3. Consent Calendar
Action
 
1. Motion to approve the mural design of Mural Muses by artists Erin Yoshi, Franceska Gamez, and Cece Carpio. The painted mural will be on an exterior wall at Frank McCoppin Elementary School, 651 6th Street. The painted mural will measure approximately 25 ft. by 50 ft. The project is funded by the San Francisco Arts Commission Special Project Grant and Indiegogo Community Support, and is sponsored by the Asian American Women Artists Association; the painted mural will not become part of the Civic Art Collection.
 
2. Motion to approve as installed the completed artwork entitled Flight, 2016, by Ben Trautman for the Randall Museum of Science, Nature and the Arts.
 
3. Motion to approve and to accept into the Civic Art Collection the artwork entitled Flight, 2016, by Ben Trautman. The abstracted sculpture inspired from a bird in flight consists of steel, aluminum, wood, resin, acetal plastic and wire, and measures 1 ft. by 19 ft. by 6 ft. The artwork was commissioned for and is located at the Randall Museum of Science, Nature and the Arts. 
 
4. Motion to approve and to accept into the Civic Art Collection the artwork entitled Land of the Helping Hand, 2017, by Sirron Norris. The painted mural and aluminum panels depicting iconic Bay Area landmarks in a cartoon landscape consists of one primary mural (approximately 7 ft. by 17-1/2 ft.), seven smaller murals (ranging in size), and eight wall artworks in the exam and waiting rooms (36 in. by 24 in.). The artwork was commissioned for and is located at the Pediatric Emergency Department at Zuckerberg San Francisco General Hospital and Trauma Center.
 
5. Motion to approve honoraria to artists participating in the SFAC Galleries’ exhibition Culture Catalyst (the previously untitled Neighborhood Arts Program 50th Anniversary Exhibition), opening April 27, 2018. $400 each to the following artists: Zulfikar Ali Bhutto, Nancy Cato, Sara Elizabeth Maynard, Jane Norling, Eugene E. White. $1200 to Tina Kashiwagi (on behalf of the artist collective MACRO WAVES). $750 to each of the following for their writing contributions: Rene Yanez, Alleluia Panis and Arlene Goldbard.  
 
6. Motion to retroactively accept into the Civic Art Collection the tile mural (title unknown) from 1967, by Win Ng.  The glazed ceramic tile mural depicting various elements of medical science consists of eight separate panels, each measuring approximately 122 in. x 69 in., adorns the entry façade of the Maxine Hall Health Center located at 1301 Pierce St. The mural design was approved and purchased by Resolution No. 9003-1967-S at the Regular Meeting of the Art Commission held on February 6, 1967. Assigned retroactive accession number 1967.86.a-h.

Motion: Motion to approve the selected artist [to be announced at meeting] for the Treasure Island Waterfront Plaza Public Art Project as recommended by the Treasure Island Selection Panel, pending approval by the Treasure Island Development Authority. 
 
Motion: Motion to authorize the Director of Cultural Affairs to enter into a contract with the selected artist [To be announced at the meeting] for final design and engineering of an artwork for the Treasure Island Waterfront Plaza Public Art Project in an amount not to exceed $157,350, pending approval by the Treasure Island Development Authority.
 
Motion: Motion to approve the selected artist [to be announced at meeting] for the Treasure Island Building One Public Art Project as recommended by the Treasure Island Selection Panel, pending approval by the Treasure Island Development Authority.  
 
Motion: Motion to authorize the Director of Cultural Affairs to enter into a contract with the selected artist [to be announced at the meeting] for final design and engineering of an artwork for the Treasure Island Building One Public Art Project in an amount not to exceed $99,350, pending approval by the Treasure Island Development Authority.

5. Invisible Men and the Masque of Darkness by Zak Ove–Sculpture Installation in Civic Center

Director of Public Art Trust and Special Initiatives, Jill Manton requested an increase to the loan agreement for the temporary installation of Invisible Men and the Masque of Darkness by Zak Ove in Civic Center Plaza, from $90,000 to $105,000. The additional loan fee is to cover the increase in shipping cost of the sculptures. 
 
Ms. Manton also requested authorization for $30,000 as a contingency reserve for import and duty taxes on the works and possibly to be used as an honorarium for a commissioned dance performance by a local arts organization in response to the sculptures, funding permitting.

Motion: Motion to rescind Arts Commission RESOLUTION No. 0108-18-020: Motion to approve the temporary installation of 40 sculptures by Zak Ove, entitled Invisible Men, in Civic Center Plaza commencing late July, 2018 through mid-October, 2018, and to authorize the Director of Cultural Affairs to execute a loan agreement with the artist for a budget not to exceed $90,000 with all additional costs to be borne by the artist and the Tobey Clark Gallery, contingent upon approval from the Recreation and Park Commission.
 
Motion: Motion to approve the temporary installation of 40 sculptures by Zak Ove, entitled Invisible Men and the Masque of Darkness in Civic Center Plaza commencing as early as June 30, 2018 through November 7, 2018 and to authorize the Director of Cultural Affairs to execute a loan agreement with the artist not to exceed $105,000. 
 
Motion: Motion to authorize an allocation of $30,000 from the Public Art Trust to be used as a contingency reserve for the Zak Ove sculpture project entitled Invisible Men and the Masque of Darkness in Civic Center Plaza commencing as early as June 30, 2018 through November 7, 2018.

San Francisco Arts Commission Galleries Manager Cece Carpio and San Francisco Arts Commission Galleries Manager of Education and Public Programs Maysoun Wazwaz presented a summary of the yearlong series of public programs with Bay Area artists exploring the idea of San Francisco status as a “Sanctuary City.” The artists chosen for the series are as follows: Theo Rigby (April 24), Ingrid Rojas Contreras (April 27- June 9, 2018), Sergio De La Torre / Chris Treggiari (May 5), Sandra Garcia Rivera (May 18), Krista De Nio (May 29), Jason Hanasik (June), Weston Teruya (August), Zulfikar Ali Bhutto (September), Xandra Ibarra (October), Sofia Cordova (November). 
 
Commissioner Keehn called for public comment. There was no public comment.
 
B. Conversation 7: Farah Al Qasimi and Marcela Pardo Ariza

San Francisco Arts Commission Associate Curator Jackie Im presented a summary of Conversation 7: Farah Al Qasimi and Marcela Pardo Ariza exhibition scheduled for San Francisco Arts Commission Main Gallery from July 6 through August 25, 2018. Conversation is an ongoing series of exhibitions at the San Francisco Arts Commission Gallery featuring a local artist alongside an artist from another point on the globe. The intent of this series is to allow for a side-by-side look at the production of two individual artists and examine how artists from the Bay Area participate in an international contemporary art dialogue.

Motion: Motion to approve artists’ honoraria for the research and development of artwork for the SFAC Galleries 2018 exhibition Conversation 7: Farah Al Qasimi and Marcela Pardo Ariza (July 6 – August 25, 2018) in the following amounts: Farah Al Qasimi ($4,000) and Marcela Pardo Ariza ($4,000).

7. Mint Plaza 
Susan Pontious 
Action
 
Program Director Susan Pontious presented the results from the Mint Plaza Artist Selection Panel, a project funded by the Public Art Trust.  Ms. Pontious reminded the Committee that the art opportunity is an artist-designed lighting project to be located under an existing trellis, which has existing electrical infrastructure. The five finalists selected from the 2017/2018 Prequalified Artist Pool include: Future Cities Labs, Haddad | Drugan, HYBYCOZO, IwamotoScott, and Shan Shan Sheng. 
 
Commissioner Keehn called for public comment. There was no public comment. 
 
Motion: Motion to approve the following finalists for the Mint Plaza project as recommended by the artist selection panel: Future Cities Lab, Haddad | Drugan (Haddad Drugan LLC), HYBYCOZO (COZO Industries LLC), IwamotoScott (Iwamotoscott Architecture, LLP), and Shan Shan Sheng (East West Fine Art Studio), and approval to pay each finalist an honorarium up to $1,200.

8. Relocation of Invocation by Pepe Ozan to Palega Park

Ms. Pontious presented of the plans to relocate Invocation by Pepe Ozan, currently located on the Northwest corner of Cesar Chavez Street and Vermont Street, to Palega Park. The former work at the Palega Park has sustained irreparable structural failure. Ms. Pontious stated that Invocation, which evokes ideas of flight, will be appropriate for the windy Palega Park site and will be more highly visible than its current location.

Motion: Motion to relocate Invocation (2004), a steel rod and perforated metal galvanized sculpture by Pepe Ozan from the Northwest corner of Cesar Chavez Street and Vermont Street to Palega Park.

9. Golden Gate Tennis Center

On behalf of Project Manager Zoë Taleporos, Senior Public Art Program Manager Jennifer Lovvorn presented the conceptual proposal titled Spin by Sanaz Mazinani, which was chosen by the artist selection panel, held on March 26, 2018. Ms. Mazinani’s proposal is a kaleidoscopic all-over pattern, utilizing photographic imagery of famous tennis players who had a commitment to social justice. Ms. Lovvorn relayed that the panel suggested Ms. Mazinani further develop the color palette for the artwork and resolve how the selected colors are translated onto tile. Commissioner Beltran suggested contacting the tennis player’s estates to secure rights to the imagery.

Motion: Motion to approve selected artist Sanaz Mazinani and proposal titled Spin for the Golden Gate Tennis Center Public Art Project as recommended by the artist selection panel.
 
Motion: Motion to authorize the Director of Cultural Affairs to enter into contract with artist Sanaz Mazinani for an amount not to exceed $57,325.00 for design, fabrication, transportation and installation consultation of an artwork for the Golden Gate Tennis Center Public Art Project.

10. San Francisco International Airport

On behalf of Ms. Taleporos, Project Manager Jennifer Doyle Crane presented the two-dimensional artworks that were chosen by the panel for the San Francisco International Airport: Hyatt Hotel. The selection panel met on April 12, 2018 and reviewed a list of 76 artworks by 18 artist to consider for purchase and installation at the San Francisco International Airport: Hyatt Hotel. From the list, the panel selected 11 artworks and sited them at 7 specific locations within the hotel. 
 
Commissioner Keehn called for public comment. There was no public comment.

Ms. Crane presented the artists whom were chosen by the selection panel for the San Francisco International Airport: Terminal 1, Boarding Area B. The panel met on April 12, 2018 and reviewed 80 artworks by 25 artists. From that list, the panel selected a shortlist of 16 artists from whom to possibly purchase artworks for the 12 locations at the San Francisco International Airport: Terminal 1, Boarding Area B. Ms. Crane stated that she will be following-up with artists and galleries to create a finalized artwork selection and planned locations.

Ms. Crane proposed the purchase of a print, No Other Lands Their Glory Know, 2018 by Alice Shaw for the San Francisco International Airport: Consolidated Administrative Campus. The artwork title and image is the same as of the artwork No Other Lands Their Glory Know, 2017 which was commissioned for and is located at San Francisco International Airport: International Terminal, Boarding Area G, Gate 95.

Motion: Motion to approve the purchase of the artwork entitled, No Other Lands Their Glory Know, 2018 by Alice Shaw (a limited edition carbon pigment print on Pura Smooth with 24k
gold leafing) for display at the San Francisco International Airport, Consolidated Administrative Campus.

D. Terminal 1 Center, AC - 06 Project

Project Manager Justine Topfer presented artist Emily Fromm’s Conceptual Design Phase deliverables for the San Francisco International Airport: Terminal Center 1, AC – 06 Project. Ms. Fromm is proposing four vignettes, highlighting four district neighborhoods of San Francisco. The current design has the artworks 9 inches apart, surrounded by xerol, and flush to the wall. 
 
Commissioner Keehn called for public comment. There was no public comment.
 
Motion: Motion to approve artist Emily Fromm’s Conceptual Design Phase deliverables (artwork rendering, sketches and budget) for San Francisco International Airport: Terminal 1 Center, AC – 06 Project.

E. Terminal 1, Boarding Area B, End of Pier Suspended Sculpture Project

Ms. Topfer presented the project outline for the San Francisco International Airport: Boarding Area B, End of Pier Suspended Sculpture Project. Ms. Topfer stated that, because of the project timeline, she will be issuing an RFQ on Thursday, April 19, 2018 for existing suspended artworks, for an artwork selection panel to be held on Tuesday, May 8, 2018.

Motion: Motion to approve the public art project outline for the San Francisco International Airport Terminal 1: Boarding Area B, End of Pier Suspended Sculpture Project.

11. New Business, Old Business, and Announcements
Discussion
 
Ms. Pontious announced that Ms. Crane is now the permanent Project Manager of Civic Art Collection and Public Art, focusing on care of monuments and Trisha Lagaso-Goldberg will be taking over Ms.Crane’s role as Project Manager in Public Art, beginning May 7, 2018. 
 
Ms. Pontious stated that she and Senior Registrar Allison Cummings will be addressing the Board of Appeals, which has a challenge to the Certificate of Appropriateness for the removal of the sculpture “Early Days,” which is part of the Pioneer Monument. 
 
Commissioner Beltran shared that Art Market San Francisco at Fort Mason Festival Pavilion, If So, What, Art and Design, at the Palace of Fine Arts, and Startup Art Fair, at the Hotel Del Sol, will all be held April 27–29, 2018. Commissioner Beltran will have a work up at If So, What and will be part of a panel presentation, titled “The Relevance of Teaching Tech in Art Schools,” on Sunday, April 29 from 2:45–3:30pm.
