Action

1. Motion to approve Construction Document deliverables for the artwork by Christine Corday for the Moscone Expansion Howard Street Public Art Project.
2. Motion to authorize the Director of Cultural Affairs to increase Jorge Pardo’s contract from $35,000 to $850,000 (an increase of $815,000) to include Design Development, Construction Documents, Fabrication, Transportation and consultation during Installation, for the Van Ness Avenue Bus Rapid Transit due to a contract modification to increase the artist’s scope of work.

4. SFAC Galleries
Meg Shiffler
Action

SFAC Galleries Director Meg Shiffler announced the selection of an artwork, A San Francisco Wunderkammer, by artist Alison Pebworth to be installed for the ENTRY126 annual installation commission. The artwork will be installed and open to the public on April 26, 2017 through early 2018. She also announced that Steven Wolf, an independent curator had been selected to curate the next Main Gallery exhibition. She stated that the exhibition will feature four artworks from the Civic Art Collection by Roy De Forest and that Wolf will be selecting additional artists to expand interest in the dark undercurrents and the development of De Forest’s career.The final exhibition list of artists will be announced at the next Committee meeting.

Motion: Motion to approve an honorarium payment of $4,000 to Alison Pebworth for the installation of her work, A San Francisco Wunderkammer, as part of the SFAC ENTRY126 annual commission program. The work will be installed and open to the public on April 26, 2017 and close in early 2018 (date TBD).

5. Treasure Island Arts Master Plan – Review of Sites Proposed for Phase 1

Action

Director of Public Art Trust and Special Initiatives Jill Manton presented an excerpt of the Treasure Island Arts Master Plan Draft and displayed the first series of artwork site selections that have been prioritized for permanent and temporary visual artworks to coincide with Phase I construction of the island. Upon approval of the Arts Master Plan by the Arts Commission and Treasure Island Development Authority, the Request for Qualifications will be posted in April. Initial project sites include the Waterfront Plaza, Building One Northern and Southern Lower Plazas, Marina Plaza, Clipper Cove Promenade, Yerba Buena Hilltop Park and Cityside Waterfront Park.

It was noted that Civic Design Committee will also review the art plan and the landscaping to best feature the artwork.  Due to the large scale of the initial series of Landmark or Gateway projects, the budgets allotted for each project may be up to a million. She also stated that the initial expectation of 50 million dollars over the lifespan of the development may be reduced to 35 million dollars due to actual construction costs and the number of affordable housing units. A finalized project plan for each location will be presented to the Committee for final approval before proceeding with the Request for Qualifications.

Motion: Motion to approve the following Treasure Island sites to be coordinated with Phase 1 construction of the island, pending approval from the Treasure Island Development Authority (TIDA): Waterfront Plaza, Building One Northern and Southern Lower Plazas, Marina Plaza, Clipper Cove Promenade, Yerba Buena Hilltop Park and Cityside Waterfront Park. Proposed project budgets to be presented in the near future pending verification of art program budget by TIDA.

6. Zuckerberg San Francisco General Hospital and Trauma Center

Action

Project Manager Zoë Taleporos presented the artwork proposal by Sirron Norris for the Zuckerberg San Francisco General Hospital and Trauma Center Pediatric Emergency Department Mural and Exam Room Art Project. The proposal consists of a primary mural design, a smaller series of murals for the walls between exam rooms, and a series of wall artworks reproduced on aluminum for inside the exam rooms. The work was selected by a panel consisting of Commissioner Chew, two arts professionals and several hospital staff members. Ms. Taleporos explained that the proposal will undergo further design development, as the location of the Pediatric Emergency Department will change, altering the wall conditions for the murals. Ms. Taleporos noted that hospital staff was very pleased with the selection, as they felt the artist’s designs represented the diverse population served by the hospital.

7. San Francisco International Airport

A. Terminal 1 Redevelopment Project Update

Discussion

Project Manager Justine Topfer presented updates to public art project outline for the San Francisco International Airport Terminal 1 Redevelopment Project. Updates included additional locations and architectural renderings of the selected sites.All of the projects are phased for completion throughout the construction schedule, with the first to be completed in the summer of 2019 and the last in 2022.

The project will include the selection of artists to create large-scale site-specific artworks and installations, architectural integrated pieces, and the purchase of both two dimensional and discrete artwork. Due the large budgets for the sculpture opportunities, including a prominent location at the Terminal 1 TSA Security Checkpoint, an additional sculpture specific RFQ will be posted. The remaining of the opportunities will be selected from the SFO Terminal 1 Redevelopment RFQ for which there were over 600 applicants. All of the selected artists The individual projects will come back before the Committee at a later date as well as to the Airport Steering Committee.

B. AirTrain Extension Project

Ms. Topfer presented the project outline for the Airport AirTrain Extension Project. The projects include:  a large scale integrated glass artworks at both the hotel and long term parking garage stations and the associated connector bridges; several walls within the lobby of the hotel station; and the re-siting of the sculpture, Yin & Yang, by Robert Arneson. The viability of these opportunities will depend upon the design of the building, which is still in flux. All of the projects will come back to the Committee for further approval.

C.  SFO Airport Hotel Project

Action

Project Manager Mary Chou presented the SFO Airport Hotel Project outline. Artworks will be located in the publicly accessible areas of the hotel. Three significant permanent opportunities have been identified for the site: An exterior sculpture visible from McDonnell Road; a suspended artwork in the 4th floor lobby and the two-story wall opportunity in the 1st floor lobby.  Additionally, wall spaces have been identified in the public lobbies and hallways on the 1st through 4th floors for the placement of original two-dimensional wall works.

All of the artists will be chosen from the 2016/17 Pre-Qualified Artist Pool as well as applicants to the SFO Terminal 1 Redevelopment RFQ for consideration. For the two-dimensional works, the Arts Commission will use the SFO Discrete Works Pool. Another resource maybe artists applying to the new sculpture RFQ being issued for T1 Central Terminal sculpture.

8. Westside Pump Station Reliability Improvements Project

Ms. Chou presented the artwork of the selected finalists for the Westside Pump Station Reliability Improvements Project: Jet Martinez, Jovi Schnell, Aileen Barr, and alternate t.w. five.She stated that the previously approved artwork location, the upper portion of the tower, has now been expanded to the larger façade along the Great Highway to allow the opportunity for the artist to work with the architect to determine the most appropriate locations for the artwork. The project has the support of Supervisor Katy Tang. The project also includes the relocation of sculptures from the Civic Art Collection, Earth, Air, Sea, 1986 by Mary Fuller, from the corner of the Great Highway and Sloat Boulevard, to a planter area along Sloat Boulevard.

9. N-Judah Gateway Plaza

Action

Project Manager Marcus Davies presented the public art project outline for the N-Judah Gateway Project. The project is a community-driven initiative to improve public safety and the quality of public space at and around the N-Judah turnaround tracks where the end of Judah Street meets La Playa and Lower Great Highway. The project will create a new opportunity for artist-designed seating. The seating will be designed with the ablity to relocate it within an expanded or reconfigured plaza should the plaza project undergo changes in the future.

Due the demanding environmental conditions the work will be made from stone, concrete, ceramic tile or other materials suitable to the site’s marine environment. The artists for the initial selection panel will be chosen from the 2017/18 Prequalified Artist Pool. Project completion is anticipated in Spring of 2018. The project will be funded by Supervisor Katy Tang’s office.

10. Moscone Expansion, West Bridge

Mr. Davies presented an overview of the proposal design by Sara Sze, as selected by the Moscone Expansion Project Artist Selection Panel for the West Bridge sculpture opportunity. The artwork will consist of a series of natural and fabricated stones flanking the bridge’s pedestrian path. Each stone, as well as the adjacent paving material will feature a cut or bisected surface faced with through-color glazed ceramic tiles depicting images of the sky as seen at various times of the day.

Design Development will come before the Committee for approval at a later date.

Mr. Davies presented the selected finalists for the Traffic Company and Forensic Services Division Art Enrichment Project. He noted the project will feature features two public art opportunities, one in a plaza located on the corner of Evans Avenue and Toland Street and the other on the building’s façade. The finalists selected for the plaza opportunity include Ball-Nogues Studio, Brad Goldberg and Jim Isermann. The façade finalists include Ball-Nogues Studio, Jim Isermann, and Rob Ley.

12. 2017/18 Prequalified Artist Pool Results

Senior Project Manager Jennifer Lovvorn presented the list of 415 artists selected for the 2017/18 Prequalified Artist Pool.A Request for Qualifications had been issued October 11 – December 5, 2016 for visual artists residing in the United States and received 914 submissions.The pool is conducted every two years and enables staff to curate selected short-lists for projects with budgets under $500,000. The pool also limits administration time for both staff and artists, requiring only one application process.
