 (authorized by Resolution No. 0304-19-065) to the African American Art and Culture Complex (“AAACC”) by $21,810 to sub-grantee Queer Cultural Center (“QCC”) for a total QCC grant amount of $134,418; and to authorize the Director of Cultural Affairs to enter into a grant agreement not to exceed $711,894 at this time.

- RESOLUTION NO. 0506-19-120: Motion to increase the grant amount of $363,040 (authorized by Resolution No. 0304-19-066) to the Bayview Opera House by $30,000 and to authorize the Director of Cultural Affairs to enter into a grant agreement not to exceed $393,040 at this time.

- RESOLUTION NO. 0506-19-121: Motion to increase the grant amount of $609,134 (authorized by Resolution No. 0304-19-067) to Mission Cultural Center for Latino Arts by $11,300 and to authorize the Director of Cultural Affairs to enter into a grant agreement not to exceed $620,434 at this time.

- RESOLUTION NO. 0506-19-122: Motion to increase the grant amount of $813,303 (authorized by Resolution No. 0304-19-068) to SOMArts by a total of $42,000; a $12,000 increase to sub-grantee Asian Pacific Islander Cultural Center (“APICC”) for a total grant of $124,608, and a $30,000 increase to SOMArts for a total grant of $730,695; and to authorize the Director of Cultural Affairs to enter into a grant agreement not to exceed $855,303 at this time.

- Special Project Grant
Mr. DeCaigny explained that the following grant was in partnership with Grants for the Arts, with each agency to provide $100,000, to address the continuing affordability and displacement crisis for grantees of both agencies, providing technical assistance with legal and real estate matters.
President Ordeñana recused himself from consideration of the following item, since grantee Northern California Community Loan Fund (“NCCLF”) is a financial partner with his employer, the San Francisco Lesbian Gay Bisexual Transgender Center. He left the room at approximately 3:43 p.m.
In response to questions, Mr. DeCaigny described the broad expertise and excellent reputation of NCCLF as the best organization to fulfill this need. He explained that nonprofit organizations facing displacement would hear about this resource both from NCCLF and from the Arts Commission. He reminded the Commission that NCCLF had been a partner with the Community Arts Stabilization Trust (“CAST”) to distribute funds previously allocated on a one-time basis by the Board of Supervisors to address affordability and displacement, but that that allocation had ended. NCCLF has a current contract with the Mayor’s Office of Economic and Workforce Development for their Nonprofit Sustainability Initiative, and Mr. DeCaigny serves on their panel. He explained that the funds being requested here are not from Proposition E, but are one-time funds carried forward from a prior year.

RESOLUTION NO. 0506-19-123: Motion to approve one Special Project Grant (“SPX”) to the Northern California Community Loan Fund to provide emergency grants to arts and culture nonprofits facing permanent displacement, or those previously displaced, or with lease renewals at substantially higher rates; and to authorize the Director of Cultural Affairs to enter into a grant agreement not to exceed $100,000 at this time.

Mr. DeCaigny presented the following motion, explaining that approximately 120 names had been submitted to serve on the Working Group, and that the list before the Commission represented a good cross-section of expertise, with input from Grants from the Arts and the Mayor’s Office. The motion allows the payment of an honorarium to appropriate participants in the two full days of meetings of the Working Group in developing the Cultural Services Allocation Plan.

- 2019-2020 Grants Cycle Presentation
- Visual Arts Committee—Dorka Keehn, Chair
- Commissioner Keehn reported that the Committee approved several projects, and she would present artwork for the Airport at a future meeting.
She explained that the following motion would authorize an increase in funding to accommodate an accelerated schedule required to meet the project deadline. - RESOLUTION NO. 0506-19-125: Motion to increase Liz Glynn Studio, Inc.’s contract for fabrication and transportation of Terra Techne for Terminal 1, San Francisco International Airport, from $1,089,628 to $1,209,628 (an increase of $120,000) to expedite production in order to meet delivery and installation deadlines.
Commisioner Keehn explained that artists for projects under $500,000 are usually drawn from a pool of artists preselected for a two-year eligibility, and that this facilitates the process for both the artists and staff. She praised the work of staff in outreach for the recently selected pool; there were 1,206 applicants, and 601 were selected. She reported that 50% of the pool are women, and 31% are people of color, adding that although the agency has statistics on artists actually commissioned, this was the first time demographic statistics were gathered in the pool selection process.

Visual Arts Committee Recommendations (April 17, 2019) - RESOLUTION NO. 0506-19-132: Motion to authorize the Director of Cultural Affairs to enter into agreement with A. Zahner Company for an amount not to exceed $1,100,000 for the completion of design, fabrication, transportation and consultation on installation of an artwork by Norie Sato for the Headworks Facility at the Southeast Wastewater Treatment Plant.

- RESOLUTION NO. 0506-19-136: Motion to approve the extension of Knitted Tree Project by Knits for Life, sponsored by the Office of Economic and Work Force Development. The fiber-based work will be installed on select trees in Civic Center beginning in the the first week of May 2019 and remaining for six months to one year, depending on the aging process of the materials.
- RESOLUTION NO. 0506-19-137: Motion to approve Middleground, a temporary interactive installation focused on social psychology developed in partnership by the Civic Center Commons Initiative, the San Francisco Public Library Main Branch, and the Exploratorium’s Studio for Public Spaces and funded by the National Science Foundation. The installation will be placed on the Larkin Street plaza in front of the main entry to the Library. The design consists of approximately 17 columns, each 12 ft. 3 in. high, rising from a base measuring 3 ft. by 3 ft., which serve as individual stations for interactive exhibits and shall be up from July 2019 to July 2020 pending approval from Public Works and the Historic Preservation Commission.
- RESOLUTION NO. 0506-19-138: Motion to approve the design of the proposed mural installation by artist JR on designated exterior wall of the Orpheum Theatre for a duration of a year, pending approval of the project by SHN (Orpheum Theatre) and the Historic Preservation Commission and pending procurement of outside funds from the Office of Economic and Workforce Development (“OEWD”), SHN, and private sources.

President Ordeñana said that former Commissioner Jessica Silverman would be invited to a future meeting for a formal recognition of her years of dedicated service.
Mr. DeCaigny reported that Deputy Director Rebekah Krell was leaving the Arts Commission, that her last day would be May 24, and that the search for Deputy Director of Administration was underway. He explained that the agency also hopes to hire a Deputy Director of Programs. He added that the search for the Senior Racial Equity and Policy Analyst was continuing, and solicited help from Commissioners in finding excellent and diverse candidates for these important positions.
Commissioner Parker Pennington reported on a recent meeting of the citywide racial equity in the arts working group, and she expressed interest in working on racial equity for the Commission. Mr. DeCaigny said that he will be working with partners at Grants for the Arts to identify resources to implement racial equity initiatives.
Commissioner Beltran announced that art school graduation shows were beginning, and encouraged everyone to see them.
