President Ordeñana called the meeting to order at 2:07 p.m.

  2. Approval of Minutes
    There was no public comment, and the minutes were unanimously approved as follows.

  3. General Public Comment
    There was no public comment.
     
  4. Director’s Report
    Commissioners Musleh, Shelby and Shiota were finishing up a meeting of the Street Artists Committee at roll call, and thus entered this meeting a few minutes late; all were present by 2:14 p.m.
     
    Mr. DeCaigny announced that Rebekah Krell has returned as Interim Deputy Director of Finance and Administration through the budget season, and he introduced Luna Izpisua Rodriguez as Program Associate, Civic Design and Special Initiatives.
     
    He reported on various activities of the agency, including several programs that are part of The Continuous Thread, the American Indian Initiative: a concert by Buffy Sainte-Marie, an indigenous fashion show in the City Hall Rotunda, and the photo exhibit at the Main Gallery.
     
    He reported on the ribbon-cutting at the San Francisco Airport Hyatt Hotel, and Commissioners added comments on their experience of the event, praising staff for their work, and thanking City partners at the Airport.

  5. Nomination and Election of Arts Commission Officers
    Commissioner Collins reported on the meeting of the Nominating Committee, which had approved the slate of Roberto Ordeñana as President and Kimberlee Stryker as Vice President. The Commission discussed the nominations, praising the service of President Ordeñana and Vice President Stryker and expressing confidence in their leadership for the coming year. Mr. DeCaigny thanked the Committee for its work and felt honored to work with President Ordeñana and Vice President Stryker.
     
    There was no public comment; Roberto Ordeñana was unanimously elected President and Kimberlee Stryker Vice President.
     
    President Ordeñana and Vice President Stryker thanked Commissioners for their vote of confidence and praised their commitment and dedication to the work, and to the value of racial equity.
     
  6. Committee Reports and Committee Matters
    1. Executive Committee—Roberto Ordeñana, Chair
      1. President Ordeñana reported that hte Committee discussed the Public Artwork Trust, and approved the motions on the Consent Calendar regarding the San Francisco Symphony. The Committee also reviewed the draft calendar of Committee and Commission meetings for 2020, which was distributed to the full Commission. He asked everyone to put the tentative date for the next Community Convening, October 1, 2020, on their calendars and encouraged all to attend it.
         
        There was no further public comment.
         
    2. Visual Arts Committee—Dorka Keehn, Chair
      1. In the absence of Commissioner Keehn, Commissioner Beltran reported on the Committee's consideration of the Maya Angelou memorial, including the comments to the Committee by Supervisor Catherine Stefani, who ultimately sponsored the enabling legislation. Commissioner Beltran presented a thorough review of the process, and explained that the Committee has directed staff to revise the Request for Proposals, clarifying the language describing the form of the sculpture, and to reopen the call for artists; all of the artists in the prior prequalified pool will be automatically included in the new pool. The Commission discussed the matter in some depth, making a point to praise the excellence of all three works recommended by the selection panel. Mr. DeCaigny added that staff is working to strengthen communication to artists that no award or selection is final until it is approved by action of the full Arts Commission.

    3. Consent Calendar
      There was no public comment, and the entire Consent Calendar was approved unanimously as follows.
       
      RESOLUTION NO. 1104-19-285:
      Approval: RESOLVED, that this Commission does hereby adopt the following items on the Consent Calendar and their related Resolutions:
       
      1. RESOLUTION NO. 1104-19-286: Motion to approve the Community Investments Committee Meeting Minutes of October 1, 2019.
         
      2. RESOLUTION NO. 1104-19-287: Motion to approve the Visual Arts Committee Meeting Minutes of October 16, 2019.
         
        Visual Arts Committee Recommendations (October 16, 2019)
      3. RESOLUTION NO. 1104-19-288: Motion to approve Ingleside Gateway, a sculptural gateway by artist Eric Powell. The sculptural gateway will be installed at Ingleside Library, which is located on 1298 Ocean Ave. The gateway structure will measure approximately 11 ft. by 28.5 ft. The project is funded by grants from the San Francisco Office of Economic and Workforce Development and Mayor’s Office of Housing and Community Development. The sculptural gateway will not become part of the Civic Art Collection.
         
      4. RESOLUTION NO. 1104-19-289: Motion to approve the design of Sailing Sunrise Sunset, a mural by artist Antoine Marnata. The mural will be installed on two columns holding up the 20th Street ramp at Indiana Street, in the new dog park adjacent to the new development Avalon Dogpatch at 800 Indiana Street. The mural will be on Caltrans property and the Department of Public Works will be the formal sponsor from the City and County of San Francisco. AvalonBay is funding the mural and will be responsible for maintenance. The mural will not become part of the Civic Art Collection.
         
      5. RESOLUTION NO. 1104-19-290: Motion to authorize the Director of Cultural Affairs to enter into an agreement with Devco Engineering, Inc. for $8,170 for engineering services related to the installation of a sculpture by THEVERYMANY in the Consolidated Administrative Campus at San Francisco International Airport.
         
      6. RESOLUTION NO. 1104-19-291: Motion to authorize the Director of Cultural Affairs to increase the as-needed fine art services agreement (Contract No. 100012706) with Atthowe Fine Art Services from an amount not to exceed $500,000 to an amount not to exceed $749,000 (an increase of $249,000).
         
      7. RESOLUTION NO. 1104-19-292: Motion to authorize the Director of Cultural Affairs to increase the as-needed fine art services agreement (Contract No. 100012707) with Atthowe Fine Art Services from an amount not to exceed $500,000 to an amount not to exceed $749,000 (an increase of $249,000).
         
      8. RESOLUTION NO. 1104-19-293: Motion to authorize the Director of Cultural Affairs to increase the as-needed fine art services agreement (Contract No. 100012708) with Atthowe Fine Art Services from an amount not to exceed $500,000 to an amount not to exceed $749,000 (an increase of $249,000).
         
      9. RESOLUTION NO. 1104-19-294: Motion to authorize the Director of Cultural Affairs to increase the agreement with Amanda Hughen and Jennifer Starkweather from an amount not to exceed $60,000 to an amount not to exceed $82,000 to include additional work necessitated by changes to General Contractor’s art glass fabricator for an artwork at the Union Square Central Subway Station.
         
      10. RESOLUTION NO. 1104-19-295: Motion to approve the Final Design Phase Deliverables (Construction Documents and final materials) by Dana Hemenway for an artwork at San Francisco International Airport Terminal 1.
         
      11. RESOLUTION NO. 1104-19-296: Motion to rescind Resolution No. 0909-19-258 authorizing the Director of Cultural Affairs to enter into a contract with the selected artist Andrea Bowers for an amount not to exceed $1,100,000 for the design, engineering, fabrication, transportation and installation of an artwork for the San Francisco International Airport: Harvey Milk Terminal 1, Underpass Lighting public art opportunity.
         
      12. RESOLUTION NO. 1104-19-297: Motion to authorize the Director of Cultural Affairs to enter into a contract with the selected artist Andrea Bowers (DBA Radical Patience Inc.) for an amount not to exceed $1,100,000 for the design, engineering, fabrication, transportation and installation of an artwork for the San Francisco International Airport: Harvey Milk Terminal 1, Underpass Lighting public art opportunity.
         
      13. RESOLUTION NO. 1104-19-298: Motion for the Director of Cultural Affairs to approve an artist honorarium in the amount of $9,900 to Juana Alicia for the research and development of artwork for the SFAC Galleries exhibition, Juana Alicia: The Golden Capricorn Award (July 10–September 12, 2020).
         
      14. RESOLUTION NO. 1104-19-299: Motion for the Director of Cultural Affairs to approve the artist honoraria to the following individuals: Lukaza Branfman-Verissimo $2,600; Josh Faught $2,700; Lauren McKeon $2,300; and Bri Williams $2,000 for the development of works that will be included in the SFAC Main Gallery exhibition Bed of Trouble, which is set to open to the public on January 17, 2020.
         
      15. RESOLUTION NO. 1104-19-300: Motion to approve the project outline for a bronze plaque honoring Mayor Edwin Lee for the International Terminal Building Departures Lobby, San Francisco International Airport. The project budget is $70,000; funding will by provided by the San Francisco International Airport. The plaque will not become part of the Civic Art Collection.
         
      16. RESOLUTION NO. 1104-19-301: Motion to approve the finalists Elisheva Biernoff, Linda Geary, David Huffman, Jet Martinez, Ranu Mukherjee and Muzae Sesay for the San Francisco International Airport: International Terminal, BAA & BAG Recompose Walls public art project.
         
      17. RESOLUTION NO. 1104-19-302: Motion to approve as installed the completed stained and fused glass window mural, We will walk right up to the sun, 2019, by Sarah Cain, located at the San Francisco International Airport, AirTrain Grand Hyatt Station along the North Wall.
         
      18. RESOLUTION NO. 1104-19-303: Motion to approve as installed the completed artwork Green Map, 2019 by Ellen Harvey for the San Francisco International Airport Grand Hyatt Hotel.
         
      19. RESOLUTION NO. 1104-19-304: Motion to approve as installed the completed artwork This Infinite Gateway of Time and Circumstance, 2019 by Jacob Hashimoto for the San Francisco International Airport Grand Hyatt Hotel.
         
      20. RESOLUTION NO. 1104-19-305: Motion to approve as installed the completed artwork Circadian Transit, 2019 by Tahiti Pehrson for the San Francisco International Airport Grand Hyatt Hotel.

      26. RESOLUTION NO. 1104-19-311: Motion to approve the selected finalists, Nicholas Galanin, Walter Kitundu and Nora Naranjo Morse, for the Alameda Creek Watershed Center public art project.
         
        Executive Committee Recommendations (October 29, 2019)
      27. RESOLUTION NO. 1104-19-312: Motion to rescind Resolution No. 0805-19-208, which authorized the Director of Cultural Affairs to enter into an agreement with the San Francisco Symphony to produce twelve Symphony concerts in each of fiscal years 2019-2020 and 2020-2021, for a total of 24 concerts, one of which each year is to be free to the public and held in a publicly accessible venue, commencing August 1, 2019 and concluding by August 31, 2021, for an amount equal to the Controller’s calculation of the ad valorem tax for FY 2019-2020 and FY 2020-2021, currently estimated to be $6,658,946.
         
      28. RESOLUTION NO. 1104-19-313: Motion, pursuant to Charter Section 16.106(1), to authorize the Director of Cultural Affairs to enter into an agreement with the San Francisco Symphony for 24 concerts that will retroactively apply to twelve concerts produced in the Symphony’s 2018-2019 season and to twelve concerts to be produced in the Symphony’s 2019-2020 season, with one concert each season free to the public and held in a publicly accessible venue, for an amount equal to the amount allocated in the applicable annual Budget and Appropriation Ordinance currently established to be $3,478,883 for the City’s fiscal year ending June 30, 2020 and estimated to be $3,635,573 for the City’s fiscal year ending June 30, 2021, for a combined estimate of $7,114,456.
         
    4. New Business and Announcements
      Mr. DeCaigny announced that Commissioners and staff would be receiving a survey on his performance in preparation for his review in closed session by the Executive Committee.
       
      Commissioner Collins invited Commissioner Shiota to speak about the new light installation at Grace Cathedral, Grace Light, which he found ethereal and transcendent. Commissioner Shiota explained that the piece consists of a light installation created by George Zisiadis, with an original score composed by Gabriel Gold. She directed people to the Grace Cathedral website for tickets to the 45-minute performance, which takes place at the cathedral's labyrinth.
       
      Commissioner Collins noted that artist Kenyatta A. C. Hinckle, whose work was recently shown by the Galleries, is one of this year's SECA Award honorees exhibiting at San Francisco Museum of Modern Art.
       
      Commissioner Woolford announced that his architectural firm, celebrating its fiftieth anniversary, has received the AIA California Firm award, honoring its work in design and building community.
       
      Commissioner Parker Pennington announced Soul of a Nation: Art in the Age of Black Power, at the de Young Museum, running through mid-March. She added that there will be a number of programs associated with the exhibition, and encouraged everyone to see it.
       
      Commissioner Beltran announced that longtime grantee Dance Mission will celebrate its twentieth anniversary at the Herbst Theatre this weekend, including a mayoral proclamation, and invited Commissioners to attend the event.
