2. Approval of Minutes
   There was no public comment, and the minutes were unanimously approved as follows.

3. General Public Comment
   There was no public comment.
    
4. Director’s Report
   Mr. DeCaigny reported that the Arts Commission and the Historic Preservation Commission have filed a joint request with the Board of Appeals for rehearing of its decision blocking issuance of the Certificate of Appropriateness for the removal of the “Early Days” portion of the Pioneer Monument. He announced that the Board would hear the petition for rehearing on Wednesday, June 13, at 5:00 p.m., and he explained the process and timeline of the appeal, noting that a super-majority of the Board was required to grant rehearing. He referred Commissioners to the explanatory memo from Deputy City Attorney Lauren Curry, and supporting documents, and commended Senior Registrar Allison Cummings and the Collections team for their work on this process.
    
   Mr. DeCaigny announced the Arts Market on the second Friday of the month, May 11 from 10:00 to 5:00, featuring Street Artists, in the lobby of the War Memorial Veterans Building. He also reported on the opening of the Galleries’ new show, Culture Catalyst, showcasing the legacy of the Neighborhood Arts Program. He congratulated the Galleries and Community Investments staff, the two co-curators, and the artists, adding that some 450 people attended the opening. He announced the showing of the film Sanctuary Rising at the Main Library, part of the spring Sanctuary City program. Mr. DeCaigny announced the opening of Westward, photographs of the West by ten female photographers, curated by Ann Jastrab, on display on the ground floor and in the North Light Court of City Hall, with a reception on May 11 at 5:30. He also announced the opening reception on May 31 at Pier 27 for the Haifa Sister City sculpture, Point of View, a collaboration between Israeli artist Saron Paz and San Francisco artist Matthew Passmore.
    
   Finally, he thanked the Community Investments team for their work on the grant recommendations on this agenda for the coming fiscal year, for an impressive group of individual artists and organizations. He noted that the team made a robust presentation to the Community Arts, Education and Grants Committee at its recent meeting.

5. Committee Reports and Committee Matters
   1. Civic Design Review Committee—Kimberlee Stryker, Chair
      1. Commissioner Stryker reported that the Committee held a short meeting, and approved all the projects they reviewed, including a remodel of the control tower base at San Francisco Airport, and a wastewater treatment project.
          
         There was no public comment.
          
   2. Community Arts, Education and Grants Committee—Sherene Melania, Chair
      1. In the absence of Commissioner Melania, Vice President Ordeñana reported that the Community Investments staff presented the recommendations from the various panels for the coming year's grants to the Committee, and that Community Investments Director Barbara Mumby discussed how the program was following the principles of cultural equity.
          
         Vice President Ordeñana asked Mr. DeCaigny to discuss the following motions. Mr. DeCaigny explained that grantee Urban Jazz Dance Company had changed fiscal sponsors, and this was a simple administrative change.
          
         There was no public comment, and the motion was unanimously approved as follows.
          
      2. RESOLUTION NO. 0507-18-123: Motion to rescind the FY2017-2018 Organization Project grant to Urban Jazz Dance Company (Fiscal Sponsor: Zaccho Dance Theatre), for an amount not to exceed $12,000, authorized by Resolution No. 0501-17-116.
          
         There was no public comment, and the motion was unanimously approved as follows.
          
      3. RESOLUTION NO. 0507-18-124: Motion to authorize the Director of Cultural Affairs to enter into a FY2017-2018 Organization Project grant with Urban Jazz Dance (Fiscal Sponsor: Intersection for the Arts) for an amount not to exceed $12,000.
          
          
         President Beltran called for public comment on the Committee's report, and a number of grantees spoke on the importance of the grants to their work and thanked the Commission.
          
         Public Comment:
         Elizabeth O’Malley of the Roxie Theater said that the theater was over 100 years old, and that their nonprofit was young. She said that the funding from the Arts Commission enabled huge leaps forward. She was joined by Isabel Fondevila who, with an Organizational Project Grant, had curated a Latinx film series. They explained that the Creative Space Grant was a first step to long-term sustainability, allowing them to start a capital campaign and move toward purchasing the building.
          
         Zulfikar Ali Bhutto spoke about his work of movement, drag and storytelling, queer Muslim futurism. He talked about confronting Islamophobia and the other issues presented by his work, and how the grant would allow him to present public rehearsals and collaborations, as well as paying a fair wage to artists.
          
         Wai Yee Poon of Chinese for Affirmative Action said that their work prioritized the most marginalized, including limited-English speakers, investing in leadership development.
          
         Amy Yu Hui Lin, also of Chinese for Affirmative Action, said that their project opened a pathway to empowerment through storytelling for immigrants facing threats.
          
         Paul Flores explained that he had been working as a theater artist for over twenty years. He thanked the Commission for its important work. He noted that he has traveled all over the world, and can always say how great it is in San Francisco. He said it was important to fight hard for artists in community, and that the support of the Commission has allowed artists like himself to grow and develop. This grant will help him develop a performance of Pilgrim Street at Z Space in September.
          
         Dani Gabriel of the Young Women’s Freedom Center thanked the Commission, and said that her first teaching job was with WritersCorps seventeen years ago, and it had grown into a continuing long-term partnership. She said that the Artists and Communities in Partnership grant would support creative writing, art and photography workshops with a particular focus on young queer and trans women.
          
          
         There was no further public comment.
          
   3. Visual Arts Committee—Dorka Keehn, Chair
      1. Before the report, Mr. DeCaigny introduced the newest member of the Civic Art Collection and Public Art Program staff, Project Manager Trisha Lagaso Goldberg. He explained that she had recently moved back to the Bay area from the Hawaii State Foundation on Culture and the Arts, and that some years ago, she had served as Executive Director of Southern Exposure.
          
         In the absence of Commissioner Keehn, President Beltran reported that the Committee met on April 18, and approved a fantastic temporary exhibit of forty large sculptures, Invisible Men and the Masque of Darkness, by Zak Ove, which will be installed in the Civic Center this summer. Director of Public Art Trust and Special Initiatives Jill Manton explained that the work would be installed after Pride, and added that the sculptures were being loaded onto the vessel today to bring them to San Francisco. President Beltran reported that the Committee had also approved a Galleries exhibition, a light artwork for the Mint Plaza, relocation of a statue in Palega Park, and new artworks for the San Francisco Airport Hyatt Hotel.

6. Consent Calendar
   Vice President Ordeñana recused himself from consideration of items 35, 37 and 40 on the Consent Calendar, regarding a Cultural Equity Initiative grant to Still Here Productions (item 35), an Individual Artist Commission to Sean Dorsey (item 37) and Organization Project Grants to Chrysalis Studio, Creative Labor: Queer Visual Artists Working Group, San Francisco Transgender Film Festival and Still Here Productions (item 40). Sean Dorsey and fiscal sponsor Fresh Meat Productions have a financial relationship with Vice President Ordeñana’s employer, the San Francisco Lesbian Gay Bisexual Transgender (“SF LGBT”) Center, as does the Queer Cultural Center, fiscal sponsor for the remaining grantees.
    
   Vice President Ordeñana left the room at 2:40 p.m. President Beltran called for public comment and then a vote on the following motions. There was no public comment, and the motions were unanimously approved as follows, with the recusal of Vice President Ordeñana.
    
   RESOLUTION NO. 0507-18-160: Motion to approve recommendations to award one grant totaling $9,811 in the 2018-2019 cycle of Cultural Equity Initiatives (“CEI”) to Still Here Productions (Fiscal Sponsor: Queer Cultural Center) and to authorize the Director of Cultural Affairs to enter into a grant agreement for an amount not to exceed $9,811.
    
   RESOLUTION NO. 0507-18-162: Motion to approve recommendation to award one grant totaling $15,000 in the 2018-2019 cycle of Individual Artist Commissions (“IAC”) to Sean Dorsey (Fiscal Sponsor: Fresh Meat Productions) and to authorize the Director of Cultural Affairs to enter into a grant agreement for an amount not to exceed $15,000.
    
   RESOLUTION NO. 0507-18-165: Motion to approve recommendations to award four grants totaling $59,429 in the 2018-2019 cycle of Organization Project Grants (“OPG”) to the following organizations, and to authorize the Director of Cultural Affairs to enter into grant agreements with each organization for amounts not to exceed the following:

   Vice President Ordeñana returned to the room at 2:41 p.m.
    
   President Beltran called for consideration of the remainder of the Consent Calendar, and Commissioner Frankel inquired about agenda item 24, new commissions for artists Miguel Arzabe and David Wilson, for the Airport Hyatt Hotel. Public Art Program Director Susan Pontious explained that the artworks had not yet been selected, and that she expected the purchase prices to be no more than $25,000 each. The motion was amended to reflect this limit to the purchase amount, and there was no further discussion.
    
   There was no public comment, and the remainder of the Consent Calendar was approved unanimously as follows.

      Visual Arts Committee Recommendations (April 18, 2018)
       
   10. RESOLUTION NO. 0507-18-135: Motion to approve the mural design of Mural Muses by artists Erin Yoshi, Franceska Gamez, and Cece Carpio. The painted mural will be on an exterior wall at Frank McCoppin Elementary School, 651 Sixth Street. The painted mural will measure approximately 25 ft. by 50 ft. The project is funded by the San Francisco Arts Commission Special Project Grant and Indiegogo Community Support, and is sponsored by the Asian American Women Artists Association; the painted mural will not become part of the Civic Art Collection.
        
   11. RESOLUTION NO. 0507-18-136: Motion to approve as installed the completed artwork entitled Flight, 2016, by Ben Trautman for the Randall Museum of Science, Nature and the Arts.
        
   12. RESOLUTION NO. 0507-18-137: Motion to approve and to accept into the Civic Art Collection the artwork entitled Flight, 2016, by Ben Trautman. The abstracted sculpture inspired from a bird in flight consists of steel, aluminum, wood, resin, acetal plastic and wire, and measures 1 ft. by 19 ft. by 6 ft. The artwork was commissioned for and is located at the Randall Museum of Science, Nature and the Arts.
        
   13. RESOLUTION NO. 0507-18-138: Motion to approve and to accept into the Civic Art Collection the artwork entitled Land of the Helping Hand, 2017, by Sirron Norris. The painted mural and aluminum panels depicting iconic Bay Area landmarks in a cartoon landscape consists of one primary mural (approximately 7 ft. by 17-1/2 ft.), seven smaller murals (ranging in size), and eight wall artworks in the exam and waiting rooms (36 in. by 24 in.). The artwork was commissioned for and is located at the Pediatric Emergency Department at Zuckerberg San Francisco General Hospital and Trauma Center.
        
   14. RESOLUTION NO. 0507-18-139: Motion to approve honoraria to artists participating in the SFAC Galleries’ exhibition Culture Catalyst (the previously untitled Neighborhood Arts Program 50th Anniversary Exhibition), opening April 27, 2018: $400 each to the following artists: Zulfikar Ali Bhutto, Nancy Cato, Sara Elizabeth Maynard, Jane Norling, Eugene E. White; $1,200 to Tina Kashiwagi (on behalf of the artist collective MACRO WAVES); $750 to each of the following for their writing contributions: René Yañez, Alleluia Panis and Arlene Goldbard.
        
   15. RESOLUTION NO. 0507-18-140: Motion to retroactively accept into the Civic Art Collection the tile mural (title unknown) from 1967, by Win Ng. The glazed ceramic tile mural depicting various elements of medical science consists of eight separate panels, each measuring approximately 122 in. x 69 in., adorns the entry façade of the Maxine Hall Health Center located at 1301 Pierce St. The mural design was approved and purchased by Resolution No. 9003-1967-S at the Regular Meeting of the Art Commission held on February 6, 1967. Assigned retroactive accession number 1967.86.a-h.
        
   16. RESOLUTION NO. 0507-18-141: Motion to rescind Arts Commission Resolution No. 0108-18-020: Motion to approve the temporary installation of 40 sculptures by Zak Ove, entitled Invisible Men, in Civic Center Plaza commencing late July, 2018 through mid-October, 2018, and to authorize the Director of Cultural Affairs to execute a loan agreement with the artist for a budget not to exceed $90,000 with all additional costs to be borne by the artist and the Tobey Clark Gallery, contingent upon approval from the Recreation and Park Commission.
        
   17. RESOLUTION NO. 0507-18-142: Motion to approve the temporary installation of 40 sculptures by Zak Ove, entitled Invisible Men and the Masque of Darkness in Civic Center Plaza commencing as early as June 30, 2018 through November 7, 2018 and to authorize the Director of Cultural Affairs to execute a loan agreement with the artist not to exceed $105,000.
        
   18. RESOLUTION NO. 0507-18-143: Motion to authorize an allocation of $30,000 from the Public Art Trust to be used as a contingency reserve for the Zak Ove sculpture project entitled Invisible Men and the Masque of Darkness in Civic Center Plaza commencing as early as June 30, 2018 through November 7, 2018.

RESOLUTION NO. 0507-18-144: Motion to approve artists’ honoraria for the research and development of artwork for the SFAC Galleries 2018 exhibition Conversation 7: Farah Al Qasimi and Marcela Pardo Ariza (July 6–August 25, 2018) in the following amounts: Farah Al Qasimi, $4,000; and Marcela Pardo Ariza, $4,000.

7. New Business and Announcements
   Mr. DeCaigny announced that he has been elected to the San Francisco Community Investment Fund Board, to serve as a representative of the City, and to the Yerba Buena Gardens Conservancy Interim Board. Deputy City Attorney Andrew Shen recommended that he file an Advance Written Directive, and Mr. DeCaigny said that he would come back to the Commission for that. President Beltran congratulated him on these appointments.
    
   President Beltran reminded everyone that this was graduation month, and Master of Fine Arts graduate shows were being presented at California College of the Arts, the Art Institute and other schools, and she encouraged everyone to see them. Commissioner Schnair added that American Conservatory Theater’s graduation would be held on Monday, May 21, at the Strand Theater at noon.
