Commissioner Ferras announced the motion for Item #5 will be amended to read:

Discussion and possible action: to approve the design of a temporary installation of Lift Every Voice, by Illuminate. The proposal is for an illuminated text installation on the Spreckels Temple of Music in the music concourse of Golden Gate Park. The installation period shall be for 2 years, from June 1, 2021 to June 30, 2023. The installation will not become part of the Civic Art Collection.

3. Consent Calendar

  1. Motion to authorize an increase to ARG Conservation Services in the amount of $249,000 (from $500,000-$749,000) to perform as-needed fine art conservation maintenance services for miscellaneous artworks in the Civic Art Collection.
  2. Motion to approve revised construction document phase deliverables for Jesse Schlesinger’s currently untitled artworks for the Judah Streetscape Project. 
  3. Motion to approve construction document phase deliverables for Alison Saar’s artwork, Flourish, for the San Francisco International Airport Terminal 3 Connector project. 
  4. Motion to approve construction document phase deliverables for Susan Narduli’s artwork, Holos, for the San Francisco Police Department’s Traffic Company and Forensic Services Project.  
  5. Motion to approve SFFD historical and department photographs and for fabrication and display at the SFFD Ambulance Deployment Facility.
  6. Motion to approve Construction Document phase deliverables (Structural Engineering Drawings) for the Mayor Ed Lee Plaque design by Antonio Mendez for SFO International Airport International Terminal Departure Hall.
  7. Motion to approve The Natural World, a mural design by artist Neil Ballard. The mural will be installed on the Faxon Garage at 545 Faxon Ave., at Ocean Ave. The work will measure approximately 10.5 ft h x 51.5 ft. w. The project is funded by a District 7 Participatory Budgeting grant. The mural will not become part of the Civic Art Collection.
  8. Motion to approve Forecasting the Time, a mural design by artist Elaine Chu. The mural will be installed on the 101 Fern St., rear of the building at 1268 Sutter St. The work will measure approximately 10’ 9”–14’ 9” h ft. x 82 ft. w. The project is funded by a Community Challenge Grant and Lower Polk neighbors. The mural will not become part of the Civic Art Collection.
  9. Motion to approve Moss Street Marsh, by artist Amanda Lynn, and Hot Off the Press by Antoine Marnata and Daniel Pan. Moss Street Marsh will be installed on 1074 Folsom St. and will measure approximately 25’ h x 64’ w, and also installed on 76 Moss St. and will measure approximately 20’ h x 16’ w. Hot Off the Press will be installed on 1069-1073 Howard St. and will measure approximately 35’ h ft. x 100’ ft. w. The project is funded by a Community Challenge Grant. The murals will not become part of the Civic Art Collection.
  10. Motion to rescind RESOLUTION 0301-21-060, which approved the following list of artworks for purchase and display at San Francisco International Airport’s Kadish Gallery, as recommended by the artist review panel.

4. Minna-Natoma Street Art Corridor

Public Art Trust Director Jill Manton presented the finalists for with the Minna-Natoma Street Art Corridor. The project is a partnership between the City, the San Francisco Museum of Modern Art (SFMOMA) and the Yerba Buena Community Benefit District (YBCBD). City departments include San Francisco Public Works (Public Works), the San Francisco Municipal Transportation Agency (SFMTA), the San Francisco Arts Commission (SFAC), and the San Francisco Planning Department (Planning). The goals are to create a new visual identity for Minna and Natoma Streets, make the corridor and pedestrian destination, engage local, national, and international artists, prioritize diversity, and maintain visual cohesion and seamless integration of art into streetscape. On Monday April, 12, over 50 artists were reviewed by the panel and selected 10 artists for the Street Art Corridor opportunity and 6 artists for the Street Furniture opportunity. The finalists will develop site specific proposals, which will be publically displayed and available for public comment.

Public Comment:

I’m Rachel Lastimosa from SOMA Pilipinas. Cultural Districts were created to prevent further displacement. Our mission: is racial, socio economic justice, community centered development and cultural celebration & visibility.

The YB Redevelopment raised hundreds of single family homes. In the last 10 years we’ve lost 50% of our population due to gentrification. Minna and Natoma continue to be alleys that house working class and newcomer families. 

An elder Antonio Durano, lost his life not far from this proposed project in a hit and run. We continue to work with the City to create traffic calming projects for the safety of our community.

We urge commissioners to take into consideration that the living legacy of the Filipno community is here and thriving. This area is not just for tourists or commuters but for the residents that live in the district.

We look forward to working with SFAC on advancing our CHHESS process

5. Temporary Installation for Golden Gate Park

Ben Davis presented the installation Lift Every Voice, an illuminated text installation proposed for the Spreckels Temple of Music. Lift Every Voice and Sing were written by civil rights champion James Weldon Johnson and first performed in 1900, the same year the Spreckels Temple of Music opened. For more than a century, Johnson's song has been sung as the Black national anthem in America. United States Representative James Clyburn is now leading a movement to have Lift Every Voice and Sing become America's national hymn.

Dana King presented Monumental Reckoning a sculptural installation consisting of 350 4 ft. figures surrounding the plinth of the Francis Scott Key monument. Monumental Reckoning honors the first Africans stolen from their homeland and brought against their will to Virginia in 1619. 350 sculptures represent the number of Africans initially forced onto a slave ship to the "New World." A handful of these original 350 became America’s first enslaved people. Monumental Reckoning's 350 ancestors will encircle and interrogate the Francis Scott Key plinth that remains vacant after protestors toppled Key’s statue on Juneteenth 2020.

The proposed installation time for both works will be 2 years, from June 1, 2021 to June 30, 2023.

6. Treasure Island West Bridge Connector

Public Art Program Manager Mary Chou gave an update of the Treasure Island West Bridge Connector public art project. A shortlist of four artists were selected, who will present their past work and describe their conceptual approach to the project during an interview process on Friday, April 23. The selected artist come to the Visual Arts Committee for approval.

7. Herz Recreation Center

Public Art Project Manager Marcus Davies presented the Project Outline for the Herz Recreation Center public art project.  The center will be sited within John McLaren Park bordered by Visitacion Avenue, Hahn Street, and Sunnydale Avenue. The goals of the artwork are to be a community asset and reflect the identity of the surrounding neighborhoods, be appropriate to Herz Recreation Center, and contribute to a welcoming community environment. There are several possible artwork opportunities and locations for the site, including: the building façade near the entry, a suspended sculpture within the building entry lobby, a two-dimensional artwork on the north or south interior gym elevation, or an exterior sculpture along pathway adjacent to Recreation Center and Hub buildings. Before issuing the RFQ for the project. Mr. Davies asked feedback from the Commissioners, regarding the location and type of artwork for the site. Though a site was not determined during the meeting, the Commissions agreed to follow-up with and email regarding their location preference.

8. Judah Streetscape

Mr. Davies presented the revised design development documents for artwork by Jesse Schlesinger for the Judah Streetscape Public Art Project. The project consists of 15 sculptures and about 6 of sculpture’s bases will need to be slightly widened to lower and stabilize the center of gravity, which will eliminate the need for excavated footings.

9. Traffic Company and Forensic Division

Mr. Davies introduced artist Susan Narduli, who presented the design development deliverables (final design) for an artwork for the Traffic Company and Forensic Services Division Public Art Project. The work 36 ft. 6 in. tall and is composed of 4 transparent cubes, based on the conceptual framework of Form & Structure, Light, Pattern & Data, and Image & Text with content that includes storytelling, public services, and the Bayview community.

10. Potrero Gateway

Project Manager Zoë Taleporos presented an update to the finalists list of artists for the Potrero Gateway Park Public Art Project. The panel originally selected Miguel Arzabe, Aileen Barr and Colette Crutcher, Futureforms, and Gordon Huether as finalists. However, for various reasons, Miguel Arzabe has declined to participate. The finalist opportunity was offered to Randy Colosky, the artist who had the next highest ranking from the review panel..

Motion: to approve adding Randy Coloksy as a finalist for the Potrero Gateway Park Public Art Project, as recommended by the artist review panel.

11. Central Subway-- Jim Campbell/Werner Klotz

Ms. Taleporos presented the artwork Untitled by Jim Campbell and Werner Klotz, which is installed at the Central Subway Union Square Market Street Station Platform Level. The sculpture consists of an armature suspended by cables that wrap around all the architectural elements along the station platform. Attached to the armature are thousands of reflective metal discs that reflect and distort the colors and movement of passengers and train activity.

12. Central Subway—Erwin Redl

Ms. Taleporos presented the artwork Lucy in the Sky by Erwin Redl, which is installed at the Central Subway Union Square Market Street Station Concourse Level. The work is comprised of over 400 LED light panels which spans the entire length of the Concourse Level. The lights are programmed to have 20 different light sequences.

13. Southeast Community Center at 1550 Evans—2D Artwork Program

Project Manager Jackie von Treskow presented the artists recommended for the Southeast Community Center at 1550 Evans—2D Artwork Program. On Monday, April 19, the panel met and reviewed the work and qualifications of 68 artists shortlisted from the Bayview Artist Registry. 34 artists received unanimous “yes” votes, and were recommended by the panel for the potential purchase of artwork(s) for the opportunity.

14. San Francisco International Airport: C3C Secure Connector

Project Manager Aleta Lee presented of Construction Document Phase deliverables (artwork mock-up) by Kim Anno for the SFO C3C Secure Connector Wall. The Long Arc of the Day will be composed of two layers for glass and a layer of aluminum dibond. The work is being produced by Dorothy Lenehan Architectural Glass.

15. Mission Branch Library

Ms. Lee presented the selected finalists for the Mission Branch Library public art project. The artist review meeting met on April 7th and reviewed the qualification of 19 shortlisted artists. They recommended Juana Alicia Araiza, Javier Rocabado, and Josue Rojas as finalists for the public art opportunity.
