There was no public comment, and the minutes were unanimously approved as follows.
RESOLUTION NO. 1105-18-335: Motion to approve October 1, 2018 Minutes.
- General Public Comment
Rudy Asercion of the Philippine American War Centennial Committee spoke in support of the Commission's work on the Dewey monument plaque. There was no further public comment.
- Director’s Report
Mr. DeCaigny announced the appointment of Candice Diaz to the Community Investments Program, the promotion of Mary Chou to Senior Program Manager in the Public Art Program, and the appointment of Jackie von Treskow to the Public Art Program.
He reported that art markets organized by Anne Trickey of the Street Artist Program will be held on November 16, November 30 and December 7 in the lobby of the War Memorial Veterans Building. He added that Mx. Trickey collaborated with Galleries staff to mount an exhibition in Cafe Valor of prints by the recently deceased Linda Peterson, affiliated for some forty years with the Street Artists Program.
Mr. DeCaigny reported on the Galleries' tenth and final Passport fundraiser, and announced upcoming Galleries programs. He announced the call for entries for a commemorative sculpture honoring Maya Angelou to be sited near the Main Library, and he announced the World Cities Culture Forum during the week of November 12. He added that staff is working with Galeria de la Raza and with Supervisor Ronen's office and the Office of Economic and Workforce Development to try to find agreeable lease terms. Finally, he announced the deinstallation of the Zak Ove sculptures in the Civic Center Commons.
The Commission praised staff work on Passport and the World Cities Culture Forum. They discussed the Angelou sculpture in the context of the mandate from the Board of Supervisors to increase representation of women in the public realm, and some ideas about the Galeria de la Raza situation.

- Nomination and Election of Arts Commission Officers
Commissioner Collins reviewed the nomination process, and reported on the Committee's meeting and his discussions with staff and the Mayor's office. He reported that the Committee roundly praised the leadership and the legacy of President Beltran and Vice President Ordeñana. Noting the new professional responsibilities of President Beltran and the question of developing leadership more broadly across the Commission, the Committee nominated Commissioner Ordeñana as President and Commissioner Stryker as Vice President. Commissioners, and Mr. DeCaigny, praised President Beltran and thanked her for her service to the Commission, and her friendship, guidance and mentorship of them personally. President Beltran thanked everyone for their kind words, expressing her pride in the work the Commission has done over her tenure. Commissioners also commended Commissioner Stryker on her work as chair of the Civic Design Review Committee and expressed great confidence in her ability to assume this new position.
Commissioner Stryker thanked the Commission for its confidence in her, and spoke about the Commission's role in helping to make San Francisco a beacon of hope. She thanked President Beltran for her leadership, and was delighted to work more closely with Vice President Ordeñana.
Commissioner So nominated the slate of Commissioner Ordeñana as President, and Commissioner Stryker as Vice President. There was no public comment; Roberto Ordeñana was unanimously elected President and Kimberlee Stryker Vice President.

- President Beltran reported that the Committee approved a motion allowing Public Art staff to work with Caltrans to modify the contract with artist Jorge Pardo for an artwork for the Van Ness Bus Rapid Transit. The modification is necessary because of policy changes at Caltrans on how they handle the rights of artists to work created for Caltrans projects.

- Civic Design Review Committee—Kimberlee Stryker, Chair
- Commissioner Stryker reported that the Committee reviewed the Southeast Community Center project at 1550 Evans for the Public Utilities Commission. She was pleased to say that they worked very closely with the community and the project was beautiful as well as reaching LEED Platinum. The award-worthy landscape includes a constructed wetland as part of the play area.

- Visual Arts Committee—Dorka Keehn, Chair
- Commissioner Keehn reported that the Committee reviewed the Bayview Arts Master Plan. Commissioner Schnair reported that the panel for the public art component of the 1550 Evans project took place very recently, and she was very pleased to see community members at the panel review, along with a class on art and social justice at San Francisco State. She praised the work of staff to bring in Bayview artists of outstanding quality.
Commissioner Keehn reported that the Committee was buying art for the airport, and the following motion was for part of that collection. There was no public comment and the motion was unanimously approved as follows.
- RESOLUTION NO. 1105-18-336: Motion to approve the purchase of the following artwork for display at the San Francisco International Airport: Terminal 1, Boarding Area B: Frank Lobdell, Yale Portfolio, Archival Edition (1/1) of Ed. of 20, 1992, five etchings, 16 in. x 15 in. each, $12,000.

Commissioner Keehn noted a correction to the Visual Arts Committee draft minutes of September 26, page 13: "goes" should be "goals."

Civic Design Review Committee Recommendations (October 15, 2018)
- RESOLUTION NO. 1105-18-342: Motion to approve Phase 2 of the 1550 Evans Southeast Community Center Project.
- RESOLUTION NO. 1105-18-343: Motion to approve Phase 2 of the Eagle Plaza Project contingent upon: 1) acknowledgement that the Department of Public Works accepts the lighting, flagpole and food truck locations; 2) providing current planting plan and renderings for review and 3) bringing material samples to Phase 3 review.
- RESOLUTION NO. 1105-18-344: Motion to approve Phase 1 of the 30 Otis Project.
- RESOLUTION NO. 1105-18-345: Motion to approve Phase 1 of the Gene Friend Recreation Center Project contingent upon: 1) providing a lighting study and 2) studying the building entry to make it friendlier and more welcoming.
- RESOLUTION NO. 1105-18-346: Motion to approve Phase 2 of the San Francisco Police Department Traffic Company and Forensic Services (“TCFSD”) Facility Project contingent upon: 1) simplifying the exterior cladding of the courtyard wall to one color, such as the orange as shown in the presentation materials; 2) eliminating the short orange vertical stripes on the front façade on Evans Street; 3) removing the edging around the trees of the plaza; 4) conducting further studies on the security anti-ram wall; and 5) reducing the planting at the edge of the plaza.
Visual Arts Committee Recommendations (October 17, 2018)
- RESOLUTION NO. 1105-18-347: Motion to approve 350 Ellis Community Mural Project, a mural design by artists Susan Cervantes, Eli Lippert, Monica Magtoto, Malik Seneferu, and Mel Waters. The mural will be installed at 350 Ellis Street, along an exterior wall facing east. The painted mural will measure approximately 58 ft. by 60 ft. The project is funded by the Community Challenge Grant and Ellis 350 Associates; the painted mural will not become part of the Civic Art Collection.
- RESOLUTION NO. 1105-18-348: Motion to approve Treasure Island Community Mural Project, a mural design by artists Susan Cervantes and Francisco Franco. The mural will be installed along an exterior wall at the YMCA Treasure Island Gym at 749 Ninth Street. The painted mural will measure approximately 13 ft. by 72 ft. The project is funded by One Treasure Island; the painted mural will not become part of the Civic Art Collection. The approval is pending a signed California Art Preservation Act (“CAPA") and Visual Artists Rights Act (“VARA") waiver for artwork placed on City property.
- RESOLUTION NO. 1105-18-349: Motion to approve 150 Years of Service to the Community (Phase 3), a mural design by artists Elaine Chu and Yukako Ezoe. The mural will be installed at Laguna Honda Hospital along the retaining wall on Laguna Honda Boulevard across from Forest Hill Station. The painted mural will measure approximately 5 ft. by 180 ft. The project is funded by the District 7 Participatory Grant, and is sponsored by Precita Eyes Muralists; the painted mural will not become part of the Civic Art Collection..
- RESOLUTION NO. 1105-18-350: Motion to approve the mural design by Oleg Gotchev proposed for former Navy handball courts on Treasure Island, pending any required approvals from the Treasure Island Development Authority (“TIDA”). The mural will be installed at the northwest corner of 9th Street and Avenue D on two side-by-side handball courts, with a total approximate measurement of 15 ft. by 40 ft. Approval is for a painted mural only, and does not include use of printed vinyl material. The painted mural will not become part of the Civic Art Collection.
- RESOLUTION NO. 1105-18-351: Motion to rescind RESOLUTION NO. 0305-18-080 approving the selected artist Kohei Nawa (The Pace Gallery LLC) and conceptual proposal for a sculpture for the San Francisco International Airport: Grand Hyatt Hotel Outdoor Sculpture project as recommended by the artist selection panel.
- RESOLUTION NO. 1105-18-352: Motion to rescind RESOLUTION NO. 0305-18-081 authorizing the Director of Cultural Affairs to enter into contract with The Pace Gallery LLC for an amount not to exceed $600,000 for design, fabrication, transportation, and installation consultation of the sculpture for the San Francisco International Airport: Grand Hyatt Hotel Outdoor Sculpture project, entitled Ether, proposed by Kohei Nawa.
- RESOLUTION NO. 1105-18-353: Motion to approve the purchase of Kohei Nawa’s sculpture Ether from The Pace Gallery LLC for an amount not to exceed $525,000. The work will be installed at the San Francisco International Airport: Grand Hyatt Hotel Courtyard.
- RESOLUTION NO. 1105-18-354: Motion for the Director of Cultural Affairs to approve curatorial honoraria to the following individuals: $3,000 to Kathy Zarur, $3,000 to Jacqueline Francis, $4,000 to Abby Chen, and $5,000 to Margaret Tedesco.
- RESOLUTION NO. 1105-18-355: Motion to approve the purchase of the following artworks for display at the San Francisco International Airport: Terminal 1, Boarding Area B:

- RESOLUTION NO. 1105-18-356: Motion to approve cast stainless steel samples/mock-ups of the ground and plant elements of Liz Glynn’s sculpture for San Francisco International Airport: Terminal 1 Center, Transportation Security Administration (“TSA”) Security Checkpoint. The approved samples/mock-ups will serve as physical examples representing the materials and workmanship that establish the standards by which the completed artwork will be judged.
- RESOLUTION NO. 1105-18-357: Motion to approve Sofía Córdova’s six final designs for the 2018 Art on Market Street Kiosk Poster Series.
- RESOLUTION NO. 1105-18-358: Motion to approve the gift of a contextual plaque from the San Francisco Chapter of the National Federation of Filipino American Associations to be placed near the Dewey Monument in Union Square, pending review and approval of final plaque design and location.
- RESOLUTION NO. 1105-18-359: Motion to approve the project outline for the administrative offices of the Department of Homeless Services and Homelessness at 440 Turk Street.
- RESOLUTION NO. 1105-18-360: Motion to approve the policy statement regarding temporary or permanent viewing obstruction of works of art in the Civic Art Collection on public display.
- RESOLUTION NO. 1105-18-361: Motion to approve the selected finalists, Alice Aycock, Linda Fleming, Lead Pencil Studio, and Susan Narduli, for the Traffic Company and Forensic Services Division building as recommended by the Traffic Company and Forensic Services Division Artist Selection Panel.
Executive Committee Recommendations (October 22, 2018)
- RESOLUTION NO. 1105-18-362: Motion to rescind and reissue the Individual Artist Commission grant to Tessa Wills (Current Fiscal Sponsor: Dancers Group), authorized by Resolution No. 0507-18-161 for an amount not to exceed $15,000, to change the fiscal sponsor and to authorize the Director of Cultural Affairs to approve the change of fiscal sponsor to the new Fiscal Sponsor: SOMArts.
- RESOLUTION NO. 1105-18-363: Motion to authorize the Director of Cultural Affairs to submit a Transportation Art/Community Identification Proposal on behalf of the lighting installation proposal by Jorge Pardo for the Van Ness Bus stations to be located at Van Ness Boulevard between McAllister and Geary avenues.
- RESOLUTION NO. 1105-18-364: Motion to authorize the Director of Cultural Affairs to approve a modification of Jorge Pardo’s contract to design and fabricate his proposed lighting installation in order to align the artist’s agreement with the City with the artist’s agreement with the California Department of Transportation.

- New Business and Announcements
Commissioner Melania announced the upcoming holiday performance of her company, Presidio Dance Theater, at the Herbst Theater on December 2. Commissioner Schnair recommended Men on Boats at ACT at the Strand. President Beltran announced a retrospective of her work with her collaborator Scott Minneman at the Writers Grotto. Commissioner Shelby sadly noted the unexpected passing of musician Roy Hargrove; while he didn't live in the Bay area, he was an important part of the region's music scene.
